1 OAK GROVE CEMETERY BOARD OF TRUSTEES MINUTES St. Louis, Michigan January 15, 2007 A Regular Meeting of the Oak Grove Cemetery Board of Trustees was called to order by City Clerk Nancy L. Roehrs at 4:30 p.m., on Monday, January 15, 2007, in the City Council Chambers in City Hall. Trustees Present: Stan McMann, Tom Morrow,Joan Mulder, S. Jean Nevins, Mary Reichard Trustee Absent: None Others in Attendance: City Clerk/Treasurer Nancy L. Roehrs, Cemetery Sexton Steve Mepham, Public Service Director Kurt Giles City Clerk Roehrs stated that the Board of Trustees needs to elect a Chairperson and Vice-Chair. Trustee Morrow nominated S. Jean Nevins as Chair. Moved by Trustee Morrow, supported by Trustee Mulder, to approve to appoint S. Jean Nevins as Chair for the Oak Grove Cemetery Board of Trustees. All ayes carried the motion. Trustee Reichard nominated Stan McMann as Vice-Chair. Moved by Trustee Reichard, supported by Trustee Morrow, to approve to appoint Stan McMann Vice-Chair of the Oak Grove Cemetery Board of Trustees. All ayes carried the motion. Moved by Trustee Morrow, supported by Trustee Nevins, to approve the minutes of the meeting held on December 11, 2006 subject to the correction on page 47 the last sentence should read 4:52 p.m. All ayes carried the motion. Claims & Accounts. The Cemetery Board reviewed the Claims & Accounts. Moved by Trustee Reichard, supported by Trustee Mulder, to approve the Claims and Accounts in the amount of $14, All ayes carried the motion. Financial Statements. The Cemetery Board reviewed the Financial Statements for the months of November Trustee Morrow stated that he noticed that sand was hauled to the cemetery property off of Wells Road. That property is declared as wetlands and the city was told not to put any fill in that area.

2 Director Giles will check on the matter. Moved by Trustee Mulder, supported by Trustee Morrow, to receive and place on file the Financial Statements for the month of November All ayes carried the motion. Cemetery Sexton Monthly Report. Cemetery Sexton Mepham gave the cemetery report for December Two resident burials with a total of 17 burials for the year; 5 resident, 12 non-resident with 5 of the burials being ashes, cleaned sidewalks, received two requests for grave locations, received two requests for grave prices, received one request for genealogical information, received one for cemetery information, received one request for headstone rules, and received one request for foundation prices. Other Business. City Clerk Roehrs stated that at the last meeting the Cemetery Board wanted to discuss changing the meeting date to another day. The Cemetery Board discussed the matter. Moved by Trustee McMann, supported by Trustee Reichard, to approve to change the Oak Grove Cemetery Board of Trustees meeting date to the second Wednesday of the month at 4:30 p.m. All ayes carried the motion. Trustee Reichard expressed concern about the appearance of the Memorial Garden in the cemetery. During the next growing season the brick walkway will need to be sprayed for weeds and the flower beds need to have some work done on them. Sexton Mepham stated that the spring flower removal from grave sites needs to be coordinated between April 1 st and April 15 th. Trustee McMann stated that the cemetery board needs to complete the tree planting on the new hill and name the new hill. Trustee Reichard recommended that the board review their list of oak trees and place on the next meeting s agenda Discussion on Naming the New Hill. Trustee Morrow wanted to know how many foundations have to be poured in the spring. Sexton Mepham stated that there are not very many foundations to be poured. Trustee Reichard would like an article put in the newsletter about people cleaning their grave sites off before the spring deadline for flower removal.

3 Sexton Mepham reported that while DPW Supt. Abbott was plowing the cemetery today he broke one of the gates. Abbott is getting the gate repaired. Trustee Reichard gave the new Historical Sign to Sexton Mepham to install on the Vault House wrought iron fence in the cemetery. Jean Nevins at 4:30 p.m., on Wednesday, February 14, 2007, in the City Council Chambers in City Hall. Trustees Present: Chair S. The Cemetery Board reviewed the Claims & Accounts. Moved by Trustee McMann, supported by Trustee Mulder, to approve the Claims and Accounts in the amount of $3, All ayes carried the motion. Financial Statements. The Cemetery Board reviewed the Financial Statements for the month of December Moved by Trustee McMann, supported by Trustee Morrow, to receive and place on file the Financial Statements for the month of December All ayes carried the motion. Cemetery Sexton Monthly Report. Cemetery Sexton Mepham gave the cemetery report for January Two resident burials, cleaned and swept the chapel, cleaned sidewalks, plowed roads, worked on the bathroom heater, worked on computer maps, worked on records, received two requests for grave locations, received three requests from families on grave availabilities, and one request for value of graves. Discussion on Naming the New Hill. The Cemetery Board discussed naming the new hill in the cemetery.

