1 Page 1 PROPOSAL 18-1 A proposed initiated law to authorize and legalize possession, use and cultivation of marijuana products by individuals who are at least 21 years of age and older, and commercial sales of marijuana through state-licensed retailers This proposal would: Allow individuals 21 and older to purchase, possess and use marijuana and marijuana-infused edibles, and grow up to 12 marijuana plants for personal consumption. Impose a 10-ounce limit for marijuana kept at residences and require amounts over 2.5 ounces be secured in locked containers. Create a state licensing system for marijuana businesses and allow municipalities to ban or restrict them. Permit retail sales of marijuana and edibles subject to a 10% tax, dedicated to implementation costs, clinical trials, schools, roads, and municipalities where marijuana businesses are located. Change several current violations from crimes to civil infractions. Should this proposal be adopted? YES NO

2 Page A proposed constitutional amendment to establish a commission of citizens with exclusive authority to adopt district boundaries for the Michigan Senate, Michigan House of Representatives and U.S. Congress, every 10 years This proposed constitutional amendment would: Create a commission of 13 registered voters randomly selected by the Secretary of State: 4 each who self-identify as affiliated with the 2 major political parties; and 5 who self-identify as unaffiliated with major political parties. Prohibit partisan officeholders and candidates, their employees, certain relatives, and lobbyists from serving as commissioners. Establish new redistricting criteria including geographically compact and contiguous districts of equal population, reflecting Michigan's diverse population and communities of interest. Districts shall not provide disproportionate advantage to political parties or candidates. Require an appropriation of funds for commission operations and commissioner compensation. Should this proposal be adopted? YES NO

3 Page A proposal to authorize automatic and Election Day voter registration, no-reason absentee voting, and straight ticket voting; and add current legal requirements for military and overseas voting and post-election audits to the Michigan Constitution This proposed constitutional amendment would allow a United States citizen who is qualified to vote in Michigan to: Become automatically registered to vote when applying for, updating or renewing a driver's license or state-issued personal identification card, unless the person declines. Simultaneously register to vote with proof of residency and obtain a ballot during the 2-week period prior to an election, up to and including Election Day. Obtain an absent voter ballot without providing a reason. Cast a straight-ticket vote for all candidates of a particular political party when voting in a partisan general election. BENONA TOWNSHIP PROPOSAL Benona Township Road Millage Proposal Shall Benona Township impose an increase of up to 2 mills ($2.00 per $1, of taxable value) in the tax limitation imposed under Article IX, Sec. 6 of the Michigan Constitution, and levy it for four years, 2018 through 2021 inclusive, for the purpose of maintaining and/or improving public roads within Benona Township, which 2 mills increase will raise an estimated $314,852.00, in the first year the millage is levied? COLFAX TOWNSHIP PROPOSAL Colfax Township Fire Millage Renewal Proposal Shall the expired fire millage (expired in 2017) be renewed and increased in the Colfax Township tax rate limitation imposed under Article IX, Sec. 6 of the Michigan Constitution on general ad valorem taxes, previously mills ($ per $1, of taxable value) in 2017, be renewed and levied in the years , both inclusive, and shall an increase of an additional mill ($ per $1, of taxable value) be approved and levied to restore the previous millage reductions under the "Headlee Amendment" since this millage was last approved, resulting in the levy of mills ($ per $1, of taxable value), subject to reduction as provided by Michigan law, on taxable property in the Township of Colfax? The purpose of this levy is for the purpose of continuing to operate, house, and equip a fire department. It is estimated that a levy of 2.0 mills would provide revenue of $68,260 in the year 2018.

