1 Servicio Extenda Oportunidades de Proyectos y Licitaciones Internacionales y Multilaterales JAMAICA JAMAICA: FOUNDATIONS FOR COMPETITIVENESS AND GROWTH PROJECT Loan No.:8408-JM Assignment Title: Organisational Development Support for the EXIM Bank Reference No. (As per Procurement Plan): FCG/CON/051 The Government of Jamaica has received financing from the World Bank toward the cost of the Foundations for Competitiveness and Growth Project, and intends to apply part of the proceeds for consulting services. The consulting services ( the Services ) The National Export-Import Bank of Jamaica Limited (EXIM Bank) was established in 1986 and functions as an Export Credit Agency (ECA) which focusses on trade finance and the provision of loans to the SME sector with loan maturity of up to 5 years. The early years up to 1991 saw the institution becoming an integral player in providing working capital as well as foreign and local currency financing to the productive sector. However, with the abolition of

2 Exchange Controls, there was improved availability of foreign exchange to the private sector which in turn led to increasingly less reliance on EXIM Bank. The Bank was severely challenged to find new ways of remaining relevant to the productive sector and embarked on a strategy of building stronger partnerships and alliances with its Approved Financial Intermediaries (AFIs). With this in mind, the EXIM Bank wishes to undertake a strategic review of its operations, to identify areas for improvement in accordance with international and industry best practices, and to transform into new operational and financial models better suited to meet the needs of the Jamaican market. The work of the Consultant will include, but not necessarily be limited to: Examine the feasibility of EXIM Bank Jamaica moving towards a more traditional ECA model offering guarantee programs and products as do other Export Credit Agencies (ECAs) worldwide to strengthen their clients access to finance thereby catalysing the growth of the economy. Review Trade Credit Insurance Product and make proposals/recommendations for its expanded usage. Review Trade Credit Insurance Product and make proposals/recommendations for its expanded usage. Develop operational guidelines for the proposed ECA model, its respective guarantee programs and any other recommended financial products and service. Provide the requisite training for the Bank s Officers on the approved ECA model with its respective financial solutions. Develop e-learning training tools that will be used for future training by the EXIM Bank The anticipated duration of the assignment is eight (8) months.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Demonstrated experience with the operations as well as products and services provided by Export Credit Agencies (ECAs), including Trade Credit Insurance; (25 points) Demonstrated experience with organizational process and procedures review and development, particularly in development finance institutions in countries with similar economic and social conditions, including income-cost structure analysis; (30 points) Demonstrated experience in the design and implementation of trade facilitation finance options based on market research and stakeholder demand analysis with particular reference to small and medium enterprises, evidenced by having worked on at least 3 projects of a similar nature in the past 7 years and; (30 points) Experience with developing training materials and delivering on-site training including creating e-learning training platforms and use of relevant software to develop simple and user-friendly e-learning tools; (15 points) The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011, revised July 2014 ( Consultant Guidelines ), setting forth the World Bank s policy on conflict of interest. A Consultant will be selected in accordance with the Consultant s Qualification Selection method set out in the Consultant Guidelines.
