2 Purpose Acknowledge the need for training that is particular to offshore JOSHCs Summary of Proposal outlined at last year s JOSH Sessions Feedback identified need to revisit proposal Path Forward
3 Unique Aspects of Offshore JOSH Committees Workplace Based versus Employer Based hence a Joint -OSH Committee JOSH Committee Reps on each hitch but acting as one Committee Given rotational schedules C-NLOPB strongly encourages at least one meeting per rotation Back to back rotations need to act and communicate as one functioning committee C-NLOPB expects all members to be trained

6 Proposal at 2011 JOSH Sessions Course Content/Learning Objectives Cont d Identify the Powers of Safety Officers and the Chief Safety Officer Understanding of offshore Regulations, Guidelines and Industry Practises (i.e. Drilling and Production) Describe the Rights of the Workers Identify the Roles of the C-NLOPB, Transport Canada, Certifying Authorities and WHSCC Describe the Authorization Process and how Safety Assessments (SA) and Certificate of Fitness (COF) fits in to that process The Structure, Roles and Duties of Committee members The importance of the Internal Responsibility System (IRS) and Safety Management System Elements Importance of Safety Plan and the Installation Safety Case Major Risk/Hazards and associated Workplace Assessment Tools
7 Proposal at 2011 JOSH Sessions Delivery Model Members to receive training within 1 month of election to committee Propose a 16 Hour minimum training program onshore committee training programs are 3 day programs Propose a separate Incident Investigation training onshore committee training has investigation training as part of the curriculum. Refresher course every three years - onshore committee training is a one time training Training provided by Operators using individuals with offshore experience, knowledge of offshore safety and adult education certification Operator program subject to C-NLOPB or 3 rd Party Audit Operator program must be able to demonstrate personnel have achieved learning objectives
8 Feedback from 2011 JOSH Sessions Main feedback was with the Delivery Model Course delivered by C-NLOPB or third party not the operators Qualifications for Trainers was too demandingdi Demonstration of training being achieved was equated with testing which may discourage participation Training within 1 month of election unrealistic Concept of Refresher Training not well received Syllabus to include material on committee member rights Training should address how to conduct effective meetings and how to manage communication/coordination across hitches
9 Path Forward Training program should be a mirror of training given to onshore committees WHSCC and C-NLOPB to jointly agree on content amendments needed to reflect unique factors for offshore committees WHSCC applies same approval (review/oversight) i process as for onshore committee training programs and trainers C-NLOPB address development of the mirror program with operators (possibly through CAPP Safety Committee/TQC)
10 Path Forward WHSCC updating its Certification Training Standard for OHSCs program requirements Plan is to have standard elements and industry specific elements Reviews to be held Q1/Q between WHSCC and C-NLOPB on offshore unique content Propose to have a mirror program into WHSCC for review within 3 months of WHSCC roll-out of updated OHSC Certification Training Standard
