1 Monthly Activity Report of JICA Malaysia (The December 2013 issue) Main Activities in December Djibouti Coast Guard officials The Delegation headed by Mr.Wais Djilal Egueh, Commandant of Djibouti Coast Guard and Mr. Toshitaka Ishima, Visiting Senior Advisor of JICA will visit Malaysian Maritime Enforcement Agency (MMEA) and make a courtesy call on Admiral Datuk Mohd Amdan bin Kurish, Director General of MMEA. They will have series of discussions on training for Djibouti Coast Guard which will be implemented next year here in Malaysia. The members will also visit the training facilities at the Akademi Maritim Sultan Ahmad Shah (AMSAS) in Kuantan and have discussions on training contents. Training Course: Training on Anti-Corruption for Palestinians: Investigation (December 9 17, 2013) and Prosecution (December 9 20, 2013) Malaysia Anti Corruption Commission (MACC), Ministry of Foreign Affairs Malaysia (MFA) and JICA jointly organized a training course on Training on Anti-Corruption for Palestinians. This course is one of the joint efforts by Malaysia and Japan to assist in the development of Palestine. A total of 20 participants from Palestine will participate in the course and will learn from the experiences of Malaysia in the field of anti-corruption with special emphasis on investigation and prosecution. The participants will be divided into 2 groups of 10 each whereby they will attend courses on Investigation (December 9 17, 2013) and Prosecution (December 9 20, 2013), respectively. Other than lectures, the participants will also be exposed to take part in actual cases being investigated and prosecuted by the Malaysian Anti-Corruption Commission as practical training. 1
2 Main Activities in November Seminar on Authorized Economic Operator (AEO) Programme: 19 th November Royal Malaysian Customs Department (RMCD) Headquarters (Putrajaya) conducted an Authorized Economic Operator Programme seminar for the Certified Exporters of the Self-Certification Pilot Scheme of ASEAN Trade in Goods Agreement (ATIGA) on 19 th November. In this seminar, Mr. Noboru Kurita, JICA expert to RMCD explained the requirements and benefits of the AEO Program under World Customs Organization (WCO) s SAFE Framework of Standards and the progress of Mutual Recognition to 35 Certified export companies. The Project for Research and Development for Reducing Geo-Hazard Damages in Malaysia Caused by Landslide and Flood (SATREPS): International Seminar on Landslide Research: Malaysia-Japan (16 th November) On 16 th November an international seminar between Malaysia and Japan on landslide research was held at Universiti Sains Malaysia, Penang. About 30 Participants including scientists, researchers, and university students from Japan and related universities in Malaysia joined this seminar. Not only landslide research in both countries, but also image processing from UAV data, data sharing of disaster information, community awareness program for disaster were presented and the participants exchanged their views and experiences. On the next day (17 th Nov.), the participants made a site visit to monitoring points along East-West Highway with Japanese scientists. 2
3 Project for Development of Low Carbon Society Scenarios for Asian Region (SATREPS): Launching of Project Output in COP19 The members of Project for Development of Low Carbon Society Scenarios for Asian Region participated in COP19 (19 th Conference of Parties of United Nations Framework Convention on Climate Change) in Warsaw, Poland and exhibit the project outputs. The Project, in collaboration among UTM (University of Technology Malaysia), Kyoto University, National Institute for Environmental Studies of Japan and Okayama University has launched Low Carbon Society Scenarios for Asian Regions and A Roadmap towards Low Carbon Iskandar Malaysia in October. The project organized an exhibit booth and side events in the venue of COP19 and promoted its performance to the participants of COP19. The Project raised high interest especially among the participants from Asian countries during COP19. The project is expected to disseminate its outputs and its know-how to Asian regions further in the future. Project to support participation for Persons with Disabilities 10 senior Job Coach trainers were convened to discuss new modules of Training of Trainers for Job Coach in Shah Alam from 8 th to 10 th November. The main purpose was to conduct TOT of Job Coach in yearly basis in Malaysia. Furthermore, Awareness Seminar and Job Coach Training was held in Guanzou, China from 19 th to 24 th November.. In response to the request by the NGOs supporting persons with intellectual disabilities in China, 2 Job Coach Trainers was dispatched from Malaysia as the lecturers for the training. TCTP: Occupational Safety and Health Management for Lao, Myanmar and Vietnam from 11 th to 29 th November Department of Occupational Safety and Health (DOSH), Malaysia, Ministry of Foreign Affairs Malaysia (MFA) and JICA have jointly organized the Third Country Training Programme (TCTP) on Occupational Safety 3
