3 1.1 Objective of the Handbook: The Jammu and Kashmir Right to Information Act, 2009 makes it obligatory upon every public authority to disseminate among general public the Information about its organizational particulars, duties and functions by means of maintaining all its records and publishing information regarding organization. Information about designated Public Information Officers and Assistant Public Information Officers also needs to be disseminated to the public by best possible means of communication. It is with this objective that the department is publishing this Information Booklet to provide detailed information to the resident of the state regarding organizational set up, working of organization and different developmental programmes being undertaken by the department of Handlooms in the state. The booklet shall also be available on the departmental website for the benefit of those who have internet connectivity. 1.2 Usefulness of the Handbook: General Public, Government, Semi-Govt. and Non-Governmental organizations, artisans/weavers, Handloom Co-operative Societies, individual entrepreneurs, unemployed youth, trained professionals interested in handloom industry and tourists desirous of knowing about genuine dealers of handloom goods can get information regarding: a) Details of various developmental Schemes being implemented by the Deptt. b) Details of incentives available for the development of weavers and Handloom Co-operative Societies offered by the Centre/ State Govt through the Dept of Handlooms. c) Details of marketing support/incentives being provided to Handlooms Co-operative Societies for promotion of Handloom Products. d) Details of Training programme being run by the Deptt. in Training Centres. e) Registration of Handloom Cooperative Societies/ Small Scale Handloom Industrial Units/Individual Weavers f) Registration under Tourist Trade Act CHAPTER 2 3
4 2.1 Introduction and objective of Handloom Development Department In J&K, Handloom holds enormous potential to create self employment opportunities and bring distinctive improvement in the quality of life. The unique selling point of the Handloom sector is that it is highly labour intensive industry with low capital investment. It is also a low energy sector with no adverse impact on the environment as weaving is a totally pollution free activity. The sector has an edge over the power loom an mill sectors in its ability to commercially produce the goods in small volumes, openness to innovations, switch over to new designs, adaptability to suit suppliers requirements and creation of exquisite designs. The department of Handlooms is implementing various developmental schemes in the district and state sectors. Many centrally sponsored schemes are also being implemented with the objective of bringing more and more people in this fold. At present, there are 45,000 weavers in J&K out of which are in organized sector. Besides providing these weavers a platform for marketing their products, the events like Expos and fairs are also aimed at popularizing Handlooms as one of the best choices for profession or enterprise. 2.2 Organizational Setup: Enclosed as Annexure- B and Also available on the official website of the Handloom Deptt. i.e Powers and duties of officers and employees: Directorate is administered under the Handloom Gazetted Recruitment Rules-2006 and Handloom Gazetted Subordinate Services Recruitment Rules-1993 Non Administrative Powers: All the administrative powers are vested with Director, Handlooms Dev. Dept J&K. Financial Powers: The financial powers as per the orders of Government are as under:- Director, Handlooms Dev. Dept: All financial powers as Major Head of Department. Joint Director: All powers as Class I Officer. Deputy Director: All Powers as Class II Officer. Other Powers: 4

The Director, handlooms Development Department has the powers of Registrar, Cooperative Societies in respect of Handloom Cooperative Societies vide SRO No:149 and 150 of 2003 dated In this capacity he/she can exercise powers of J&K co-operative societies Act 1989 and J&K Self Reliant co-operative Act (Appended as annexure). 2. The powers for registration of SSI Units Vide Govt. order No. 21 of 2004 dated The Director Handlooms Development is also the Prescribed Authority under the Tourist Trade Act in respect of Handloom dealers vide SRO NO. 165 of 1984 dated Handloom Reservation of Article Production Act of Duties: All officers are responsible for the activities of the department in the handloom sector within their jurisdiction. Joint Director, Kashmir- Kashmir Division Deputy Director, Jammu- Jammu Division Assistant Director Within their respective districts 2.4 Remuneration of officers and staff All officers and officials draw salary and allowances as per SRO 93(6 th pay Commission pay scales). 7 CHAPTER Interaction with public and public grievance The department has designated its PIOs and APIOs who are responsible for providing information to any applicant as prescribed in the RTI Act. Besides, through publicity campaigns, awareness camps, and departmental website, an interface is created between the department and the public in general and weavers in particular. Any particular complaint can be addressed to the Addl. Director, Divisional Heads and the District Officers. 3.2 Public Information Officers/Assistant Public Information Officers:

