Schreiber Deputy Mayor/Trustee John Tweedy Trustee Margaret Hagan Trustee Joseph Juliano Trustee Kenneth Moore Village Clerk Treasurer Suzanne Tangredi Audience: 0 residents Mayor Schreiber called the meeting to order at 7:07PM. On motion by Trustee Hagan and seconded by Deputy Mayor Tweedy,the Public Hearing was opened to enable the Board of Trustees to hear public comment prior to the submission of the Village's application for Community Development Block Grant Funds, 40th Program Year. A brief overview of the Program was read regarding income guidelines,and how to apply through the Village for an application for the program. There were no members of the public present, and no public comment was made.on motion by Mayor Schreiber, seconded by Trustee Hagan and passed unanimously the Board voted to submit an application. On a roll call,the following vote was taken. Schreiber Deputy Mayor/Trustee John Tweedy Trustee Margaret Hagan Trustee Joseph Juliano Trustee Kenneth Moore Village Clerk Treasurer Suzanne Tangredi Village Attorney Richard Handler Audience: 17 residents The Mayor called the meeting to order at 7:30PM. He led all in the Pledge of Allegiance. The Mayor asked for a moment of silence for all the Armed Forces and for the First Responders. The Mayor then asked if there were any recording devices in the room. There were none. On motion by Trustee Hagan seconded by Trustee Juliano the Minutes of the February 24, 2014 meeting were unanimously approved Bills to be paid for the following periods were reviewed and on motion by Trustee Moore seconded by Deputy Mayor Tweedy were unanimously approved.these were : General Fund Bills March 1-14, 2014 Ma rch 15-24, 2014 $ 20, $147, Capital Fund Bills March 1-21, 2014 $103, BOT Meeting Page 2

3 Treasurer's Report- January 2014 General Fund - $ 932, Petty Cash - $ Revenues - $ 17, Expenses - $ 80, Capital Fund- $ 268, Revenues- $ 0.00 Expenses- $ 0.00 The following budget amendment was proposed: Inc. Village of Bellerose Budget Amendment # Fiscal Year We hereby authorize the following budget amendment for the provision of money on the Snow Removal Contractual Expenditure line for the fiscal year as being appropriated from the Unappropriated Fund Balance to allow for the additional funds needed to address the winter storms cleared by the Village during the Winter Season for the following amount. Increase Budget as follows : Revenues Expenditures Appropria ted Fund Balance $36,000 A Snow Removal Contractual $36,000 The Budget was adopted on April 22,2013. BOT Meeting Page 3

5 Village Attorney's Report Attorney Handler reported that the Village will be having a Public Hearing this evening for Proposed Local Law This Local Law is to authorize an override of the tax levy limit. In regard to the Brandt-Article 78 Court Case :The Supreme Court decision has upheld the Village's position. An 18 page decision has been rendered. Fire Department Report (as submitted by Fire Commissioner Doug Christ) The BFD will be holding a recruitment Open House on April 26 & 27,2014 We have had 1new volunteer that has been coming down, but we are hoping for a few more new recruits. Firehouse Project is almost complete. The Department has responded to 3 calls within the Village this month. Elections for the Bellerose Fire Department will be taking place on April 1,2014. Highway/Public Works Commissioner Report George Braun reported: There is a collapsed catch basin on the west end of Hudson Road. There was a sink hole in the rear yard of 84 Huron Road. We have received the TAP program info. It is difficult to file, but we will do our best to get it done. Mayor's Report The Mayor spoke about the Village Election that took place on March 18,2014. The election was for 2 Trustee positions for a 2-year term. There were 3 candidates running for these 2 positions. The winners of the election were the incumbent Trustees Margaret Hagan with 194 votes,and Kenneth Moore with 189 votes. He stated 32% of registered voters in the Village voted, as there were 282 votes cast. He thanked all the candidates for running,and congratulated the winners. The Fire House renovation is progressing,and we are looking forward to the completion of it. The Hudson Road committee is here this evening. There has been increased police enforcement in the Village Trustee Moore has agreed to take on the project of remedial work for windows at Village Hall.There is money in the budget, and we will need to go out to bid for this item. He has been working with Deputy Mayor Tweedy on the 2014/15 budget. There will be a budget hearing at the April 28, 2014 Board of Trustees meeting. NYS Comptroller's Office has been in the Village for an audit since January 10,2014. We are awaiting a detailed report upon their completion. The new Village Dump Truck should be here in a couple of weeks. He has been in contact with local State representatives regarding a $100,000 Storm Water Grant. We are hoping for an answer within a few weeks. Tax Grievance Day was on February 18,2014. The Assessor and The Board of Trustees acting as the Board of Assessment Review adopted certain dec isions regarding Assessment grievances filed against the 2014 Village Assessment Roll. 6 Police Commissioner Report Police Commissioner Tamparo read the report for February parking violations 3 moving violations issued 2 accidents 0 aided call Recreation Report Recreation Commissioner Morfessis was not present. No report was presented. Historian Report Historian Woodruff was not present,therefore no report was presented. Sanitation Commissioner Report Mayor Schreiber reported that the contract with Midland Carting has been extended for an additional year. Bulk items willcontinue to be picked up on Tuesday,and recycling will continue on Fridays. Superintendent of Maintenance Report Trustee Moore reported that the DPW crew has been great with the filling of potholes,and the cleanup of downed tree limbs. Trustees Reports Trustee Moore reported: Senator Martins has been questioning the price the Village pays for of hydrant rentals. The Village spends over $40,000 annually for the rental of Village Fire hydrants. Trustee Hagan reported : She is happy to be serving the Village as Trustee for another 2 years. The Community Development Program is in full swing,and the Village is seeking to receive additional money for next year. She will be contacting Gabrielli regarding the new Dump Truck,and when it will be delivered. She is looking forward to meeting with the Hudson Road committee to discuss traffic calming devices. 7 Trustee Juliano reported: Full amount of $200, has been received from the NYS Department of Homeland Security for the restoration/renovation of the Firehouse/EOC Center. Asbestos removal has taken place. Windows have been replaced. Mr. Anthony Pesce,from NYS Department of Homeland Security will be visiting the Firehouse/EOC Center on April 1,2014 to see the renovations. Mayor Announcements: The Mayor announced the followi ng: A.R.C. Meeting - Wednesday, April 9, 7:00PM Next Regular Board of Trustees Meeting,Monday April 28, 7:30PM Annual Organizational Meeting,Monday April 7, 7:30PM Bellerose Village Court session-wednesday,april G:OOPM JWCB- Thursday,April 7:00PM JBBDC Meeting -Tuesday, April 6:30PM. Women's Club-April :OOPM Village Hall Closed-April 18,2014 for Good Friday The business meeting was closed at 8:17PM,on motion by Trustee Hagan, seconded by Trustee Moore and unanimously approved. The Mayor opened the meeting to the public at 8:17PM. Ann Marie Byrnes asked the Mayor when the street sweeper would be out to clean the Village streets.the Mayor answered that it is on the schedule,and should be starting soon. Alice Cody questioned what she should do if she is having company, and there are parking restrictions on the street.the Mayor stated tohave your company park in the driveway. Joe Saccente stated that here has been no traffic enforcement on Hudson Road between the hours of 7AM and 9AM. The Mayor stated that Hudson Road is a priority for this Board. Mary Kelly stated she is against any tax money being used for signage on the streets. Howard Tripmacher asked if the present Dump truck is used for salt/sand. The Mayor stated it is not, but the new one will do that. The primary use of the new Dump truck will be leaf collection and sanding. BOT Meeting Page 7

