At paragraph 21 of their submission, the Cable Carriers note that: "Wireless broadband represents another source of competition based on facilities that are independent from the DSL and cable wireline platforms." In paragraph 23, it is further noted that: "The take-up of wireless broadband by consumers has the potential to function as a substitute for wireline broadband services." a) Provide a list of all HSPA-based mobile broadband Internet service providers in Canada today, including a description of their respective operating territories, indication of whether they are also providers of wireline and/or fixed wireless broadband Internet services, and indication of whether any operate jointly owned or shared wireless networks with each other and, where they do, a description of the nature of any such joint/shared arrangements. b) Provide a list of the mobile Internet service options currently available for the Rogers "Rocket Stick" product, including service plan prices, advertised download and upload speeds, usage caps, overage charges and any other service fees. c) According to the Commission's estimates, shown at page 215 of its 2009 Monitoring Report, in 2008, the average monthly data usage of Canadian residential broadband Internet service subscriber was 12.3 GB. Based on Rogers' currently available mobile Internet service plan prices listed in part b), provide the lowest monthly service rate a subscriber would pay if he/she had a monthly usage requirement of this magnitude. d) Identify and describe any factors that would affect a user's actual service speed relative to the advertized speeds provided in part b) in the case of Rogers' HSPAbased mobile Internet service. e) Explain whether Rogers' HSPA-based mobile Internet service is currently marketed as a substitute or complement to its existing DSL high-speed Internet services in the case of (i) residential customers and (ii) business customers. In each case, to the extent it is considered a substitute, describe the type of residential and/or business customers that would be expected to migrate from an existing cable modem to HSPA-based mobile Internet service. f) Provide the total number of Rogers Rocket Stick based mobile Internet service customers as of year-end g) Indicate whether Rogers has, to date, experienced any significant migration of its cable Internet customer base to its Rocket Stick based mobile Internet service and indicate whether it expects any such migration to be significant over the course of the next two years. If so, in the latter case, provide an estimate of the percentage of

Shaw notes that Rogers, Bell and Telus have all received this interrogatory. As Shaw does not currently offer any of the services referenced in this interrogatory, Shaw believes the three aforementioned companies are in a better position to provide a thorough response to the questions posed.

At paragraph 20 of their submission, the Cable Carriers note that: There are numerous independent ISPs that have entered the market for broadband service using the wholesale access facilities of the ILECs or Cable Carriers. These ISPs offer competitively-priced services that are attractive to consumers. Provide a list of ISPs in Canada, other than the incumbent cable carriers and ILECs, who do not rely in whole or in part on wholesale DSL or cable access facilities and, in each case, provide the ISP's market share in the (i) residential and (ii) business highspeed Internet access markets.

At paragraph 128 of their submission, the Cable Carriers note that: In order to avoid this regulatory inequity, if the obligation to provide speed matching services is not applied to the ILECs, then it should similarly not be required for TPIA. This would retain the consistent treatment of TPIA and aggregated ADSL established in Decision Under this proposal, what speeds would the incumbent cable carriers' mandated TPIA services and the ILECs' mandated wholesale ADSL services be limited to, and explain the basis for setting the maximum mandated download and upload speeds in each case.

At paragraph 47 of the Cable Carriers' submission, it is stated that: Table 2 demonstrates that Canada s lower level of broadband penetration relative to the top performing countries can be attributed largely to differences in socio-economic factors" where the specific socio-economic factors identified include: % households with computers, population density, population concentration, GDP per capita and an income equality index. a) Provide the statistical or quantitative analysis the Cable Carriers conducted to reach the conclusion that the five noted socio-economic factors largely explain the lower degree of broadband penetration in Canada relative to the other three countries included in Table 2, namely, Denmark, the Netherlands and Norway and provide a breakout of the relative explanatory contribution of each specified factor. b) Provide the evidentiary basis for excluding price as an explanatory variable it the Cable Carriers' analysis for these four selected countries.

At paragraph 49 of the Cable Carriers' submission, it is stated that: The OECD publishes statistics for a range of indicators on an annual or semi-annual basis and researchers rely on these extensively. The most recent OECD comparisons of the price and speeds of broadband services were conducted in the fall of A review of the pricing information presented in Section 2.3 demonstrates that broadband service prices have fallen and speeds available in Canada have increased since that time. However, the OECD tabulation of prices and speeds are flawed in other ways. a) In section 2.3, the Cable Carriers provide a summary of selected Canadian broadband Internet service prices by speed category for the period 2002 to Indicate whether the OECD publishes similar historical price estimates for all OECD countries, including Canada, and whether similar trends in broadband prices and services speeds are found in most if not all OECD countries. b) Indicate whether, in the Cable Carriers' view, the OECD's historical broadband price and service speed statistics are flawed only in the case of information reported for Canada or is the information also flawed in the case of other OECD countries as well. In the latter case, identify the OECD country(s) in question and explain the basis for Cable Carriers' view that the OECD's broadband statistics are flawed in their cases as well.

At paragraphs 57 to 59 of their submission, the Cable Carriers discuss two international broadband studies that compare average "achieved" broadband speeds across countries, namely the SAID/Oxford and the Akamai Technologies studies. The Cable Carriers indicate that they believe the results of the latter study are superior to the former, thus only the results of the Akamai study are provided in their submission (i.e., in Chart 2 on page 17 of the Cable Carriers' submission). a) Provide the results SAID/Oxford's results for average download speed across the countries included in its study. b) Provide the estimated average download speed for Canada as measured in the Akamai and SAID/Oxford studies. Indicate whether the Cable Carriers believe there is a significant difference in the results between the two studies in Canada's case.

With respect to the international cable broadband prices provided in Table 3 on page 19 of the Cable Carriers' submission for Canada, Denmark and the Netherlands: a) Provide a list of the cable companies included in the comparison for Canada, Denmark and the Netherlands by speed category and, in each case, provide the corresponding cable broadband service name, its advertised download speed and its monthly price in Canadian dollars as well as, in the latter two cases, in their respective domestic currencies. b) Explain why the price comparisons between Canada and Denmark and the Netherlands were not adjusted using purchasing power parity (PPP) indexes as in other international price comparison studies (such as the OECD study discussed in the Cable Carriers submission). c) Provide a revised version of Table 3 based on PPP adjusted Canadian dollars using the OECD's PPP indexes.2 d) Provide a revised version of Chart 3 based on PPP adjusted Canadian dollars. *** END OF DOCUMENT ***
