2 II.4. DESCRIPTION OF CONTRACT SUBJECT Defined by tender documentation published on the web site II.5. TOTAL QUANTITY (NUMBER OF UNITS) AND/OR SCOPE OF CONTRACT 1. Aircraft de-icing fluid, Type I, approx. 100,000 l a year, for 3 (three) years approx. 300,000 l; 2. Aircraft de-icing fluid, Type IV, approx. 100,000 l a year, for 3 (three) years approx. 300,000 l. NOTE: These are approximate quantities depending on weather conditions. Deliveries are successive. II.6. PLACE OF DELIVERY OF GOODS OR LOCATION OF PERFORMANCE OF SERVICES OR WORKS P.C. PERIOD OF VALIDITY OF THE CONTRACT OR TIME OF PERFORMANCE Begins with the day of signing the contract, with possibility of concluding the Frame Agreement for three years. Section III: LEGAL, ECONOMIC AND TECHNICAL INFORMATION III.1. AMOUNT OF GUARANTEE FOR A BID (Article 16 of LPP) 1. Unconditional guarantee of a business bank to confirm seriousness of a bid, acceptable for a buyer, in the amount of 1% of the bid s value, with validity of the bid s option plus 30 days. III.2. AMOUNT OF GUARANTEE FOR PERFORMANCE OF THE CONTRACT (Article 16 of LPP) Bidder s verified statement that in case his bid is accepted, he will provide for a guarantee for good performance of the contract in the amount of 10% of the bid s value being valid for: delivery term + 30 days. III.3. LPP) PARTICIPATION RIGHTS PERSONAL POSITION (Article 23 of - right of participation is granted to all legal entities which are registered for performance of specific subject of this procedure except those being excluded from participation in public bidding procedure according

3 to the Article 23 of the Law on Public Procurement ( Official Gazette of B&H, No. 49/04), what is to be proved by certificates/attestations issued in accordance with relevant regulations in B&H or the country of registration, not older than 90 days, original or certified copy as follows: 1. Certificate on paid tax obligations. 2. Certificate on social insurance paid for its employees (pension and health) 3. Certificate confirming that the bidder is not in bankruptcy or liquidation, 4. Certificate confirming that a bidder has not been convicted in judicial proceedings for breaching the law regarding his business conduct in the last five years preceding the date of submitting his bid, 5. Certificate that the bidder has not been found guilty of any serious professional misconduct in the last 5 (five) years preceding the date of submitting a bid. III.4. PARTICIPATION RIGHTS PROFESSIONAL CAPACITIES (Article 24 of LPP) 6. formal paper on being entered in a court register or any other proof of being registered in relevant professional registers in the country in which bidders are registered, or any reference proving their right to perform the relevant business activity (certified copy not older that 90 days) 7. Tax and identification number of a bidder. III.5. PARTICIPATION RIGHTS ECONOMIC AND FINANCIAL SUITABILITY (Article 25 of LPP) 8. Bank s certificate confirming bidder s solvency (original or a copy not older that 45 days), 9. Price of bid in KM or EUR or US$ at the official rate of the B&H Central Bank on the day of opening the bids, including all costs and duties, on parity CIP Sarajevo Airport, in accordance with INCOTERMS Bidder s certified and signed statement that he agrees to be paid within 15 days upon delivery. III.6. TERMS OF DELIVERY TECHNICAL AND/OR PROFESSIONAL CAPACITIES (Article 26 of LPP) 11. Terms of delivery, 12. Statement of the product s consistent chemical formula, 13. Statement that guarantees that the product has never caused any incident or accident, 14. Reference list of the airports that have been supplied with the same

Originals or certified copies on quality certificates being issued by authorised institutions, 17. Training schedule, 18. Bid s option 120 days from the day of bids opening. NOTE: - Items from 1 to 19 to be attached in chronological order. Section IV: PROCEEDING IV.1. TYPE OF PROCEEDING Open. IV.2. CRITERIA FOR CONTRACT AWARD (Article 34 of LPP) From economic aspect the most favourable bid according to the following criteria (decline sequence): 1. Price participation 45 % 3. Terms of delivery participation 25 % 4. Reference list participation 20 % 5. Training schedule participation 10 % IV.3. PREFERENTIAL TREATMENT OF LOCAL BIDDER (Article 20 of IEL) Yes. IV.4. REQUIRED LANGUAGES FOR TENDER (If other languages are acceptable in addition to the official languages of B&H Article 8 of LPP) In one of official languages of Bosnia and Herzegovina.

5 IV.6. DEADLINE FOR SUBMITTING THE BIDS / REQUESTS FOR PARTICIPATION Till at 12:00 o clock at Protocol of Sarajevo Airport, with a mark Bid for delivery of aircraft de-icing fluid, Do not Open! Bidder s address, phone, fax, contact person. IV.7. MINIMAL PERIOD OF BID VALIDITY 120 days from the date of bids opening. IV.8. DATE, TIME AND PLACE OF BIDS OPENING (Article 33 of LPP, Article 13 of IEL) Date/time: at 12:30 o clock in the Administration building of Sarajevo International Airport, Room 071. Note: Opening of bids may be attended only by the representatives who are familiar with the bid s contents and upon presentation of a written authority. Section V: ADDITIONAL INFORMATION 1. A bid must have all requested documents mentioned in this Notice of Procurement, as well as the documents listed in tender documentation, in a way and form as stated here; otherwise it can be eliminated for statutory formality reasons or essential ones. 2. In case of conditions mentioned in Article 14. of the Instruction on implementation of the Law on public procurement of B&H ( Official Gazette of B&H No. 3/05), the Contracting body is entitled to require subsequently additional information in order to make easier the process of questioning, evaluating and appraising the bids, as well as to require additional documentation for that purpose, i.e. that he can accept a bid with mistakes or omissions that can be corrected without affecting essential aspect of the bid or disrupting the competition. 3. P.C. Sarajevo International Airport Ltd. Sarajevo shall not bear any costs that bides may have according to this Notice of procurement. 4. P.C. Sarajevo International Airport Ltd. Sarajevo is entitled to terminate a procedure of assigning the contract for the reasons mentioned in Article 12 of the Law on Public Procurement by releasing a notice on cancellation. 6.
