Yansaneh Chief, Cost-of-Living Division SUBJECT: Post adjustment classification memo for January Pursuant to the General Assembly resolution A/RES/71/264, the base/floor salary scale for the professional and higher categories of staff is adjusted upward by 1.02 per cent at all grades and steps with effect 1 January The revised scale reflects a consolidation of 1.02 per cent of post adjustment into net base salary, on a no gain, no loss basis, meaning that the post adjustment is reduced by the same rate as the net base salary is increased. Thus there is no change in net remuneration. 2. The reduced (post-consolidation) post adjustment multipliers, which are applicable effective 1 January 2017 for all duty stations, as well as their pre-consolidation levels, are provided in Table 1 below.

The post adjustment multiplier based on the results of the most recent cost-of-living survey for Montenegro is 14.5 with effect from 1 January The gap closure measure is applicable for Montenegro. The personal transitional allowance (PTA) applicable to staff members who were at the duty stations before 1 January 2017 is The next PTA revision is due in April The personal transitional allowance (PTA) has been revised for Azerbaijan, effective 1 January 2017, as listed in Table 2 below. Therefore the personal transitional allowance (PTA) is no longer applicable for these duty stations effective 1 January In accordance with the interoffice memorandum ICSC/CIRC/GEN/01/2016 issued on 4 November 2016 on the procedures for the calculation of rental subsidy upon implementation of the unified base/floor salary scale effective 1 January 2017, a new set of rental subsidy thresholds is published with reference to staff being in receipt of either the Spouse or Single parent allowance and to staff not in receipt of any such allowances. 8. Table 3 below provides the set of rental subsidy thresholds according to the former distinction between Dependent (Th_D) or Single (Th_S) status and the new set of rental subsidy thresholds according to the current distinction between being in receipt of the Spouse or Single parent allowance (Th_W) or not being in receipt of any such allowances (Th_W/O).

A more detailed explanation of the derivation of the current set of rental subsidy thresholds, a flowchart describing their application in the determination of the net income for purposes of rental subsidy, and some numerical examples, are provided in the above-referenced interoffice memorandum. 14 U N I T E D N A T I O N S N A T I O N S U N I E S INTERNATIONAL CIVIL SERVICE COMMISSION COMMISSION DE LA FONCTION PUBLIQUE INTERNATIONALE ICSC/CIRC/GEN/02/ December 2016 ICSC 60-2 TO: FROM: Human Resources Directors of Participating Organizations Representatives of Staff Federations Ibrahim Yansaneh, Chief Cost-of-Living Division SUBJECT: Impact on the post adjustment classification of the adjustment of the base/floor salary scale for staff in the Professional and higher categories, effective 1 January Pursuant to the General Assembly resolution A/RES/71/264, the base/floor salary scale for staff in the Professional and higher categories will be increased by 1.02 per cent, with effect from 1 January The purpose of this memorandum is to explain the procedure used to implement this decision and its impact on post adjustment classifications of all duty stations. It would be appreciated if the information provided in this memorandum could be brought to the attention of all staff in the Professional and higher categories. 2. In accordance with the established practice, the revised base/floor salary scale will be implemented on a no loss, no gain basis. Consequently, concomitant with the increase in the revised base/floor salary scale on 1 January 2017, post adjustment multipliers applicable at all duty stations will be commensurately reduced. Thus, while the base salary portion of net remuneration will go up by 1.02 per cent, the pay index (i.e. post adjustment multiplier + 100) will be reduced by the same percentage. The total net remuneration amount (base salary plus post adjustment plus spouse/single parent allowance) will therefore remain unchanged, except for very minor differences due to rounding. 3. For all duty stations, the January 2017 PACs will be determined using the normal procedures and the multipliers thus obtained will be reduced using the procedure outlined in the attached annex. This annex also gives some examples of the impact of the introduction of the revised base/floor salary scale on the level of remuneration.

