1 BUILDING BOARD MEETING MINUTES Tuesday, August 15, 2017 Meeting was called to order at 5:30 p.m. by Mr. Olson. 1. Roll Call. Present: Mr. Liechty, Mr. Matola, Mr. Schoenecker, Mr. Collins, Mr. Koleski, Mr. Olson, and Mr. Domaszek Absent: Mr. Janusz and Ms. Steindorf (excused) Also Present: Mr. Harrigan, Ms. Nelson, Applicants, and Members of the Public 2. Review and act on meeting minutes dated August 1, Mr. Liechty stated that under item five, the motion should state that the height of the brick façade can be reduced to 24 inches and Mr. Schoenecker stated that in that same motion, he should be listed as Mr. Schoenecker and not Ms. Mr. Liechty motioned and Mr. Schoenecker seconded to approve the meeting minutes as amended. Motion carried Public hearing, consideration, and action on a request by Brandon and Christina Schulta at Brook Avenue for a shed. Brandon Schulta was present before the board. Public hearing opened at 5:33 p.m. Sue Retzack of Marquette Avenue stated that she has reviewed the revised plans and feels that the shed looks like a prefabricated shed and does not tie-in to the design of the home. She also stated that she still objects to the location of the shed and while she appreciates that there is a landscape plan, she still does not think it will do enough to screen the shed from her view. Public hearing closed at 5:35 p.m. Mr. Harrigan stated that the applicant is stuck in traffic and will be appearing via telephone. Mr. Schoenecker summarized the on-site subcommittee meeting that was held on August 10, He stated that there are corner boards that will be incorporated into the design of the shed that are not shown on the submitted drawings and stated that when determining if this shed fits into the neighborhood, it should be noted that each adjoining property has either a play structure or other accessory building and Ms. Retzack also has a fence. 1

2 Ms. Retzack agreed that the neighborhood has become quite congested and that is why she is objecting to another shed. Mr. Schoenecker also noted that the applicant is willing to add arborvitae to provide further screening on the west side. Mr. Olson asked about the corner boards. Mr. Schoenecker stated that the siding will have corner boards and that they should have been shown on the submitted drawings. Mr. Schulta apologized for that oversight and said that the corner boards will be added to the final plans. Mr. Schoenecker asked about the shingles. standard asphalt shingles to match the house. Mr. Schulta stated that they will be Mr. Olson asked why the windows on the shed are off center. Mr. Schulta stated that they wanted to include windows for natural light but also wanted to maximize the amount of wall space to hang ladders and other equipment. Mr. Olson stated that he felt leaving the windows off center made it look awkward and stated he would prefer to have them centered. He also asked if they planned to add any more design elements to tie-in with the house. Mr. Schulta stated that he can definitely add shutters to the windows on the shed to match the shutters on the home. Mr. Olson asked about the style of the door. Mr. Schulta stated that it will be a wooden double door. Mr. Schoenecker asked if there would be some type of design on the door. Mr. Schulta said yes that there will be some architectural design elements on the door. Mr. Olson said that he would like to see those added to the drawings. Mr. Koleski asked if the shed was at ground level. Mr. Olson stated that the shed would be on a slab and it would be at ground level. Mr. Koleski stated that it sounded like the board was in agreement that the applicant needed to add more design elements to the shed to tie it in with the home. Mr. Matola arrived at 5:46 p.m. Mr. Olson stated that the applicants are only screening the shed from the street at this point and asked if they had plans for any further screening. Mr. Schulta stated that he would like to accommodate the board s desires to add more design elements to the shed but does not want to then completely hide the shed with 2

3 landscaping and trees. He would prefer to keep the north and east sides of the shed open. Mr. Domaszek asked if the applicant has a copy of his deed and if he could bring that to the next meeting. Mr. Harrigan stated that the Village/Building Board does not enforce any deed restrictions. Mr. Domaszek stated that he wanted to see a copy of the deed to make sure that this shed is consistent with the neighborhood. Ms. Retzack said that originally there were deed restrictions that stated accessory buildings and fences were frowned upon and that you needed approval from your neighbors but now the homeowners association has been disbanded and there is nothing to govern the yards. Mr. Domaszek stated that he would like to see what the actual deed says. Mr. Olson stated that if the HOA has disbanded, he was not sure what help viewing the deed would be in making a decision about this shed. Mr. Domaszek stated that it would be a piece of information relevant to his decision about whether this shed fits in with the neighborhood. Ms. Retzack stated that she had a copy of her deed. completely unhelpful. Mr. Domaszek stated that is Mr. Olson stated that they may be opening up a completely different discussion in asking to see a deed. Mr. Matola stated that every single property in this neighborhood would be in violation of the original intent of the homeowners association restrictions. Mr. Domaszek stated that any possible deed restrictions would affect his vote on this shed. Mr. Olson stated that the board would like to see the following on updated drawings: corner boards, centered windows, shutters on the windows, and the details of the door design. Mr. Schulta joined the meeting in person at 5:59 p.m. Mr. Liechty asked about the colors of the shed. Mr. Schulta stated that the siding and corner boards would be white and the trim around the window and door would be a dark 3