5 The consensus of the Board was to plant a White Oak Tree at the top of the new hill with adding a rest area by the tree in the future. Sexton Mepham suggested that the Board look at putting a columbarium for ashes on top of the hill by the tree. Trustee McMann requested that Sexton Mepham look into the cost of having a columbarium put on the hill. Moved by Trustee Morrow, supported by Trustee Mulder, to approve the name of Oak Hill for the new section in the Oak Grove Cemetery. All ayes carried the motion. 7 Other Business. Trustee Reichard and Trustee Mulder would like Cemetery Sexton Steve Mepham to print obituaries off the internet for free rather than subscribe to the Morning Sun for next year. Trustee Reichard stated that the Cemetery looks good but there could be more cleaning done. Trustee Morrow had a Luneack boy come in and ask if he could go up to the Cemetery and do some cleaning on his own time. City Manager McConkie stated that it was fine for volunteers to go into the cemetery and do cleaning when they wanted to. Trustee Reichard wanted to remind that flower removal was the first of April. City Manager McConkie got a complaint from Ms. Roberson of a foundation and statue that was removed and made contact with Cemetery Sexton Steve Mepham and he had removed it because it was a hazard. She was also complaining about dogs in the cemetery. City Manager McConkie stated that an ordinance could be made so we could enforce the rule of no dogs being in the cemetery. Trustee Reichard & Trustee Morrow would like to see signs put up first to let people aware of the rule, and as of right now they didn t think an ordinance needed to be adopted. Jean Nevins at 4:30 p.m., on Wednesday, April 11, 2007, in the City Council Chambers in City Hall. Trustees Present: Trustee Absent: Chair S. Roehrs, Cemetery Sexton Steve Mepham Moved by Trustee Mulder, supported by Trustee Morrow, to approve the minutes of the meeting held on March 14, 2007, subject to the spelling correction of Trustee Mulder s name. Moved by Trustee Morrow, supported by Trustee Reichard, to approve the Claims and Accounts in the amount of $1, All ayes carried the motion. Financial Statements. The Cemetery Board reviewed the Financial Statements for the month of February 2007 Moved by Trustee Mulder, supported by Trustee Morrow, to receive and place on file the Financial Statements for the month of February All ayes carried the motion. Cemetery Sexton Monthly Report. Cemetery Sexton Mepham gave the cemetery report for March Two resident burials one resident one non-resident, sold four non-resident lots, picked up brush, trimmed pines around mausoleum, removed 7 shrubs per owners request, removed 6 trees approved by the Cemetery Board last fall, put out trash baskets, repaired winter burials 8 of them, received three requests for grave locations, received two requests for burial information, received two requests for genealogical information, and worked on putting records on the computer software.

9 Purchased new water faucets at the cemetery. Shirley Brownridge contacted the City Manager about a missing foundation (this is one reported last year which had bent rods sticking out of it) was a mowing, trip safety danger and recommended that it be removed. Other Business. Sexton Mepham stated that the eave troughs on the mausoleum and chapel need to be replaced and recommended that the board consider replacing them with covered eaves. Sexton Mepham stated that he could obtain some bids to replace the eaves. The roofs of the buildings will have to be replaced within two years. The Cemetery Board discussed the matter and the consensus of the board was to have Sexton Mepham get prices on replacing the roof and eaves. After Sexton Mepham obtains the prices he will discuss the costs with the City Manager for the next year s budget and bring back the matter to the board for further discussion. Trustee Mulder stated that at the corner of the single grave section towards Morris Hill there is a foundation with nothing on it that is very close to the road. Sexton Mepham stated that over the years the road has been made wider and it is encroaching onto the grave site. Trustee Morrow stated that the DPW did a great job of cleaning off the flowers from the grave sites. Trustee Morrow requested that City Clerk Roehrs check on when the cemetery gate was going to be returned from being repaired. Trustee Morrow stated that the cupola on the chapel needs to be painted this summer to keep it in good repair or it will have to be replaced. Cemetery Sexton Monthly Report. City Clerk Roehrs gave the cemetery report for April No burials, mapped five foundations, DPW picked up brush, mowed and trimmed the grass, repaired winter plow damage, put baskets around flower garden, turned on the water, replaced 21 faucets, replaced 5 water pipes, worked on computer records, received 3 inquires for grave locations, received 2 requests for shrub removals, replaced flags, inventoried Memorial Day Flags and holders, began looking for spotlight replacement for cross area, received one request for space available for future stones and mapped lot, began arrangements for summer ashes burial, and received 3 requests for information on mausoleum crypts. Other Business.

