REGULATION OF FERTILIZER ACT, NO. 68 OF 1988 REGULATIONS made by the Minister of Agrarian Service and Wildlife under section 28 of the Regulation of Fertilizer Act, No. 68 of Ministry of Agrarian Service and Wild Life, Battaramulla, 01st December Regulations S. M. CHANDRASENA, Minister of Agrarian Service & Wildlife These Regulations may be cited as the Fertilizer (Import, Manufacture and Formulation) Regulations, No. 1 of 2. Every application for a licence under section 6 of the Act, to import, manufacture or formulate fertilizer shall be substantially in Forms A, B and C set out respectively in the Schedule I to these regulations. 3. The fee payable under Section 6 of the Act, in respect of an application for a licence under regulation 2 shall be Rupees Twenty Five Thousand. Provided that any person who manufactures organic fertilizer for his own consumption, shall not be required to obtain licence. Provided further that any person who manufactures organic fertilizer for marketing purposes shall obtain a licence and such licence shall in respect of the first year, be issued free of charge. 4. The fee payable under section 8 of the Act, in respect of an application for the renewal of a licence shall be Rupees Twenty Thousand. Provided that the fee payable in respect of an application for the renewal of a licence by any person who manufactures organic fertilizer for marketing purposes shall be Rupees Five Thousand. 1A

Every licence issued by the Director under section 7 of the Act, for the importation, manufacture and formulation of fertilizer shall be substantially in Forms D, E and F set out respectively in the Schedule II to these regulation. 6. Where an appeal under section II of the Act against a decision of the Director refusing the grant or renewal of a licence is disallowed by the Secretary to the Ministry of the Minister, the application or renewal fee accompanying the application shall be refunded by the Director to the applicant or licensees, as the case may be. 7. The importation, manufacture or formulation of Fertilizer Regulation No. 1 of 1990 published in Gazette Extraordinary, No. 597/6 of February 14, 1990 is hereby rescinded. 8. In these regulations Act means the Regulation of Fertilizer Act, No. 68 of 1988 ; and Director means the Director of the National Fertilizer Secretariat.
