9 Clarisse Clozier Proximity is, without a doubt, the best way in which to meet the needs of vulnerable people and to mobilise all willing people across France. For this reason, since 2013, the national bodies of the Secours populaire set themselves the priority of covering the white zones, those urban or rural areas that didn t yet have a Secours populaire branch or committee. In each department, the association identified the zones in which its actions were limited due to the absence of SPF structures and then sought to build a team of volunteers. The work was fruitful: in 2015, 52 new committees and branches opened up to the public. This enabled the multiplication of operations and helped ensure that no one in a situation of great social distress would slip through the net of solidarity. The associations also wished to encourage anyone who wanted to become involved to take initiatives and to organise collections within the framework of a recognised association. Investing white zones can also mean building on individual actions that lead to the creation of branches in universities or companies. ACTIVITY REPORT ACTIVITY REPORT
