Good morning, and welcome to the Value Adjustment Board. I am Daniella Levine Cava. I'm a Commissioner serving on the VAB, and I'm sitting in for our Chair, Commissioner Pepe Diaz, who is not with us today. He's visiting people who are involved in military service, and honoring them today out of state. So we want to give him thanks for all that he does always to recognize and support our armed forces. So I'm going to ask that our attorney guide us through this agenda, and we're going to, after he goes through with that, have the opportunity for the public to be heard. MR. MILLARES: Thank you, Commissioner. Rafael Millares, VAB attorney. At this point I would like to declare

ALFARO: Mr. Anibal Duarte-Viera? BOARD MEMBER DUARTE-VIERA: Present. MR. ALFARO: Dr. Martha Perez? BOARD MEMBER DR. PEREZ: Present. MR. ALFARO: Mr. Jose Rene Infante? BOARD MEMBER INFANTE: Present. MR. ALFARO: We have a quorum. MR. MILLARES: At this time I would like to take the opportunity to recognize Mr. Infante. Mr. Infante is our newest VAB Citizen Member. He was chosen by the School Board, and he is the second School Board Citizen Member in the history of the VAB here in Miami Dade. Welcome, Mr. Infante. And if you would introduce yourself to all of us, and maybe give us bits of information about who you are.
6 0 0 BOARD MEMBER INFANTE: Thank you. I'm Jose Rene Infante. My business is in South Dade. For the last years, we've been trying to develop South Dade to what the levels are today, but we're not happy yet. We recognize that the School Board plays an incredible role in educating our people. So that's one of the main reasons I'm here. Also, South Dade is re-branding itself through the EDC. We have had the support of our two Commissioners, Commissioner Levine Cava and Moss. And also the five Mayors. So South Dade stands very tall, but it's a tall thing to do to brand South Dade. We have a lot of work ahead, and I look forward to being helpful to this Board in any sort of data that you will find me. Thank you. MR. MILLARES: Thank you so much, Mr. Infante. PEREZ: I would like to first congratulate whoever wrote the minutes for the meeting. I thank that person. They were very well written. I would like to propose that in all our meetings, not only do we have the minutes, but that we approve the minutes before we continue, Madam, Chair. I motion that we have minutes at subsequent meetings, and that we approve them at the beginning of our Board meetings. COMMISSIONER LEVINE CAVA: Excellent. Is there any discussion on that item? We were going to have the public opportunity to be heard first. MR. MILLARES: Oh, I apologize. Sure. We can absolutely do that first. I would invite anyone from the public who wishes to speak. We have received two requests -- two written requests to speak, but I believe Commissioner Levine Cava is going to be open to hearing perhaps others speak on a two-minute time limit. COMMISSIONER LEVINE CAVA: So if there's anyone who would like to speak, just please approach the -- well, nobody wishes to speak. MR. MILLARES: On any item. COMMISSIONER LEVINE CAVA: All right. 11 0 0 MR. MILLARES: Okay. Moving on to Item Number. Mr. Clerk will past around some documents that we'll read in Agenda Item Number. This is in regard to the final certification of the 0 property tax rolls, (i.e. as to all assessments initially certified on an unadjusted basis on October, 0, and for which VAB hearings were held, and Special Magistrates' recommendations submitted prior to May, 0). COMMISSIONER LEVINE CAVA: I have a question. These are posted on our website as well? How does the public get notice of this? MR. MILLARES: I will let -- Mr. Clerk, please respond. MR. ALFARO: The certificates are sent to the Department of Revenue. Once we send it to the Property Appraiser's Office, and they do reconcile with their certification, then they're sent to the Department of Revenue for publication. COMMISSIONER LEVINE CAVA: So just
