ONTARIO L 1J 2L2 TEL (905) FAX (905) AUDITOR'S REPORT To the City of Oshawa Clerk r have audited the accompanying Statement of Campaign Income and Expenses and the Statement of Calculation of Surplus or Deficit of Amy England, candidate, for the campaign period from January 4, 2014 lo June 30, 2015 relating to the election held on October 27, These financial have been prepared by Amy England, candidate, based on the financial reporting provisions of the Municipal Elections Act, Candidate's Responsibility for the Financial Statements Amy England is responsible for the preparation and fair presentntion of these financial statements in accordance with the financial reporting provisions of the Municipal Elections Act and for such internal conlrol as 1he candidate detennines is necessary to enable lhe preparalion of financial statements that are free of material misstatement, whether due to fraud or error. Auditor's Responsibility My responsibility is to express an opinion on these financial statements based on my audit. I conducted my audit in accordance with Canadian generally accepted auditing standards. Those standards require that I comply with ethical requirements and plan and perfonn an audit to obtain reasonable assurance about whether the financial statements are rree from material misstatement. An audit involves perfonning procedures to obtain audit evidence about the amounts and disclosures in the financial statements. The procedures selected depend on the auditor's judgement, including the assessment ofrisks of material misstatement of the financial statements, whether due to fraud or error. In making those risk assessments the audilor considers internal control relevant to lhe entity's preparation and fair presentation of the financial slatements in order to design audit procedures that are appropri:ite in the circumstances, but not for the purpose of expressing an opinion of the effectiveness of the entity's internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by management, as well as evaluating the overall presentation ofthe financial statements. I believe that the audit evidence I have obtained is sufficient and appropriate to provide a basis for my audit opinion.

12 Basis of Qualified Opinion Due to the nature of the types of transactions inherent in o.n election campaign it is impracticnble through auditing procedures to detennine thnt the uccounting records include all donations of goods and services and receipts und disbursements. Accordingly, my verification of these transactions was limited to ensuring that the financial statements reflect the amounts recorded in the accounting records ofthe candidate in accordance with the accounting procedures established by the Municipal Elections Act, 1996 and I was not able to detennine whether any adjustments might be necessary to income and expenses, or surplus or deficit. Qualified Opinion In my opinion, except for the effect of matters described in the Basis of Qualified Opinion paragraph, the financial statements present fairly, in all material respects, the income and expenses of Amy England, candidate, for the campaign period from January 4, 2014 to June 30, 2015 and the calculation ofsurplus or deficit and the disposition of surplus in accordance with the finoncial reporting provisions prescribed by the Municipal Elections Act, Oshawa, Ontario September 23, 2015 Christopher R.
