1 FINANCE COMMITTEE MEETING 1/12/2016 High School Library - FINANCE COMMITTEE MEETING - 1. Opportunity for Public Comment District residents and taxpayers wishing to address the School Board may do so at this time. Written items are strongly suggested. Speakers must state their name and address for the record before commenting. Comments are limited to three minutes. The School Board may suspend the public comment period after a reasonable amount of time. Profanity, shouting or personal attacks will not be permitted. Please note that the public comment period is intended to provide an opportunity for citizens to address the Board; however, it is not an opportunity to engage in public debate or question and answer dialogue. Questions or concerns will not be addressed publicly by the Board; therefore, contact information should be provided to the Administration so that the School District can follow-up with citizens concerns following the meeting. 2. Communications Information Item / Discussion Item - Child Nutrition Financial Report (CNFR) for : Mr. Franklin will review the Child Nutrition Financial Report that was filed in December for the food service fund operations. Mr. Franklin will review the PDE calculation of excess cash resources and the corrective action plan that was submitted. Equipment Purchases Discussion Item / Possible Action Item - Kunkel Steam Kettle Boiler: Mr. Franklin will review the recommendation of the District and Nutrition Group to repair the steam kettle at Kunkel Elementary School at a cost of $6, (lowest of 2 quotes received) instead of replacing the unit. The repair was not included on the December 2015 board agenda, pending a determination of whether repair or replacement would be the best course of action. Although the unit may be 15 years old, it is still in good condition and has considerable life remaining. An estimate for replacement of the entire unit was more than $13, of 3
2 Discussion Item / Possible Action Item - New High School Cafeteria Tables/Chairs: Mr. Franklin will review the cost estimate (using Costars pricing) for the cafeteria tables and chairs for the new High School. The committee will discuss the possibility of using excess cash resources in the food service fund for the purchase of this equipment instead of using the construction fund. Exonerations Possible Action Item - Real Estate Tax Bill Exoneration: Mr. Franklin will review the real estate tax exoneration that has been proposed and the reason for the exoneration. Possible Action Item - Exoneration of Collectors: The District is required to turnover all uncollected real estate taxes to Dauphin County Tax Claim Bureau by the 3rd Monday of January. Accordingly, tax collection responsibility passes to Dauphin County and the appointed/elected tax collectors are to be exonerated from responsibility. Participations Discussion Item / Possible Action Item - Interest-Free Period for Delinquent Real Estate Tax Collection: Dauphin County Tax Claim Bureau offers a 30-day interest-free grace period for the collection of 2015 delinquent real estate taxes. The District has historically participated in this program. The committee will discuss whether to participate in the interest-free period. (Interest Free Grace Period.pdf attached) 2 of 3

Policies Information Item - Disposal of Unused Equipment: In accordance with School Board Policy #706.1, Mr. Franklin will review for disposal the equipment on the listing attached to the agenda. Discussion Item - High School Basketball Backboards: The basketball backboards at the current High School are not being transferred to the new High School and cannot be used in another building. The committee will discuss whether the backboards should be pulled from the High School or be included as part of the disposal done by the site contractor.