5 Page 5 ELBRIDGE TOWNSHIP PROPOSAL Elbridge Township Fire Millage Renewal Proposal Shall the expired fire millage (expired in 2017) be renewed in the Elbridge Township tax rate limitation imposed under Article IX, Sec. 6 of the Michigan Constitution on general ad valorem taxes within Elbridge Township be renewed by two (2.0) mills ($2.00 per $1,000 of taxable value) for the period of 2018 through 2027, for the purpose of continuing to operate, house and equip a fire department; and shall the Township levy such millage for these purposes, raising an estimated $50,496 in the year 2018? GREENWOOD TOWNSHIP PROPOSAL Greenwood Township Fire Protection Services Millage Renewal Proposal This is a renewal of the fire protection millage being levied presently. Shall the previously voted increase in the tax limitation imposed under Article IX, Section 6 of the Michigan Constitution on general ad valorem taxes within Greenwood Township of up to one (1) mill ($1.00 for every $1,000 taxable value), reduced to mill ($ per $1,000 of taxable value) by the required millage rollbacks, be renewed up to the original voted 1 mill ($1.00 per $1,000 of taxable value) and levied for five (5) years ( inclusive), for the purposes of fire protection, raising an estimated $29, in the first year the millage is levied? LEAVITT TOWNSHIP PROPOSAL Leavitt Township Operating Millage Renewal Proposal Shall the previously voted increase of 2.00 mills ($2.00 per $1000 of taxable value) in the tax limitation, imposed under Article IX Section 6 of the Michigan Constitution, as reduced by the required millage rollback which last resulted in a levy of mills ($ per $1000 of taxable value) on all real and personal property in Leavitt Township, Oceana County, Michigan, which expired in 2017, be renewed and increased by.0106 mills ($.0106 per $1000 of taxable value) for a period of 10 years commencing in the tax year inclusive for the purpose of continuing to operate, house and equip a fire department, and shall the Township levy such millage for these purposes, raising an estimated $42,866 in the first year of the levy?

6 Page 6 Leavitt Township Joint Fire Department Apparatus Millage Proposal For the purpose of fire department acquisition of firefighting vehicles and related equipment, shall the limitation on the total amount of taxes which may be assessed against the taxable valuation of all real and personal property in the Township of Leavitt, Oceana County, Michigan, liable for taxation, imposed under Article IX, Section 6 of the Michigan Constitution, be set at one mill ($1.00 per each $1,000 of taxable valuation, as equalized)? The authorization to levy said millage is for a period of ten (10) years, commencing in tax year It is estimated that the amount of revenue to be generated from the total millage in the first year of levy will be approximately $22,433. NEWFIELD TOWNSHIP PROPOSAL Newfield Township Fire Protection Millage Renewal Proposal Shall the previous voted increase in the Township of Newfield tax rate limitation imposed under Article IX, Sec. 6 of the Michigan Constitution on general ad valorem taxes, currently.9986 mill ($ per $1,000 of taxable value), be renewed and levied in the years ,both inclusive, and shall an additional mill ($ per $1,000 of taxable value) be approved and levied to restore previous millage reductions under the "Headlee Amendment" since the millage was last approved, resulting in the levy of 1.0 mill ($1.00 per $1,000 of taxable value), subject to reduction as provided by law, on taxable property in the Township? The purpose of this levy is to provide fire protection services for the Township. It is estimated that a levy of 1.0 mill would provide revenue of $62,693 in the first calendar year, of which $117 would result from the additional mill. The revenue from this millage levy will be disbursed to the Hesperia Fire Authority. WEARE TOWNSHIP PROPOSAL Weare Township Zoning Ordinance Amendment Proposal Shall the amendment to Section 8.03(E) of the Weare Township Zoning Ordinance adopted by the Weare Township Board on June 11, 2018, be approved?

7 Page 7 HOLTON PUBLIC SCHOOLS PROPOSAL Operating Millage Renewal Proposal This proposal will allow the school district to continue to levy the statutory rate of not to exceed 18 mills on all property, except principal residence and other property exempted by law, required for the school district to receive its revenue per pupil foundation allowance and renews millage that will expire with the 2018 tax levy. Shall the currently authorized millage rate limitation of mills ($ on each $1,000 of taxable valuation) on the amount of taxes which may be assessed against all property, except principal residence and other property exempted by law, in Holton Public Schools, Muskegon, Oceana and Newaygo Counties, Michigan, be renewed for a period of 6 years, 2019 to 2024, inclusive, to provide funds for operating purposes; the estimate of the revenue the school district will collect if the millage is approved and 18 mills are levied in 2019 is approximately $770,000 (this is a renewal of millage that will expire with the 2018 tax levy)?
