1 290 NORTH 100 WEST, LOGAN, UTAH PHONE (435) FAX (435) PLANNING COMMISSION Meeting of December 10, 2009 M I N U T E S Municipal Council Chambers City Hall 290 North 100 West Logan, UT Minutes of the meeting for the Logan City Planning Commission convened in regular session Thursday, December 10, The Chairman, John Kerr, called the meeting to order at 5:30 p.m. Planning Commissioners Present: John Kerr, Doug Blaser, Jeannie Simmonds, Karl Ward, Ray Robison, John Wuthrich Planning Commissioners Absent: Staff Present: Jay Nielson, Glen Goins, Russ Holley, Kristen Clifford, Paul Taylor, Kymber Housley. Minutes as written and recorded from the November 12, 2009 meeting were reviewed by the Commission. Commissioner Ward moved that the minutes be approved as submitted. Commissioner Simmonds seconded the motion. The motion was unanimously approved. Public Hearings Campbell Scientific Condominiums. Subdivision Permit. Paul Campbell/Southern Exposure LLC, authorized agent/owner, requests to divide the building and land into parcels, with the adjoining land and improvements to be held in common on 9+ acres at 815 West 1800 North in the Industrial (IND) zone; TIN# PROPONENT: Mr. Paul Campbell, President of Campbell Scientific, explained that the design review was approved for this building at the September 24, 2009 meeting. This series of buildings are on land owned by Southern Exposure (a real estate partnership with Campbell Scientific). Mr. Campbell advised that they decided that they wanted to cap Southern Exposure and let Campbell Scientific make the investment directly in the building. In trying to determine the best way to continue to build consistent with Southern Exposure s Master Plan, it was determined to approach this as a condominium development, declaring the series of buildings as industrial condos with individual units (incremental expansion over the years). Mr. Campbell explained that public notices were sent out prior to the realization that no action or permit would be required for the declaration of an industrial condo. Mr. Campbell clarified for Chairman Kerr that there would be no changes made to the exterior design of the buildings. COMMISSION: Chairman Kerr acknowledged that it is appropriate that the application be withdrawn. Planning Commission December 10, 2009 Page 1 of 5

2 UT1 Bluebird (Verizon). Conditional Use Permit. Doug Kofford/Raymond Family Properties LLC, authorized agent/owner, request to construct an unmanned communications facility consisting of antennas mounted to a new monopole with apparatus located inside a 12x26 prefabricated equipment shelter at 472 North Main in the Commercial General (CG) zone; TIN# STAFF: Mr. Goins reviewed the Staff Report as written. PROPONENT: Doug Kofford, a consultant with Verizon Wireless, answered Commissioner Ward s question as to the reason for the requested height of the pole. He explained that it allows Verizon to accommodate all the antennas that are required for data transmittal. In addition to cell phone communications, Verizon has video imaging, , and text pad that all require different types of antennas. The proposed height allows them to get the propagation coverage necessary. Mr. Kofford confirmed for Commissioner Ward that the height would reduce the need for additional towers. COMMISSION: Commissioner Blaser questioned the diameter of the pole and Mr. Goins advised that it would be 2 ft. the entire length of pole. Commissioner Simmonds asked if the proposed height of the pole included all the antennas on top. Mr. Goins explained that the pole is proposed to be 60 ft. with a 6 ft. lightening rod on top. Mr. Goins clarified for Commissioner Simmonds that the building would not be attached to the back side of the existing structure. He pointed out on the slide that the shaded area is the lease area on which the entire site will be located; however, it would not touch the back of Albertson s building. Mr. Goins explained that the proponent extended the fence line east/west to the eastern wall of the building (creating a 2-sided fence making the area more secure). Commissioner Simmonds questioned the access door within the proposed fence area. Mr. Goins stated that Staff had discussed this issue with the proponent at the pre-development meeting and the fence will be adjusted and will not interfere with any building access. Commissioner Simmonds asked if there would be multiple antennas coming out from the pole. Mr. Kofford advised that the monopole will be flush mounted and all equipment will be contained inside the pole. Commissioner Robison asked Mr. Kofford if he could give the Commission an idea of how many fewer towers there would be by allowing this height and how much bigger of a footprint this tower would be in terms of propagation coverage. Mr. Kofford advised that the engineering department would have those answers. Commissioner Ward indicated that the pole is located right outside his office window; however, increasing the height of the pole is worth reducing the number of towers required. Commissioner Blaser agreed. MOTION: Commissioner Ward moved that the Planning Commission conditionally approve PC for a Conditional Use Permit. Commissioner Blaser seconded the motion. 