1 Special Executive Report DATE: December 11, 2018 SER#: 8290 SUBJECT: CME/CBOT/NYMEX/COMEX Exchange Transaction Fee Amendments Effective February 1, 2019 Effective Friday, February 1, 2019, and pending all relevant CFTC regulatory review periods, Chicago Mercantile Exchange Inc. ( CME ), The Board of Trade of the City of Chicago, Inc. ( CBOT ), New York Mercantile Exchange, Inc. ( NYMEX ), and Commodity Exchange, Inc. ( COMEX ) (collectively, the Exchanges ) will implement amendments to their transaction fee schedules as specifically described in the tables below. CME EQUITY OPTIONS fees shall be amended as follows: For Members Trading Outside of Division during Extended Trading Hours (ETH), the Globex Exchange Fee for CME E-MINI EQUITY INDEX OPTIONS shall be amended as follows: 1

2 CBOT EQUITY FUTURES AND OPTIONS fees shall be amended as follows: For all market participants, the Exchange Fee for EFP, EFR, Block, and BTIC transactions for CBOT E-MINI DOW JONES INDUSTRIAL AVERAGE ($5 MULTIPLIER) FUTURES & OPTIONS, DOW JONES INDUSTRIAL AVERAGE TOTAL RETURN INDEX FUTURES and CBOT DOW JONES US REAL ESTATE INDEX FUTURES will be amended as follows: For Non-Members, the Globex Exchange Fee for CBOT E-MINI DOW JONES INDUSTRIAL AVERAGE ($5 MULTIPLIER) FUTURES & OPTIONS, DOW JONES INDUSTRIAL AVERAGE TOTAL RETURN INDEX FUTURES and CBOT DOW JONES US REAL ESTATE INDEX FUTURES shall be amended as follows: 2

3 NYMEX/COMEX METALS FUTURES fees shall be amended as follows: For Members and Non-Members, the Exchange Fees for COMEX ALUMINUM (ALI) FUTURES, LEAD (LED) FUTURES and ZINC (ZNC) FUTURES shall be amended as follows: For Members and Non-Members, the Exchange Fees for NYMEX IRON ORE FUTURES AND OPTIONS (ICP, ICT, PIO, TIC, TIO) shall be amended as follows: 3

4 For Participants of the International Incentive Program (IIP) and International Volume Incentive Program (IVIP) fees shall be amended as follows: Globex Exchange fee discounts shall be decreased for Participants of the International Incentive Program (IIP) and International Volume Incentive Program (IVIP) and the Globex Exchange Fee shall be amended as follows: Per the above noted change to the Globex Exchange Fee for CME E-MINI EQUITY INDEX OPTIONS, the Globex Exchange Fee discounts applied on a tiered basis for trading volumes exceeding designated average daily volume (ADV) thresholds for Participants of the International Incentive Program (IIP) and International Volume Incentive Program (IVIP) shall be emended as follows: Globex Exchange fee discounts will not be applied for Participants of the International Incentive Program (IIP) and International Volume Incentive Program (IVIP) on the products and venues listed below. Participants will receive the Non-Member rates on the following: 4

5 For Participants of the Central Bank Incentive Program (CBIP), Emerging Markets Bank Incentive Program (EMBIP), and Latin American Fund Manager Incentive Program (FMIP) fees shall be amended as follows: Globex Exchange fee discounts shall be decreased for Participants of the Central Bank Incentive Program (CBIP), Emerging Markets Bank Incentive Program (EMBIP), and Latin American Fund Manager Incentive Program (FMIP) and the Globex Exchange Fee shall be amended as follows: Globex Exchange fee discounts will not be applied for Participants of the Central Bank Incentive Program (CBIP), Emerging Markets Bank Incentive Program (EMBIP), and Latin American Fund Manager Incentive Program (FMIP) on the products listed below.
