2 MYSORE STATE ROAD TRANSPORT CORPORATION CENTRAL OFFICES : BANGALORE No. MST:CO:EST:Rules: 632:70-71 Dt 4th June 1970 CIRCULAR Sub:- Mysore State Road Transport Corporation Employees Medical Attendance Regulations. The Government of Mysore have approved the Mysore State Road Transport Corporation Employees` Medical Attendance Regulation framed by the Corporation. A Copy of the Regulations as approved by the Government is enclosed. The Regulations have come into force with effect from 1st June 1970 B. N. on which date it had been published on the Notice Board of the Central Office of this Corporation. These Regulations are in supersession of the Mysore Government Road Transport Employees` Medical Attendance Rules, 1961, will all amendment thereto. All claims received from the employees for a reimbursement of Medical Attendance as from 1st June 1970 shall be dealt with in accordance with the provisions of the Regulations. The Unit Heads/ Departmental Heads are requested to take necessary action to give effect to these Regulations and to notify the same for information of all employees working under them. READ:Correspondence ending with letter No. MST:CO: SCR:J3:994: dated of the General Manager, Mysore State Road Transport Corporation, Bangalore. Order No. HD 182 TRE 69,BANGALORE: DATED THE 13th MAY The Corporation Board of the Mysore State Road Transport Corporation have in their resolution No dated resolved to make the Mysore State Road Transport Corporation Employees` Medical Attendance Regulations and have requested sanction of Government for the same. In accordance with sub-section (i) of Section 45 of the Road Transport Corporations Act 1950 (Central Act 64 of 1950) sanction is hereby accorded to the Mysore State Road Transport Corporation Employees` Medical Attendance Regulations as made by the Corporation Board. A Copy of the said Regulations for which sanction has been accorded is enclosed herewith. By Order and in the name of the Governor of Mysore, Sd/- C. 4 ANNEXURE TO G.O. NO. HD 182 TRE 69, DATED:13TH MAY 1970 In exercise of the powers conferred by sub-sections (1) of the Section 45 of the Road Transport Corporation Act (Central Act No. LXIV of 1950) and with the previous sanction of the State Government and in supersession of the Mysore Government Road Transport Employees Medical Attendance Rules 1961 the Mysore State Road Transport Corporation hereby makes the following regulations namely:- 1. Title and Commencement: a. These Regulations may be called the * Karnataka State Road Transport Corporation Employees (Medical Attendance) Regulation * Amended by G.O. HD 11 TRC 74 Dt W.E.F b. They shall come into force on date of publication of the same on the Notice Board of the Office of the Corporation. 2. Application: a. These Regulations shall apply to all employees of the Karnataka State Road Transport Corporation whether on duty or on leave, employees on leave preparatory to retirement, employees under suspension and the persons re-employed in the Corporation, but shall not apply to persons working in work charged establishment, daily wage earners and employees who are covered by the Employees State Insurance Scheme. b. These Regulations shall apply mutatis mutandis to the Family of an employee as they apply to the employee himself. 3. Definition: a) Authorized Medical Attendant means, Medical Officers in Government Hospitals, Local Fund Dispensaries and Primary Health Units or Centers, Medical Officers/ Specialists and/or consultants attached to the Corporation Dispensaries.

5 b) "Corporation" means the Karnataka State Road Transport Corporation Established under the Road Transport Corporations Act (Central Act. 64 of 1950). c) Employee means all Class I, Class II Officers and Class III and Class IV Staff of the Mysore State Road Transport Corporation on time scales of pay whether permanent or temporary, and includes all officers on deputation to the Mysore State Road Transport Corporation. d) Family means, the wife/husband (if she or he is not an employee of this Corporation); children including adopted children and step- children wholly dependent upon employee and dependent parent who have no independent source of income to support themselves. e) Form means a Form appendend to the Regulations. f) Government means the Government of Mysore. g) Medical Attendance means, Attendance in Government Hospitals, Local Fund Dispensaries, primary Health Units or Centres, Santioria and Dispensaries/ Hospitals of the Corporation and at the residence of the employees by Registered Medical practioners if the authorized medical attendant certificated that such treatment is essential. h) Salary means, all emoluments drawn by an employee excluding travelling, Conveyance, house tent and dearness allowance. i) Treatment means, the use of all medical, X-Ray, surgical and other facilities available at the Government Hospitals, Hospital or Dispensary of the Corporation, Local Fund Dispensary, Primary Health Centres/Units and Sanitorium or Hospital in which the employee is treated and includes. i. treatment of confinement case of an employee subject to the condition that an employee shall not be entitled for the treatment under these regulations when an employee has at the time of confinement three children living; ii. Such accommodation as is ordinarily provided in the Hospitals suited to the status of an employee with