3 Tom Galloway Apartments. Design Review/Conditional Use Permit. Daniel Stevens, authorized agent/owner, requests two group living structures; occupancy of 7 individuals per unit with addition to parking in the rear on 1.06 acres at 700 East 700 North in the Multi-Family High (MFH) zone; TIN# ;0002;0003. STAFF: Ms. Clifford advised the Commission that the proponent requested this project be continued to the January 14, 2010 meeting Savvy Brothers Consignment EMD Sign. Design Review. Curtis Kirkham/LaVere Barker, authorized agent/owner, request to place a 14 high (7 7 x4 3 ) LED pole sign on the north end of the property at 855 South Main in the Commercial General (CG) zone; TIN# STAFF: Mr. Holley reviewed the Staff Report as written. PROPONENT: Curtis Kirkham advised the Commission that they would be grading the area and improving the appearance of the corner around the sign. COMMISSION: Mr. Holley clarified for Commissioner Simmonds that the sign would be a 2-sided sign facing north-northwest and that pole/monument signs count both sides as one signage area. Commissioner Blaser asked about landscaping and Mr. Holley advised that there would be evergreen shrubs. MOTION: Commissioner Wuthrich moved that the Planning Commission conditionally approve PC for a Design Review Permit with the submittal of a Performance Landscape Plan to be submitted to the Community Development Staff prior to the issuance of a sign permit. Commissioner Simmonds seconded the motion. [Moved: Commissioner Wuthrich Seconded: Commissioner Simmonds Passed: 5, 0] Amber Fields (Review Changes) Design Review, Subdivision, Zone Change. Kristofor Kvarfordt/Tim Gibbons, authorized agent/owner propose a 98 lot planned development subdivision with 6 house plans designed to fit within the parameters of the lots to create a unified development at 200 South 1200 West in the Single-Family Residential Planned Development (SFR-PD) zone; TIN# STAFF: Mr. Holley reviewed the Staff Report as written and passed out newly submitted plans to the Commission. He pointed out that the Municipal Council had approved a zone change from Single-Family Traditional (SFT) to Single-Family Residential Planned Development (SFR- PD). He highlighted the differences between the original submittal (presented and approved August 27, 2009) and the revised plan. Originally there were 98 lots, the new alignment has 96. Open space was 200,000, now it is just over 100,000. One of the major differences in the revised plan is public road cross sections with standard pavement, curb, gutter, sidewalk, park strip, and street trees. The front setback is now 25 ft., as before it was 20 ft., the side and rear setbacks remain at 6 ft. The original plan had 17 homes backing onto 200 South, which was one of the main points of discussion during the original approval, now the plan has18 homes that front onto 200 South. Open space was the main issue of discussion between the proponent and Staff over the last few weeks. The area on the northwest corner of the development is deemed unbuildable because of the landfill and is again used as open space as it was before. The current plan shows a trail which connects with a new open space area that will have 20 homes that front onto the space, providing a nice public realm and allowing the open space to be usable. 4 added previously that the garage door colors be earth tone and blend in with the front façade, rather than all white. PROPONENT: None COMMISSION: Mr. Holley clarified for Commissioner Blaser that there would be approximately 7-9 shared driveways. Commissioner Simmonds remarked that she appreciated Staff s effort to keep the conditions that were approved by the Commission originally. Chairman Kerr commented that the homes fronting 200 South create a much more attractive traffic avenue. MOTION: Commissioner Wuthrich moved that the Planning Commission conditionally approve PC revisions for a Design Review and Subdivision Permit. Commissioner Simmonds seconded the motion.