11 3.3 Fee Structure for obtaining Information under the RTI Act: Fee is chargeable as per Right to Information Act, However, for the convenience of the public, it is reproduced below: (i) A request for obtaining information under Sub-section (1) of section 6 shall be accompanied by an application fee of Rupees ten by way of cash against proper receipt or by Indian Postal order or demand draft or bankers cheque payable to the Accounts Officer of the Public Authority. (ii) A request for obtaining information under sub-section (1) of section 6 shall be deemed to be made duly accompanied by prescribed application fee if it is written on a non-judicial stamp paper of rupees ten. (iii) Notwithstanding anything contained in this rule elsewhere, a Public Authority, to facilitate, may 9
12 provide additionally such alternative mode for payment of fee and cost as it may deem less cumbersome and technically feasible keeping in view the environment of its office. The same, however, shall be widely publicized and be put on the website of Public Authority so that it is in public domain and as many take advantage of this additional option for payment as may care to avail. Wide publicity will be given to the additional mode of payment especially through website. For providing the information under sub-section(1) of section7, the fee shall be charged by way of cash against proper receipt or by Indian postal order or demand draft or bankers cheque payable to the Accounts officer of the Public Authority at the following rates:- (a) Rupees two for each page(in A-4 or A-3 size paper)created or copied. (b) Actual charge or cost price of a copy in larger size paper. (c) Actual cost or price for samples or models and (d) For inspection of records, no fee for the first hour and a fee of rupees five for each fifteen minutes ( or a fraction thereof) thereafter. For providing the information under sub-section (5) of section7, subject to the provisions relating to the persons below poverty line in the section, the fee shall be charged by way of cash against proper receipt or by Indian Postal order or demand draft or bankers cheque payable to the Accounts Officer of the Public Authority at the following rates. (a) For information provided on diskette or floppy rupees fifty per diskette or floppy and rupees hundred per CD. (b) For information provided in printed form at the price fixed for such publication or rupees two per page or photocopy for extracts from the publication. Notwithstanding anything contained in these rules elsewhere the fee/cost/charges for providing information shall be reasonable. Further fee representing cost of providing information under section 7(3) shall be determined by the chief Public Officer-where considered necessary-on the basis of estimate of cost which shall be realistically drawn up and intimate to the applicant together with estimate of fee under section 7(1) and section 7(5) of the Act. CHAPTER Schemes Centrally Sponsored Schemes Revival, Reform & Restructuring Package for Handloom Sector and Concessional credit Component of National Handloom Development Programme" I. Guidelines of Revival, Reform & Restructuring package for handloom sector Background Acknowledging the financial distress faced by handloom weavers and cooperatives due to their inability 10
13 to repay debts, the Finance Minister announced a financial package of Rs.3000 crore for the handloom sector on To give effect to this announcement, the scheme named Revival, Reform and Restructuring (RRR) package for the handloom sector was approved by CCEA on , and according guidelines of the RRR package were issued on NABARD is the designated implementing agency of RRR package. 1.2 The modifications in the guidelines of RRR package have been carried out so as to overcome the practical difficulties experienced in implementation of the scheme and to cover more apex societies, primary weaver cooperative (PWC) societies and individual weavers under the package. The revised scheme would also facilitate cheaper 6% of interest to the handloom sector in line with the Budget announcement Under the scheme, NABARD has released Rs Crores towards recapitalization assistance to 02 Apex and 86 Primary Weavers Cooperative societies (PWCs) and 112 individual Weavers beneficiaries of J&K State during Weavers Credit Card Scheme Weavers Credit Card Scheme of GoI is being implemented by the Handloom Department with an aim to provide adequate and timely credit upto Rs. 2 lacs from banking Institutions to the weavers to meet their credit requirement. The scheme was introduced in the State during and 71 WCCs were issued. During , against a target of 1500 WCCs, 1691 cases have been sponsored by the Department for issuance of WCC to various banks, against which 573 WCCs stands issued. COMPREHENSIVE HANDLOOMS DEVELOPMENT SCHEME (CHDS) Introduction: The handloom sector has a unique place in the Indian economy and plays a vital role in terms of providing employment, cloth production and value addition while at the same time preserves India s rich cultural heritage. The sector provides direct and indirect employment to more