6 reference to his salary as determined by the General Manager of the Corporation; iii. Antirabic treatment at the nearest Government Hospital providing for such treatment; and iv. Supply of such medicines, vaccines, sera or other therapeutic substance as the authorized Medical Attendant may certify in writing to be essential and which are not ordinarily available in the Hospital/ Dispensary where the treatment is given. Note: Cost of dentures, spectacles, tonics, Laxatives, or Foods are excluded. 4. (a) Employees shall be entitled for treatment in all Karnataka Government Hospitals, Karnataka Local Fund Dispensaries, Karnataka Primary Health Centres or Units and Dispensaries Hospitals of the Corporation or Karnataka Government Sanitorium near the place of his work or any place where he falls ill in Mysore or at his residence State. (b) Employees proceeding on duty outside the State and falling ill when on duty outside the State, shall be entitled for the same scale of medical attendance from the nearest doctor available. 5. Where an employee is entitled under Regulation 4 for treatment any amount paid by him on account of such treatment and/or purchase of medicines shall on production of a certificate in writing by the Authorized Medical Attendant in this behalf be reimbursed to him by the Corporation. Note: The refund of the cost of preparation which are not medicines but are primarily foods, tonics, toilet, preparations or disinfectants is not admissible under this Regulation. For this purpose the list circulated by the Deputy General Manager (Administration) from time to time, specifying in admissible items shall be adopted and no reimbursement shall be made in respect of such items. 6. Claims to Reimbursement of Medical Charge: (i) All claims for reimbursement of medical charges shall be made in form A and should be accompanied by a certificate from the Authorised Medical Attendant in form B.

7 (ii) Claims on behalf of deceased employees preferred by their heirs/ guardians reimbursable in the same manner and under the same conditions relating to an employee in service. Note: The term heirs shall mean the legal heirs and the term guardian shall mean the relative of the deceased employee under whose care he was at the time of sickness. (iii) The claims shall be submitted to the Controlling Officer Specified in regulation 7 with in a period of six months from the date of illness and claims preferred after the stipulated period shall not be admitted without the prior sanction of the General Manager. (iv) Claims by employees who are on duty, deputation, leave or travelling in any place outside the State but within the territory of India shall be supported by proper receipts and vouchers counter signed by the Authorized Medical Attendent to the effect that the treatment was necessary and the charges are reasonable having regard to the circumstances of the case. Sanction of the Vice- Chairman will be necessary for admitting such claims. SCRUTINY OF CLAIMS: 7. Controlling Officer for scrutinising and sanctioning the claims shall be as follows:- i) Vice-Chairman in respect of himself and the General Manager. ii) The General Manager, in respect of Class I and II Officers and other Officers on deputation. iii) Head of Department in respect of Class III and IV Staff in Central Offices. iv) Unit and Divisional Heads in the Units and Divisional in respect of Class III and Class IV Staff working in the Units/Divisions. sd/- C. Note:- In the case of children State age also.

9 Declaration to be signed by the employee: I hereby declare that the statements in this application are true to the best of my knowledge and belief and that the person for whom medical expenses were incurred is a member of my family as defined under the Karnataka State Road Transport Corporation Employees' (Medical Attendance) Regulations 1970 and is wholly dependent; upon me. Sri/ Smt wife/son/ daughter of Sri employed in the.had been under my treatment for *disease from to..at he.. hospital/ my consulting room and that the under mentioned medicines prescribed by me in this connection were essential for the recovery/ prevention of serious deterioration in the condition of the patient. The medicines are not stocked in the.. Hospital/ for supply to private patients and do not include proprietary for which cheaper substances of equal therapeutic value are available nor preparations which are primarily foods, toilets or disinfectants. Price. Name of Medicines Signature and Designation of Authorized Medical Attendant. Date: Signature of the Medical Officer Incharge of the case at the Hospital. * In the case of confinement the words during pregnancy or Child Birth may, as case may be, substituted for the word disease.