11 Trustee Morrow stated that he noticed that the cupola on the chapel was painted and the cemetery is looking good. Trustee Morrow stated that the broken light on the cross was repaired. Trustee Morrow asked if City Manager McConkie received any prices from Sexton Mepham on new eaves for the chapel. City Manager McConkie stated that he had not received any prices yet. Trustee Morrow stated that the price of cement has increased to $91.00 a yard and the Board should look at increasing foundation prices to cover the cost. Trustee Morrow inquired if the gate at the cemetery was repaired and if it would be installed before Memorial Day. City Clerk Roehrs asked Assistant Manager Giles if the gate would be installed before Memorial Day and he stated that the gate would be put in by then. Trustee Morrow wanted to know if the new language for the cemetery sign would be changed soon. City Manager McConkie stated that he would check on the sign. Trustee Morrow wanted to know if the plywood on the old mausoleum windows could be painted to enhance the appearance of the building. City Manager McConkie will look into the matter. Cemetery Sexton Monthly Report. Cemetery Sexton Mepham gave the cemetery report for May Two burials one resident one non-resident, poured six foundations, mowed and trimmed the grass, cleaned the chapel, replaced light by the cross, replaced five flag holders on Veteran s Hill, replaced one faucet, received three requests for genealogical information, one request for burial details, two requests for lot prices, received 12 inquires for grave locations, removed five shrubs, furnished flags and holders for Veterans for Memorial Day, replaced three flag holders ruined by mowers, removed dead tree west of chapel killed by weed whip, placed driveway markers on west edge of single grave section to keep traffic off of grass, received two requests

13 for tree plant information, worked on computer data, revised computer maps, and received three requests for cemetery maps. Other Business. Trustee Reichard stated that she was at the cemetery before Memorial Day and several people approached her about location of their family graves. She suggested that it would be helpful if a copy of the genealogical book of information could be available at the cemetery for people to review. Sexton Mepham thought that maybe something could be built and enclosed with glass. Trustee Mulder wanted permission to update the genealogical book for burials. Sexton Mepham stated that he could give Trustee Mulder a current list of burials so she could update her book. Trustee Morrow stated that the shrubs around the mausoleum are looking bad. Trustee Mulder stated that she was disappointed that the urns at Memorial Garden and Chapel were not planted. Trustee Mulder stated that on the southwest side of the old vault some shingles are missing. Sexton Mepham stated that the roof was re-shingled a few years ago. Trustee Morrow stated that there are some shingles missing and the roof should be fixed. Chair Nevins stated that there are two grave sites that have too many items on the grave and something needs to be done about the matter. Sexton Mepham and City Clerk Roehrs will draft a letter to send to the families to let them know that only five items can be on one grave site and that they have 30 days to remove the other items or the city will remove the items. Jean Nevins at 4:30 p.m., on Wednesday, July 11, 2007, in the City Council Chambers in City Hall. Trustees Present: Trustee Absent: Chair S. Roehrs Moved by Trustee McMann, supported by Trustee Mulder, to approve the minutes of the meeting held on June 13, 2007, subject to the correction on page 13 paragraph 7 line 1 should read shingles are curled up. The Cemetery Board instructed Sexton Mepham to review the cost spent on purchasing mulch, top soil and the cost of renting the porta potty at the cemetery. Cemetery Sexton Monthly Report. Cemetery Sexton Mepham gave the cemetery report for June Three burials one resident two non-resident and two non-resident ashes, sold two graves one resident and one non-resident, mowed and trimmed the grass, trimmed trees, cleaned and vacuumed chapel, repaired leak in restroom, received two requests for lot prices, received one request for genealogical information, received four inquires for grave locations, removed urns approved by board, watered trees on Oak Hill, received three requests for foundations, sprayed

