3 DISTINGUISHED SPEAKERS Datuk Ng Seing Liong, J.P. Chairman, GST Taskforce, REHDA Malaysia Datuk Ng Seing Liong PJN, J.P. is patron, past President of REHDA ( ), Trustee of REHDA Institute, Chairman of REHDA GST Taskforce and has been actively involved in the association in various capacities for the past 30 years. He is a members of various professional bodies including MIA, ACCA, CTIM, AICMA, MICPA, ICSA. In terms of corporate experience, he also specialises in the fields of audit, tax, business advisory and insolvency practice. Datuk Ng also sits on various other capacities in various private and public companies. Tn. Hj. Abdul Manap Bin Dim Deputy Chief Executive Officer in Compliance Division Inland Revenue Board Of Malaysia (IRB) / Lembaga Hasil Dalam Negari Malaysia (LHDN) Tuan Haji Abdul Manap has over 29 years of experience in tax. He was the director for several states eg: Temerloh, Negeri Sembilan, Melaka. Prior to his current position, he was the Director of Tax Audit Division, Director of Tax Operation Department, Director of Tax Compliance Department. In 2016, he was elected as a member of the Tax Audit Advisory Group for The Organisation for Economic Co-operation and Development (OECD). Director In Legal Department Inland Revenue Board Of Malaysia (IRBM) / Lembaga Hasil Dalam Negari Malaysia (LHDNM) Abu Tariq has over 22 years of experience in advisory, litigation and drafting work in all aspects of tax and revenue law. He has represented the Director General of Inland Revenue before the Special Commissioners of Income Tax and at all levels of the Malaysian courts in many landmark tax cases. Prior to his current position, he was the Chairman of the Dispute Resolution Panel, an initiative introduced by the IRBM to expedite tax appeals by tax payers which has received recognition from IMF, via TADAT (Tax Administration, Diagnostic Assessment Tool) Evaluators. He is a regular speaker and panelist on tax cases at Malaysia s annual National Tax Conference as well as various national and international conferences and seminars on taxation. Senior Assistant Director in Sektor III - Property, Construction and Professional, GST Division Tuan Lau Thye Mun is an expert in Customs procedures in import/export, free zones, inland port clearance, passenger inspection, postal goods clearance and currently specializes in GST under the property, constructions and professional sector. He is also a regular speaker for GST forum, tax agent courses and other seminars related to GST for Royal Malaysian Custom staff, corporate bodies, associations and other government agencies. Executive Director, Crowe Horwath Fennie heads the Crowe Horwath Kuala Lumpur Tax Division and has 25 years of experience in income tax compliance, tax advisory and indirect tax. Her experience also includes advising on stamp duty exemptions, indirect tax implications and covers various industries including property development, construction, healthcare, manufacturing, services, etc. In addition, Fennie has extensive knowledge and experience in tax investigations and field audits. Apart from the above, she has been advising on GST since 2005 and involved in a number of GST implementation projects. She has completed a full course in GST conducted by the Royal Malaysia Customs and gathered GST experience from Australia and Singapore.
4 Mr. Chow Kuo Seng Executive Director, Business Tax Audit & Investigation Leader, Deloitte Kuo Seng has more than 30 years of experience in tax audits and back duty investigations. His experience in A&I controversy management includes providing tax advisory/consultancy and managing compliance work for local and multinational companies as well as high net-worth individual clients and prudential audit review for tax risk management purposes. By applying his extensive experience in assisting clients, Kuo Seng s approach is to take a respectful and educative methodology with the tax authorities, while meticulously protecting taxpayers rights and responsibilities at law whilst adhering with local practice and policies. Kuo Seng is a market leader in tax appeals and is also a sought-after speaker at public forums on current tax issues. Kuo Seng is a Chartered Accountant and an approved tax agent under the Malaysian Income Tax Act, Senior Partner, Head of Tax & Revenue Practice Group, Shearn Delamore & Co. graduated with an LL.B (Hons) degree from Bristol University, UK and was called to the Bar of England and Wales as a member of Gray s Inn. She was admitted as an advocate and solicitor of the High Court of Malaya in 1988 and became a partner of Shearn Delamore & Co. in She is the Head of the Tax and Revenue Practice Group of Shearn Delamore & Co. with over 28 years experience in all areas of Tax and Revenue law. She has appeared extensively before the Special Commissioners of Income Tax, the High Court of Malaya, the Court of Appeal as well as the Federal Court on tax and revenue matters. She is a member of the Taxation & Trade Facilitation Council of the Malaysian International Chamber of Commerce and Industry (MICCI). She is also a member of the International Fiscal Association, Malaysia Branch and the International Bar Association. Mr. Yee Wing Peng Tax Leader & Business Tax Leader, Deloitte Honorary Tax Advisor, Master Builder Association of Malaysia (MBAM) Wing Peng is the honorary advisor (Tax) of the Master Builders Association Malaysia (MBAM). He is the Deloitte SEA Business Tax Leader and Malaysia Tax Leader. He is a member of the Deloitte SEA Executive Committee as well as a member of the Malaysia Executive Committee. He has over 24 years of experience in audit and tax with extensive experience in advising local and multinational companies on inbound and outbound investments. He was recently listed in the 2016 Guide to the World s Leading Tax Advisers. Wing Peng is a regular speaker at international tax and leadership conferences overseas as well as in Malaysia.
