1 KY Department for Community Based Services Mark Cornett, Deputy Commissioner, Department for Community Based Services Order of Presentation General Info/Eligibility by Program Access Caseloads Data Systems Child Care Assistance Program Funded by the Child Care and Development Fund, which provides support to: Prevent or remedy abuse, neglect, or exploitation of children Strengthen and maintain families Prevent family dissolution Prevent out-of-home placements Reduce parent dependency on DCBS services by promoting self-sufficiency 1

2 CCAP Eligibility Requirements Child under 13 (or up to 19 with documented special need) Resident of Kentucky U.S. citizen or qualified alien Working at least 20 hours per week Attending school and working a minimum of 20 hours per week A teen parent attending high school A TANF recipient in a work component A protective service case Income limits for low income families as of 8/04/14 is 140% of the 2011 FPL. SNAP Formerly called Food Stamps, now the Supplemental Nutrition Assistance Program Program design, income limits and benefit levels established by USDA s Food and Nutrition Service Increases a household s food-buying power when combined with a household s other money for food Benefits are 100% federally funded; administration is federal/state split SNAP Eligibility Income limits 130% of FPL for most households; 165% for elderly/disabled Deductions for shelter, child care expenses, and child support payments made by members to children not living in the home; medical expenses for elderly/disabled No resource test except for households with a member disqualified for fraud, drug related felonies, or work program violations US citizen or an eligible alien Students ineligible unless working 20 or more hours per week or have a child under age 6 or are a single parent of a child under age 12 and going to school full time 2

3 Medicaid Provides access to health care by paying medical expenses Roughly 70/30 split of federal/state funding for benefits Roughly 50/50 split for administration In Kentucky, Department for Medicaid Services writes KY s state plan and regulations; contracts with DCBS to perform eligibility determination Medicaid Eligibility Countable income and resources must be within limits Limits based on family size, age of child(ren), income, resources (when applicable), and whether or not a family member is pregnant Can cover pregnant women, dependent children age 18 and possibly one or both parents if incapacitated or unemployed A child does not have to live with a parent or close relative to receive Medicaid Can allow work-related deductions such as child care KCHIP Pays for medical expenses of children No older than age 19 Countable income up to 200% FPL (higher limits than Medicaid) Child has no comprehensive health insurance. Waiting period of six months from end of prior health coverage unless lost through no fault (e.g. lost job, insurance no longer offered). This only applies to those between 151% and 200% FPL. No resource test 3

4 K-TAP Funded through the federal TANF block grant along with state maintenance of effort funding. Provides cash assistance to very low income families with a child under 18 Goal is self-sufficiency, generally through employment K-TAP Eligibility Must meet K-TAP income and resource eligibility guidelines. Gross income limit for a family of 3 is $974, the standard of need (income after deductions) is $526, and the maximum monthly payment is $262. One or both parents must be absent from the home, unemployed, disabled, or deceased. With a few exceptions, adults are required to participate in Kentucky Works Program SNAP/Medicaid/K-Tap Access DCBS offices accept walk-in applications for KTAP, SNAP and Medicaid. 131 offices in all 120 counties KCHIP can be completed through mail, no face to face interview required Medicaid (if including an adult) face to face interview required, some exceptions for phone interview 4

5 SNAP/Medicaid/K-TAP Access (cont) SNAP can conduct phone interviews upon request KTAP requires face to face interview Application forms available on DCBS website; FS-1 for SNAP, PA-77 for Medicaid/K-TAP Applications for KCHIP mailed to central location; accepted and sent to appropriate county for processing. Also can access CCAP Access Available in all counties. Interviews are face-to-face unless family poses significant challenges in physically coming into the office If client can not see a worker on day they come into apply an Intent to Apply form can be completed 5

7 The amount of payment assistance you get depends on family income size. Lower-income families get the most help. You may qualify for payment assistance if: Your employer does not offer health insurance You do not receive Medicare Your family does not make more than the yearly income below Payment Assistance FAMILY SIZE YEARLY INCOME 1 $45,960 2 $62,040 3 $78,120 4 $94,200 5 $110,280 6 $126,360 If your income is near these amounts, you may still qualify. Payment assistance will be available for those who qualify and purchase through kynect, with coverage beginning as early as January 1,
