1 INTERNATIONAL CRIMINAL COURT FACTS AND FIGURES FROM REGISTRY AS AT 30 APRIL 2009 CONTRIBUTIONS Approved budget for ,229,900 euros Assessed budget for 2009 (ICC ASP/7/Res04 item D): 96,229,900 euros 100% Contributions for the 2009 budget received as at 30 April ,237,105 euros 42.85% Outstanding contributions for 2008 and 2007 stand at 0.30% and 0.22% respectively. The Court is concerned at the low percentage of contributions received as at 30 April By comparison, in 2008, 73.30% of assessed contributions for the 2008 budget had been received by 30 April HUMAN RESSOURCES The Court continues to make strides to enhance the recruitment process for staff on established posts and to reduce the number of General Temporary Assistance (GTA) posts. Thus, from 1 January to 30 April 2009, the number of staff on established posts climbed from 587 to 660, while the number of staff on GTA fell from 229 to 143. On 30 April 2009, staff subject to geographical representation were distributed as follows (in comparison with target figures): 15.49% from the Group of African States (target: 12.87%) 6.73% from the Group of Asian States (target: 19.76%) 7.74% from the Group of Eastern European States (target: 7.19%) 10.44% from the Group of Latin American and Caribbean States (target: 13.17%)
2 59.60% from the Group of Western European and other States (target: 47.00%) 70 nationalities are represented amongst the professional staff on established posts (136 amongst all staff, interns and visiting professionals). Gender balance is also well respected amongst professional staff on established posts: 50.76% female (applicants 41.35%) and 49.24% male (applicants 58.65%). As at 30 April 2009, the Court had received 5,334 applications (by comparison, the total number received for 2008 was 14,143). HEARINGS, DECISIONS AND FILINGS Hearings From 1 January to 30 April 2009, the Court held 65 hearings for a total of 217 hours. Decisions and documents During the same period, 269 decisions, orders or judgments (representing 2,376 pages) were delivered, while 1,927 documents (representing 50,364 pages), including annexes, were registered. Facts and figures about the case of The Prosecutor v. Thomas Dyilo Lubanga The trial commenced on 26 January 2009 before Trial Chamber I. From 1 January to 30 April 2009, the Chamber held 47 hearings for a total of more than 174 hours. During the same period, 18 witnesses testified at the seat of the Court. 576 documents (representing 5,170 pages) were filed (including 116 from Trial Chamber I, 128 from the Registry, 265 from the Office of the Prosecutor, 19 from the Defence and 18 from the OPCV). 160 documents (representing 1,276 pages) were translated. Facts and figures about the case of The Prosecutor v. Germain Katanga and Mathieu Ngudjolo Chui The decision on the confirmation of charges was delivered on 26 September The trial is scheduled to commence on 24 September 2009 before Trial Chamber II. From 1 January to 30 April 2009, the Chamber held 10 hearings for a total of more than 18 hours. During the same period, 1,191 documents (representing 40,772 pages) were filed (including 50 from Trial Chamber II, 1 from the Presidency, 352 from the Registry, 648 from the Office of the Prosecutor, 107 from the Defence and 11 from the OPCV). 45 documents (representing 847 pages) were translated.
3 Facts and figures about the case of The Prosecutor v. Jean Pierre Bemba Gombo The confirmation of charges hearing was held from 12 to 15 January The 4 day hearing lasted more than 21 hours. From 1 January to 30 April 2009, 145 documents (representing 2,461 pages) were filed (including 14 from Pre Trial Chamber III, 3 from the Presidency, 27 from the Registry, 21 from the Office of the Prosecutor, 17 from the Defence and 4 from the OPCV). 48 documents (representing 555 pages) were translated. Facts and figures about the other cases (The Prosecutor v. Bosco Ntaganda, The Prosecutor v. Kony et al., The Prosecutor v. Ahmad Muhammad Harun and Ali Muhammad Ali Abd Al Rahma and The Prosecutor v. Omar Hassan Ahmad Al Bashir) Hearings During the same period, 1 hearing was held in the situation in Uganda; 3 hearings in the situation in Darfur, Sudan, including 2 in February and 1 in April. Filings 5 and 3 documents were filed respectively in the situation in the Democratic Republic of the Congo and in the case of The Prosecutor v. Bosco Ntaganda. 27 and 63 documents were filed respectively in the situation in Uganda and in the case of The Prosecutor v. Kony et al. 3 documents were filed in the situation in the Central African Republic. 145 documents (representing 2,522 pages) were filed in the situation in Darfur, Sudan. 3 documents (representing 13 pages) were filed in the case of The Prosecutor v. Ahmad Muhammad Harun and Ali Muhammad Ali Abd Al Rahman. 28 documents (representing 706 pages) including 6 from Pre Trial Chamber I, 1 from the Presidency, 14 from the Registry and 7 from the Office of the Prosecutor were filed in the case of The Prosecutor v. Omar Hassan Ahmad Al Bashir. VICTIMS AND WITNESSES Witness protection
4 The Court maintains 55 protection cases involving 307 individuals (witnesses and members of their family) in the four situations. ICC staff from the Victims and Witnesses Unit (VWU) escort the witnesses in the field and in The Hague pending their testimony. From 1 January to 30 April 2009, the number of VWU escort travel days amounted to 305. Victim participation and reparation Since investigations began, 1,599 victims have applied to participate in proceedings pertaining to situations, including 319 from 1 January to 30 April 2009 (231 in the situation in the Democratic Republic of the Congo, 52 in the situation in Uganda, 23 in the situation in Darfur, Sudan, and 13 in the situation in the Central African Republic). Of the 1,599 victims, 405 were authorised by the relevant Chamber to participate in the proceedings. Number of victims authorised to participate in the situations: 196 in the situation in the Democratic Republic of the Congo, 21 in the situation in Uganda, 11 in the situation in Darfur, Sudan, and 54 in the situation in the Central African Republic. Number of victims authorised to participate in the cases: 97 in the Lubanga case, 57 in the Katanga and Ngudjolo Chui case, 57 in the Kony et al. case. From 1 January to 30 April 2009, legal representatives were appointed for 52 victims, bringing the number of victims for whom a legal representative has been appointed to 231. During the same period, the Court received 33 applications for reparation from victims, bringing the total to 42 applications. DEFENCE AND COUNSEL 4 accused are detained at the ICC Detention Centre (Thomas Dyilo Lubanga, Germain Katanga, Mathieu Ngudjolo Chui and Jean Pierre Bemba Gombo). Indigence: Jean Pierre Bemba Gombo has been declared not indigent while the 3 others were declared indigent. List of counsel Since the beginning of 2009, the Court has received 15 applications to be included in the list of counsel; 3 applicants were added to the list, bringing the total to 282 (56 women and 226 men) from 49 countries. The number of assistants to counsel has increased from 36 to 41 since 1 January and the list of professional investigators includes 25 investigators (1 registered in 2009).
5 The seventh edition of the Seminar of Counsel, which is organized annually by the Registry in accordance with the Regulations of the Registry took place on 11 and 12 May A three day training workshop is followed the seminar. OUTREACH Since 1 January 2009, outreach activities (meetings, workshops and seminars) were carried out as follows in the situation countries, except Sudan, because of the security threat in that country: Northern Uganda: 53 activities which reached 14,158,800 people Democratic Republic of the Congo: 48 activities which reached 8,100 people Central African Republic: 46 activities which reached 34,020 persons A total of 11,168 information kits and 6,858 ICC core legal texts were distributed.