4 charcoal color. Mr. Olson asked if the shutters would also be this dark color. Mr. Schulta said yes. Mr. Liechty asked if the depth of the siding would be the same as on the house. Mr. Schulta said yes. Mr. Liechty asked if the hardware on the door would be black or iron and if it would be a crossbuck door. Mr. Schulta said yes, the door would be a barn type door and would have dark colored hardware. Mr. Olson asked if the door would be the same color as the trim. Mr. Schulta said yes. Mr. Domaszek asked if the board wanted to table the item. Mr. Olson said it would be up to the board to make a motion. Mr. Koleski stated that he would not be comfortable voting on this today. Mr. Collins said that the board would need to see updated drawings. Mr. Domaszek stated he would also need to review the deed. Mr. Olson stated that he was hesitant to ask for a review of the deed. Mr. Schulta asked if the board could conditionally approve the shed and that he is more than willing to accommodate the design changes requested by the board. Mr. Liechty motioned and Mr. Schoenecker seconded to approve the shed contingent upon the applicants submitting revised drawings showing white corner boards, windows centered on both the north and south side, shutters on both windows, a crossbuck style door design, and shingles to match the home. Motion carried Review and act on a request by Douglas Conrad and Laura Vandeloo at 1745 Highland Drive for a garage addition. Applicants were present before the board. Mr. Domaszek asked why the applicants needed a certified survey map. Mr. Harrigan stated that there is currently a 20 foot sliver lot that runs along the north lot line and that the applicants need to combine these two lots. Mr. Schoenecker asked if the new garage door would match the existing garage door. Applicant stated yes. Mr. Liechty asked if there will be a slight offset in the roof line on the front elevation. Applicant said yes and that this was done to add to the character of the house. 4

5 Mr. Liechty stated that a notation on the plans indicates the new siding on the addition would match the existing home, but that there are currently three different types of siding used on the home. The applicant stated that they will be re-siding the entire home and it will all be green four inch vinyl siding. Mr. Liechty asked if the shingles on the addition would match the existing roof. Applicant said yes. Applicant stated that there is a window that is not shown on the drawings that will be added to the right elevation. Mr. Liechty asked if it will be centered. Applicant said yes. Mr. Liechty asked about the size of this new window. Applicant said it will be a three foot by four foot slider with vertical mullions. Mr. Liechty asked if there will be a gutter on the back side of the garage. Applicant said yes. Mr. Liechty asked where they planned to direct all that water. Applicant said to the north side of the property and stated that there is currently a small stream that runs between this house and the neighbor s property. Mr. Liechty asked if the driveway will be paved. Applicant said yes, the new driveway will extend about 20 feet east of the garage and curve into the existing driveway. Mr. Domaszek asked if they had provided impervious surface calculations. Mr. Harrigan stated that would be calculated when the homeowners applied for their driveway permit and that they are currently well within the 30% limit. Mr. Harrigan asked if the parking pad/turn around spot would remain. Applicant said yes. Mr. Olson stated that the grade drops on the north side and asked if the concrete wall will be exposed or if they planned to re-grade the property on that side. Applicant stated that currently there is a foot and a half exposed and they will be keeping that exposure on the addition. Mr. Olson asked if they would be reroofing the whole house. Applicant stated no, just the garage. Mr. Liechty asked if the garage would be heated. Applicant said no. Mr. Liechty asked if the garage interior would be finished. Applicant said no. Mr. Liechty asked if there will be any additional venting on the garage. Applicant said no. 5

6 Mr. Matola asked if they would be adding any lighting to the garage. Applicant stated that currently there is a center soffit light and they would like to do something similar on the addition. Mr. Matola motioned and Mr. Schoenecker seconded to approve the addition contingent upon the applicant submitting revised plans. Motion carried Other business. None 6.