than 43 lakh weavers and allied workers, mostly from the SC/ST, backward and minority community. The sector has been sustained by transferring of skills from one generation to another. The sector accounts for approximately 15% of textile production and makes a significant contribution in export earnings. Because of the uniqueness and exclusivity of designs, capability to produce small batch sizes and being eco-friendly fabric, handloom products are in high demand in the international market besides the domestic market and discerning retailers look for reliable source for constant supply of authentic handloom products on regular basis. However, handloom weavers, being unorganised, face problems in supplying their products of large orders in absence of systemised production wherein they may cater to the stringent quality and timely delivery. Therefore, there is a need to bridge the gap through infrastructure development, skill up-gradation, design and product development as per the market demand so that weavers get better remuneration for their products and an assured market. Through sustained efforts of the Ministry of Textiles, there has been significant development of handloom sector which is now able to sustain the competition with machine made fabrics. The Government of India has been following HANDLOOM WEAVERS COMPREHENSIVE WELFARE SCHEME. There are two components of this scheme 1. Integrated Handloom Development Scheme (IHDS) Introduction: 11
14 It is a Centrally Sponsored Scheme which has been formulated and introduced by the Government of India for implementation during the 11th Five Year Period ( to ) by merging components of four schemes namely Workshed cum Housing Scheme, Deen Dayal Hathkarga Protsahan Yojana, Integrated Cluster Development Scheme and Integrated Handloom Training Program. The Integrated Handloom Development Scheme (IHDS) is an attempt to facilitate the sustainable development of handloom weavers located in and outside identified handloom sector into a cohesive, self-managing and competitive socio-economic unit. The objectives of this scheme are as follows:- Objectives: 1: To focus on formation of handloom weavers groups as a visible production group in a selected handloom clusters. 2: To assist the handloom weavers Groups for becoming self sustainable. 3: An inclusive approach to cover weavers both within and outside the Co-operative fold. 4: To up-grade the skills of handloom weavers/workers to produce diversified products with improved quality to meet the market requirements. 5: To provide suitable workplace to weavers to enable them to produce quality products with improved productivity. 6: Market orientation by associating entrepreneurs, designers and professionals for marketing, designing and managing the production. 7: To facilitate process of credit from financial institutions/banks. 8: To encourage co-operativisation of weavers. 9: Holistic and flexible interventions to provide need based inputs specific to each cluster/group. Achievements Under design development and product diversification compnent of the Cluster scheme, 7 Designers and one Chief designer have been engaged for Designing, Development and production of all the cluster projects. Sample catalogues have been prepared for advertisement of the Products. Marketing survey is being undertaken for marketing of the product. Assistant Directors (CDE) have undergone training at Ahmedabad under Cluster Scheme. Awareness camps have been conducted in all the Clusters making the weavers covered under Cluster aware about the Cluster Schemes. In supersession of the Guidelines circulated vide letter No. 1/1/2009-DCH/WW/HWCWS dated , the revised guidelines for the Health Insurance Scheme to be implemented in (w. e. f. 19th October, 2009) are as follows:- Objectives: The Health Insurance Scheme aims at enabling the weaver community to access the best of healthcare facilities in the country. The scheme is to cover not only the weaver but his wife and two children, to cover all pre-existing diseases as well as new diseases and keeping substantial provision for OPD. 20 3: Mahatma Gandhi Bunkar Bima Yojna The Government of India had introduced the Bunkar Bima Yojana in December, 2003 which was a combination of Janshree Bima Yojana and Add-on Group Insurance Scheme being implemented in collaboration with the Life Insurance Corporation of India. Since, this scheme was revised and has been implemented revised with title Mahatma Gandhi Bunkar Yojana. During the XI Plan the Mahatma Gandhi Bunkar Yojana will be implemented with enhance benefits. The Scheme will cover weavers during the period to including maximum renewal cases each year. Objectives: The basic objective of the Mahatama Gandhi Bunkar Bima Yojana is to provide enhanced insurance cover to the handloom weavers in the case of natural as well as accidental death and in cases of total or partial disability. 21 Schemes District Sponsored Schemes Training Programme: The training is being imparted at 109 training centers of the Department located in different districts. The trainees are trained in the crafts of Pashmina / Handloom weaving, readymade garments etc. An amount of Rs 500 to 700 per month is paid as the stipend to the trainees during the training.