12 0 0 something like the agenda and the minutes, are these posted? MR. ALFARO: We have a full transcript the entire meeting available on our website. COMMISSIONER LEVINE CAVA: On our website? MR. ALFARO: Yes, ma'am. COMMISSIONER LEVINE CAVA: So basically some of our process is documented there, but the findings are certified and then documented and maintained in the State's website? MR. ALFARO: That is correct. And I think Mr. Garcia and Mr. Solis can probably tell you about, you know, when that information is sent to the Department of Revenue. MR. SOLIS: Good morning. Our certification will occur in approximately two to three weeks. We are still in the process of entering the results from the hearings as the fact finding sheets become available. And just as a point of clarification,
13 0 0 our certification includes not only the VAB changes, but also the PA corrections or settlements that the PA enters into. COMMISSIONER LEVINE CAVA: So what are we approving at this time? MR. ALFARO: We're approving the Special Magistrate's recommendations for the entire tax roll of 0. Anything that went through appeal through the VAB. BOARD MEMBER DR. PEREZ: So move. COMMISSIONER LEVINE CAVA: Is there a second? BOARD MEMBER DUARTE-VIERA: Second. COMMISSIONER LEVINE CAVA: Very good. Okay. Discussion? Okay. I'll say any opposed? (No response). Okay. So it's approved. MR. ALFARO: Madam Chair, we have two certificates. One for real estate, and one for tangible personal property. COMMISSIONER LEVINE CAVA: You say we have two certificates? MR. ALFARO: Two certificates. One for real estate, and one for tangible
14 0 0 personal property. COMMISSIONER LEVINE CAVA: And those are the documents that I've just signed? MR. ALFARO: That just now been signed. COMMISSIONER LEVINE CAVA: And they'll be submitted to the State? MR. ALFARO: Correct. COMMISSIONER LEVINE CAVA: Okay. Very well. And the next item? MR. MILLARES: Item Number is to provide the VAB Board Members with staff's report on the procurement of new VAB computer system. That status is that we have, as staff, as well as the technology committee that was put together back in 0 to advise the Board on these matters. We have been working very diligently on this. We were instructed at the last VAB meeting to take certain steps. One of those steps was to find out if we would be able to piggyback off of any State procured VAB contracts with a specific
15 0 0 vendor named Axia, a/k/a Pioneer Group. We found that none of the other VABs have gone through the State procurement process. So the answer is, we cannot piggyback off of any of those contracts. That's just one of the steps that VAB asked us to take. We, obviously, are going to continue working on the next two, and we'll have a further update at our next VAB meeting hopefully sometime during the summer. COMMISSIONER LEVINE CAVA: Does any members have questions about that? BOARD MEMBER DR. PEREZ: Thank you. So, Mr. Attorney, is it your recommendation that we approve this Axia? MR. MILLARES: At this time I think it would be premature for me to say. I think that VAB -- when the technology committee finishes, they will advise on that. BOARD MEMBER DR. PEREZ: And when is that going to be? MR. MILLARES: I wish I could give you a specific date. I'm targeting
16 0 0 sometime during the summer to give you kind of the next step or recommendation as to how to proceed on that. VAB will take the next step, which is to say, yes we're going to go with a local procurement process, or no we won't. Or we're going to try and go for Pioneer Group/Axia, or we won't. Those sorts of decisions. If there's no further comments, I will go ahead and move on to Item Number, which is such other business as may properly come before the Board. I'd like to take Sub Item A, which is: Approve and authorize the publication of the 0 Tax Impact Notice. You should have it in front of you. Basically, this is a summary of the VAB's actions and activities for the entire year. So we request a motion to authorize this for publication. BOARD MEMBER DR. PEREZ: So moved. PEREZ: Just a comment about what a beautiful thing is it to have the final certification on the property tax roll. This is historical and a wonderful thing. Congratulations to all those who made it possible. And this makes quite a difference for our entire community and for the school district to meet their deadlines.

Thank you very much for working efficiently and effectively to make sure that there would be no open period where the budget was not done, which had implications to the School Board.