15 walk & garden walkway for weeds, received two requests for shrub removals, and worked on computer records. There are three trees that need to be removed one in the Old Section, one at North Hill and one at the Single Grave Section and requested permission to have the trees taken down. Moved by Trustee Mulder, supported by Trustee McMann, to approve to have three trees removed one in the Old Section, one at North Hill and one at the Single Grave Section. All ayes carried the motion. Other Business. Trustee Mulder stated that she received a nice compliment on how nice the cemetery looks. Jean Nevins at 4:30 p.m., on Wednesday, August 8, 2007, in the City Council Chambers in City Hall. Trustees Present: Trustee Absent: Chair S. Roehrs Moved by Trustee Mulder, supported by Trustee Morrow, to approve the minutes of the meeting held on July 11, 2007, subject to the correction on page 15 paragraph 3 line 1 should read received a nice compliment on Sexton Mepham s genealogical work. Cemetery Sexton Monthly Report. Cemetery Sexton Mepham gave the cemetery report for July One resident burial, sold one resident grave lot, mowed and trimmed the grass, trimmed trees and chipped brush, emptied trash baskets, removed Memorial Day Flags, sorted and inventoried flags and holders, received one request for lot prices, received three requests for genealogical information, received four inquires for grave locations, removed three shrubs and filled the area with dirt and seeded grass, trimmed one Pine Tree, stake location for shrub planting, staked seven locations, worked on computer records, worked on computer maps and cleaned chapel carpets.

17 Sexton Mepham stated that funding for social services burials was reduced from $ to $ from the State of Michigan. Sexton Mepham stated that the Cemetery Board requested that he investigate invoices for Twin City Landscape on the purchase of mulch, Kat Excavating for black dirt and Rent Rite for Port-a- Potty rental. The Twin City invoice was for $ for mulch at the cemetery but the amount of the mulch indicated on the invoice was not used at the cemetery. Kat Excavating invoice for $ charged to the cemetery should have been about $ because only 2 dump truck loads (8 yards) was used at the cemetery. The Rent Rite invoice in the amount of $ for the port-a-potty rental is correct because it is for the months of April 2007 thru December The Cemetery Board instructed Sexton Mepham to discuss the over charges to the cemetery with City Manager McConkie and Director Giles and report back to the board at the next meeting. Other Business. Trustee Reichard stated that the ground moles are bad around the chapel and requested that Twin City be contacted about treating the lawn around the chapel. Sexton Mepham stated that all of the trees planted last year are living except for the possibility of one and will be planting some more trees again this year. Trustee Mulder stated that she noticed a couple of trees on the back side of Hoffstetter Hill have some dead limbs that need to be trimmed and there is also a tree on the back side of Vault Hill that needs to be trimmed. City Clerk Roehrs stated that Aleta Thrush submitted a request for the city to purchase back one of the non-resident graves she bought in March A new deed would have to be issued for the other lot she would still own. She purchased the grave for $ and there is a $25.00 cost to reissue a new deed. Sexton Mepham stated that there is also a $50.00 reduction for repurchase of a lot. If the Cemetery Board approves to repurchase the non-resident lot owned by Aleta Thrush is would be paid $ Moved by Trustee Reichard, supported by Trustee Morrow, to approve to buy back one nonresident grave lot from Aleta Thrush in the amount of $ All ayes carried the motion. Trustee Morrow stated that he had requested that a cost survey for foundations be prepared and inquired if Sexton Mepham had completed the survey. Sexton Mepham stated that he did do the survey and submitted it to the City Manager. The Cemetery Board instructed Sexton Mepham to review the foundation costs with the City Manager to implement a fee increase for foundation installations.

Claims & Accounts. The Cemetery Board reviewed the Claims & Accounts. Moved by Trustee McMann, supported by Trustee Morrow, to approve the Claims and Accounts in the amount of $6, All ayes carried the motion. Financial Statements. The Cemetery Board reviewed the Financial Statements for the month of July 2007 Moved by Trustee Mulder, supported by Trustee Morrow, to receive and place on file the Financial Statements for the month of June All ayes carried the motion. Cemetery Sexton Monthly Report. Cemetery Sexton Mepham gave the cemetery report for August One non resident burial, mapped seven foundations, mowed and trimmed the grass, emptied trash baskets, received two requests for grave locations, received two requests for grave locations, received one request for genealogical information, received one inquire for lot prices and available graves, inspected Beechler and Harter lots for rule violations, contacted Twin City about mole problem and approved them to treat chapel area, made contact with Twin City regarding trees for fall planting, worked on computer maps, attended MAMC Board Meeting and updated foundation cost estimates.