4 and Health Management for Lao PDR, Myanmar and Vietnam from 11 th to 29 th November. In the program, a total of 22 participants, 8 from Lao PDR, 3 from Myanmar, 7 from Vietnam and 4 from Malaysia exchanged their views and experiences on Occupational Safety and Health issues such as legislation, enforcement, OSH management systems and occupational injury reporting systems,. Mr. Junichi Tagawa, former JICA expert on Occupational Safety and Health Management joined the course during the first week of course commencement. He gave lectures on OSH Legislation and examples of OSH practices in Japan. The course was successfully concluded on 29 th November 2013 and its closing ceremony was officiated by Malaysia s Human Resources Ministry Deputy Minister, Y.B. Dato Haji Ismail bin Haji Abdul Muttalib. His Excellency Shigeru Nakamura, Japan Ambassador to Malaysia also graced and witnessed the official closing ceremony together with Mr. Badli Hisham Haji Adam, Senior Director of Malaysia Technical Cooperation Program Ministry of Foreign Affairs, and Ms. Kyoko Okubo, JICA Senior Representative. The participants from Lao PDR, Myanmar and Vietnam were grateful for the opportunities to attend the course and gained valuable knowledge and experiences that they could implement and improve the OSH system in their respective country. TCTP: Trade Facilitation for African Countries from 24 th November to 6 th December 2013 Malaysia External Trade Development Corporation (Matrade), Ministry of Foreign Affairs Malaysia (MFA) and JICA jointly organized Third Country Training Programme (TCTP) on Trade Facilitation for African Countries from 24 th November to 6 th December A total of 13 participants from 8 countries; namely, Cote d Ivoire, Ghana, Kenya, Lesotho, Nigeria, South Africa, Swaziland and Zambia participated in the course and learned from the experiences of Malaysia and 4
5 Japan in the field of trade facilitation with special emphasis on trade promotion. The course included a presentation by Mr. Toru Homma, JICA s Senior Advisor for Private Sector Development on the current trend of trade promotion in Japan with references to related JICA projects in African countries. Other than lectures, the participants also visited various Malaysian companies such as PROTON that exports their products to overseas countries including African countries. TCTP: Enhancement of Productivity & Competitiveness through Total Quality Management (TQM) & KAIZEN Approach from 25 th November to 13 th December 2013 Malaysia Productivity Corporation (MPC), Ministry of Foreign Affairs Malaysia (MFA) and JICA jointly organized Third Country Training Programme (TCTP) on Enhancement of Productivity & Competitiveness through TQM & KAIZEN Approach from 25th November to 13th December A total of 13 participants from 9 countries; namely, Botswana, Ghana, Malawi, Mauritius, Mozambique, Tanzania, Uganda, Zambia and Zimbabwe participated in the course and learned from the experiences of Malaysia and Japan in the field of productivity through TQM and KAIZEN. The course included a presentation by Mr. Toru HOMMA, JICA s Senior Advisor for Private Sector Development on the current trend of Kaizen in Japan and African countries. Other than lectures, the participants also visited various Malaysian companies that have succeeded in implementing TQM and Kaizen at their work place to enhance their productivity. 5
6 The Closing Ceremony of Third Country Training Program on Tax Administration for Cambodia, Lao PDR and Myammer The closing ceremony of Third Country Training Program (TCTP) on Tax Administration for CLM countries was successfully held in Malaysia Tax Academy (MTA), Bangi, Selangor State on 22nd November, Among the invited guests of honour were Mr. Adzhar bin Sulaiman, the Director of MTA, Dr. Nik Abdullah Sani Nik Mohamed, the Director of International Training and Tax Education Center, Mr. Badli Hisham Adam, the Director of Policy and Strategy Planning Division, Ministry of Foreign Affairs Malaysia and Mr. Satoshi Sakai, Second Secretary and Finanial Attache, the Embassy of Japan in Malaysia. JICA was represented by Ms. Kyoko Okubo, Senior Representative. This year, 14 participants from 3 countries, namely Cambodia, Lao PDR and Myanmar, together with 5 participants from Malaysia, participated in this training s from 11st of November to 22nd of November. Throughout the training, the participants had opportunity to learn areas such as tax education, tax payers management system, tax collection methods, tax investigation, audit strategies and governance etc. Professor Takeru Nishino, Research Department, Japan s National Tax Academy(NTA) and Mr. Tatsu Matsuzawa, Section Chief of Office of International Cooperation, Research Department, NTA were invited as the lecturers in the field of tax education, tax examination, criminal investigation and others. Discussions using real case study were taken place. At the wrap up section of the training, the participants had successfully presented their Action Plan for their respective countries. It is expected that the participants will apply the new knowledge and 6
7 approaches they gained through this training into their daily work.
