7 Jesse Dean- HCA Guidance on Exempt Income Jesse discussed issue with the HCA Medicaid Eligibility Policy team. It looks like this discussion started from a form that Tribal staff drafted to try to set up a process for documenting exempt income in response to HCA requests for confirmation of exempt income for some clients. We agree with your concerns about reporting on exempt income; we also do not want to create unnecessary work. HCA current processes: At the time of application, tribal assisters help clients complete their applications in HealthPlanFinder HCA relies on the tribal assisters to help clients enter only reportable income. HCA does not need to receive any written confirmation on exempt income as part of that process. After coverage begins, HCA is required to confirm client income against electronic sources, some of which appear to have non-reportable income. When there is a discrepancy between the information entered into HPF and an electronic database, HCA is required to request verification of income. These requests include specific information on the income identified. These requests are also not very common. Please help clients respond to these HCA requests rather than obtaining exempt income As a result, we believe the most efficient approach will be to help clients respond to these requests rather than obtaining exempt income information for every client. Even if a tribe were to file away a form of the type of exempt income. HCA would still need verification that the specific income identified by the electronic sources was exempt income. HCA accepts tribal attestation. 7

Contact HCA. Either the meds line or a Community Specialist. File needs to make sure applicant is identified as AI/AN in ProviderOne If you need to move a client from a Managed Care Plan Change Managed Care assignment- Request assistance from an HCA specialist or MASC line 9