20 Over Charge Expenses to Cemetery. Sexton Mepham stated that he has not had a chance to discuss the over charged expenses to the cemetery with Director Giles. Cost Survey for Foundations. Sexton Mepham stated that he prepared a foundation cost estimate for the Board to review and it appears that on the small foundations the cost of expenses are just under the rate being charged. The current price charged for the bigger foundations does not cover the cost to install them. The Cemetery Board directed Sexton Mepham to review the foundation cost estimates with City Manager McConkie and come back to the board with a recommendation for price increases. Cemetery Rules Regarding Decorative Items. City Clerk Roehrs stated that the Cemetery Board requested that she send letters to the Harter and Beechler Families regarding the appearance on their grave sites in the cemetery. When she reviewed the rules for the cemetery on the limited amount of items at a grave site, the rules were unclear in Section IV on how many decorative items with flowers could be at each grave. The rules need to be more specific on how many total items can be on a grave site. Art Harter stated that his family chose the Oak Grove Cemetery to purchase lots because it is a good looking, well kept cemetery and commended the board for keeping up on the maintenance. He understands that his daughter s grave site is out of compliance and fully intends to correct the items that need to be addressed. Although, would like to request that they do not have to turn his daughter s headstone around so it faces inward and not towards the roadway. There are other headstones in the cemetery that do not face the alleyway. Harter stated that it is very important to the family that the headstone is not moved and recommended that the rules should define that all monuments should be placed with the dates and person s name face the alleyway. Moved by Trustee Mulder, supported by Trustee McMann, to approve to allow Amber Harter s headstone to remain facing the roadway but any future headstones placed must face the alleyway. All ayes carried the motion. Lisa Beechler stated that she would like to keep her solar lights at her son s grave site and she talked with Sexton Mepham several times before she installed the bench at the grave. The rules need to be more specific because they are unclear as to how many decorative and flower items are allowed. There are no rules in the cemetery regulations about benches. Sexton Mepham agreed that there are no rules about benches in the cemetery but felt that there should be something written in the rules about them.

21 City Manager McConkie recommended that Sexton Mepham prepare language for rules about benches in the cemetery and bring them to him for further review. City Manager McConkie will bring back a recommendation to the board for approval. The Harter and Beechler families thanked the Cemetery Board and expressed their appreciation to them. Other Business. Trustee Mulder stated that there is a rosebush planted at the Huntoon grave site. Sexton Mepham will check on the matter. Trustee McMann recommended that each of the Trustees of the Cemetery Board prepare some language regarding the limit of flowers and decorative items allowed on a grave site and to discuss the matter further at the next meeting. Cemetery Sexton Mepham gave the cemetery report for September and October Five one resident and four non resident burials, sold two non-resident graves, mapped nine foundations, poured nine foundations, mowed and trimmed the grass, cleaned leaves, emptied trash baskets, drained water lines, turned the furnace on in the chapel and cleaned it, marked locations to plant trees on Oak Hill, received four requests for grave locations, received three requests for burial information, received four requests for genealogical information, received two requests for foundation and stone information, and placed five iron corner markers.

24 Sexton Mepham stated that DPW Supt. Abbott would like to remove one of the big trees by the mausoleum. Not sure if the tree is dead would like to wait until spring and see how the tree grows. There is a rosebush planted at the Huntoon grave site and will notify the family that it needs to be taken out. If the family does not remove the rosebush by spring, will have the maintenance crew remove it. Over Charge Expenses to Cemetery. City Clerk Roehrs stated that she discussed with Utilities Director Giles the over charge expenses to the cemetery and adjustments would be made with next time purchases are made. Cost Survey for Foundations. Sexton Mepham stated that he gave the proposed cemetery foundation cost increases to City Manager McConkie but they have not discussed the matter yet. Cemetery Rules Regarding Decorative Items. The Cemetery Board requested that the Cemetery Rules be put on the agenda for the next meeting and will review a Section of the rules at each meeting until all of the regulations have been revised. Cemetery Sexton Mepham gave the cemetery report for November Four burials two residents and two non resident burials, cleaned leaves, picked up brush, removed trash baskets, placed four corner iron stakes on old hills, placed 75 chrome corner markers on Oak Hill, requested electric department to mark chapel for tree planting, received one request for burial information, received one request for lot prices, received one request for foundation and stone information, and worked on map records. Sexton Mepham gave information to the Cemetery Board on Pet Cemeteries to review.

26 Cost Survey for Foundations. Sexton Mepham stated that he and City Manager McConkie talked briefly about the foundation costs but did not meet again to discuss the matter further. Trustee Morrow stated that the foundation cost increases should be submitted to the Cemetery Board by January 2008 to review. Cemetery Rules Regarding Decorative Items. The consensus of the Cemetery Board was to review one section of the rules at each meeting and submit their recommended changes to City Clerk Roehrs by January 3, 2008, so they can be submitted in the board packets. Other Business. City Clerk Roehrs stated that Chair Nevins term on the board expires January 1, 2008, and she decided not continue her position on the Cemetery Board. If any board member knows of anybody that they would like to recommend to the City Council to fill the vacancy let her know by next week so there is time to advertise the position. The Cemetery Board recognized Chair Jean S. Nevins for her 57 years of dedicated service to the City of Saint Louis.