15 4. The base/floor salary scale is also used to calculate some of the end-of-service benefits (repatriation grant, termination indemnity and death grant, as applicable). Staff leaving the service on or after 1 January 2017 and who are entitled to these benefits will experience some gains as a result of the adjustment in the base/floor salary scale. 5. The adjustment of the base/floor salary scale will not have any impact on the levels of pensionable remuneration for the Professional and higher categories.

Rhodes, Chairman SUBJECT: Procedures for the calculation of rental subsidy upon implementation of the unified base/floor salary scale, effective 1 January In tandem with the promulgation of the unified base/floor salary scale for United Nations Common System organizations as of 1 January 2017, the procedures for calculating the rental subsidy thresholds for the various duty stations will be modified in accordance with the Commission s decision, as contained in its annual report to the General Assembly (A/70/30; para. 64). The Commission s decision preserves the underlying methodology for calculating rental subsidy thresholds as a function of the average rent-to-income ratio at the duty station, based on rent data reported by staff in cost-of-living surveys. The Commission s decision also maintains the principle of two separate rental subsidy thresholds for staff with and without dependants. 2. The purpose of this memorandum is to explain the adjustment of the existing rental subsidy thresholds, as well as the determination of rental subsidy amounts, as of the date of promulgation of the unified base/floor salary scale and before the next cost-of-living surveys are conducted in the various duty stations. 3. The Commission s decision specifies that the rental subsidy thresholds calculated on the basis of the unified base/floor salary scale will be applied to staff without dependants; and the threshold applicable to staff with dependants will then be calculated by dividing the threshold applicable to staff without dependants by a factor of 1.06 (reflecting the difference in net income between the two categories of staff). 4. It is important to note that for purposes of rental subsidy calculations under the present dual (D vs S) salary scale, the distinction between the two categories of staff to which the two thresholds are applied, is based purely on the difference in net income (currently, net remuneration). In keeping

19 with this principle, this differentiation will be based on receipt or non-receipt of the spouse or single parent allowance. The two categories of staff will be denoted as W and W/O, respectively, with the W/O category also including staff in receipt of the transitional allowance (related to nondependent spouse, which declines by 1 per cent of net remuneration every year for 6 years or until it is overtaken by the child allowance). New Procedure for calculating Rental Subsidy 5. As a transitional measure before the next cost-of-living surveys are conducted, the rental subsidy thresholds will be established as follows: as of 1 January 2017, the threshold for staff in category W will be set equal to the present threshold for category D, based on the dual (D vs S) base/floor salary scale. The threshold for staff in category W/O will be set equal to that for staff in category W multiplied by the factor These thresholds will be updated upon implementation of the results of the next cost-of-living survey. 6. For purposes of rental subsidy calculations, the net income of a staff member, (hereinafter, referred to as Rental Subsidy Net Income), will be defined as follows: (a) For staff in category W, the rental subsidy net income is equal to the net remuneration (net base salary plus post adjustment) plus spouse or single parent allowance; (b) For staff in category W/O, the rental subsidy net income is equal to the net remuneration (net base salary plus post adjustment). 7. As in the past, the Commission will publish, on a monthly basis, the Consolidated Post Adjustment Circular with two threshold rates. The first will be applied to staff in the category W and the second to staff in category W/O. The individual threshold for each staff member will be calculated by multiplying the applicable rental subsidy threshold rate by his or her rental subsidy net income. 8. It should be noted that staff members in receipt of a transitional allowance are assigned a rental subsidy net income equal to net remuneration (that is, exclusive of the transitional allowance) but at the same time the higher rental subsidy threshold corresponding to the W/O category. This specification ensures the receipt of the same subsidy during the first year of transition and keeps to a minimum any possible disparities in rental subsidy that may occur at the end of the transition period. 9. It should be noted that the Personal Transitional Allowance (PTA), a temporary salary protection measure that is applied to mitigate the effects of the implementation of significantly

20 negative survey results, should be considered as part of the post adjustment for the purposes of Rental Subsidy calculation. 10. Annex I of this memorandum (attached) provides a flowchart illustrating the new procedure for determining rental subsidy. Some numerical examples are also given in Annex II to illustrate the calculation of the Rental Subsidy under various scenarios.
