1 November 2018 CL 160/LIM/2 E COUNCIL Hundred and Sixtieth Session Rome, 3-7 December 2018 Status of Current Assessments and Arrears as at 26 November 2018 EXECUTIVE SUMMARY The document presents the Status of Contributions to the Regular Programme as at 26 November 2018 showing receipts of current assessments and arrears presented as follows: Appendix A - Summary Status of Contributions to the Regular Programme as at 26 November 2018; Appendix B - Regular Programme Contributions as at 26 November 2018; Appendix C - Member Nations with Arrears of Contributions as at 26 November 2018; Appendix D - Arrears paid in full during Calendar Year 2018 as at 26 November 2018; Appendix E - Arrears paid in part during Calendar Year 2018 as at 26 November 2018; Appendix F - Member Nations having made no payment in 2018 against outstanding arrears as at 26 November 2018; Appendix G - Member Nations with Potential Voting Rights Problems as at 26 November 2018; Appendix H - Payment patterns of largest 15 contributors; Appendix I - Largest 25 Contributors as at 26 November The main points highlighted are: 1) As at 26 November 2018, 108 Member Nations paid their contributions in full and 86 Member Nations still owed current assessments (in full or in part), totalling USD million and EUR million (Appendix A/Appendix B). 2) The collection rate for current assessments was percent. 3) 55 Member Nations still owed arrears totalling USD million and EUR million (Appendix B/Appendix C) as at 26 November 2018 and which was equivalent to 8.4 percent of current assessments. 4) 22 Member Nations had arrears in such amounts as to jeopardise their right to vote in accordance with Article III.4 of the Constitution (Appendix G). 5 5 Contributions in arrears 3. The position of Member Nations with arrears of contribution as 26 November 2018 was as follows: Number of Member Nations With arrears at 1 January Arrears paid in full (Appendix D) 18 Arrears partially paid (Appendix E) 23 No payment (Appendix F) 32 With arrears at 26 November 2018 (Appendix C) 55 ADDITIONAL INFORMATION REGARDING ARREARS DUE AT 26 November 2018 The total arrears at 26 November 2018 was USD million and EUR million (Appendix B/Appendix C) equivalent to 8.4 percent of current assessments. Six Member Nations had arrears in excess of USD 1 million: Brazil, Iran (Islamic Republic of), Saudi Arabia, Turkmenistan, United States of America and Venezuela (Bolivarian Republic of)). In addition, USD 8.4 million remains outstanding from the former Socialist Federal Republic of Yugoslavia. In line with the established practice of FAO, the issue of the arrears accumulated by the Former Socialist Federal Republic of Yugoslavia will be dealt with by taking into account the final decision (still pending) taken on the matter at the United Nations (Appendix C). Arrears exceeding USD 1 million accounted for percent of the total arrears due. Twenty-two Member Nations had arrears in such amounts as to jeopardise their right to vote in accordance with Article III.4 of the Constitution (Appendix G). The total of 55 Member Nations in arrears at 26 November 2018 was equal to the figure of 55 as at 26 November 2017.