9 At 9:02PM, the Public Hearing was opened to consider Local Law #1,2014. A local law to authorize an override of the tax levy limit. INCORPORATED VILLAGE OF BELLEROSE : PROPOSED LOCAL LAW #1OF YEAR 2014 A loca l law to amend Chapter 192 of the Code of the Vil lage of Bellerose -Taxation by adding a new Section 17A-2 thereof to authorize an override of the tax levy limit established in General Municipal Law 3 -c. BE IT ENACTED by the Board of Trustees of the Inc.Village of Bellerose as follows: Add a new BVC A-2 as follows: Section 1. Legislative Intent It is the intent of t his local law to authorize the Village of Bellerose to adopt a budget for the fiscal year commencing June 1, 2014 that requires a real property tax levy in excess of the "tax levy limit"as defined by General Municipal Law 3-c. Section 2. Authority This local law is adopted pursuant to subdivis ion 5 of General Municipal Law 3 -c, which expressly authorizes a local govern ment's governing body to override the property tax cap for the coming fiscal year by the adoption of a local law approved by a vote of sixty (60%) percent of said governing body. Section 3. Tax Levy Limit Override The Board of Trustees of the Village of Bellerose, County of Nassau,is hereby authorized to adopt a budget for the fiscal year commencing June 1,2014 that requires a rea I property tax levy in excess of the amounts otherwise prescribed in General Municipal Law 3-c. Section 4. Severability If a Court determines that any clause, sentence, paragraph,subdivision, or part of this local law or the applica tion thereof to any person, firm or corporation, or circumstances is invalid or unconstitutional, the Court's order or judgment shall not affect, impair, or invalidate the remainder of this local law, but shall be confined in its operation to the clause,sentence, paragraph,subdivision, or part of this loca l law or in its application to the person, individual, firm or corporation or circumstances, directly involved in the cont roversy in which such judgm ent or order shall be rendered. Section 5. Effective Date. This loca I law shall take effect immediately upon adoption,subject to filing with the Secretary of State. BOT Meeting Page 9

Respectfully submitted, Suzanne Tangredi Village Clerk -Treasurer After the meeting was closed,mayor Schreiber and Trustee Hagan met with the Hudson Road committee. The committee spoke to them regarding their fears and concerns for the residents/children of Hudson Road. They would like to meet and discuss some possible solutions to the problem of people speeding on Hudson Road,and the tremendous amount of traffic moving through that roadway on a daily basis. A meeting date of April 8,2014 was scheduled for the Mayor and Trustee Hagan (Traffic Commissioner} to meet with the Committee. BOT Meeti ng Page 9
