Lee Reichenbach Executive Sponsor We propose that Lee serve as our Client Lead/Account Executive for SDCERA. As part of this role, Lee will provide account oversight and support to the project managers, team members and subject matter experts related to all services Hewitt provides to SDCERA. Lee manages the West Region of our Health Management practice and brings over 30 years of experience in the health care industry and in the leadership of our client teams. She is based in Newport Beach, California and has worked with many clients on total compensation strategy and implementation. She consults in all areas of benefits including plan design, financial analysis, health care cost management, and negotiations with insurance carriers. She also has been involved in the development of many of cost saving and plan efficiency tools used to examine existing health plan contracts. Lee is involved in many organizations and forums and is responsible for maintaining relationships with national and local carriers. In addition, she serves as a guest lecturer at the University of California, Irvine s MBA program. Before joining Hewitt, Lee was a Senior Group Insurance Underwriter for a major insurance carrier. Lee s clients include Kaiser Foundation Health Plan, Hilton Hotels Corporation, J.R. Simplot Company, and Occidental Petroleum. Lee received her BA in Management Science from the University of California, San Diego.

5 John W. Bagley, FSA, MAAA Client Lead Health Management John is a firm Principal, an actuary and one of our most experienced benefits consultants based in our Newport Beach office. In his current role, John has client service oversight responsibility for some of Hewitt s most prominent West Coast clients ensuring the solutions we deliver to our clients exceed their expectations. John has more than 18 years management and consulting experience, the last 12 with Hewitt. He has worked not only with private and public universities in California, but also with West Coast clients in the entertainment, information technology, financial services, and food businesses. John has extensive experience in health plan and provider systems evaluation, health policy negotiations and project management in employer, multi-employer and coalition purchasing contexts. Prior to joining Hewitt Associates, John worked with insurance and reinsurance companies in the design and pricing of their managed care programs. John is a graduate of Pacific Lutheran University, Seattle, with a Bachelor of Arts Degree in Economics. He has subsequently received his Fellowship with the Society of Actuaries and is a member of the American Academy of Actuaries Stephen E. Murphy, CEBS Project Management Health Management Steve is a senior Health Management Design consultant in our Newport Beach office. He has over 20 years of employee benefits management experience as a consultant partnering with organizations to ensure their benefit programs support their human capital strategy. His consulting responsibilities encompass a broad range of activities in health and welfare program strategy and design, claim reporting and data analysis, and vendor evaluation and management. Recent projects have involved the implementation of consumerism strategies to support behavior change among health plan members; vendor selection, performance management audits of claims administrators; and legislative compliance projects including HIPAA Privacy and Security compliance. Stephen has earned a M.S. in Human Resource Management from Boston University and a B.S. in Business Administration from the University of Southern California. He has also received the Certified Employee Benefits Specialist (CEBS) designation and Certificate in Global Benefits Management from the International Foundation of Employee Benefit Plans. He has partnered with nongovernmental agencies and nonprofit organizations like Farm Credit Foundations and ThedaCare, as well as commercial entities like Best Buy, Cargill, Inc., Hormel Foods Corporation, Land O Lakes, Inc., Select Comfort Corporation, and Target. Nicolas Billard, FSA, MAAA Actuarial Consultant Nicolas is an actuarial benefits consultant in Hewitt Associates Newport Beach office. He is working with business leaders in different areas such as the information technology, pharmaceutical, retail, and health care. His main clients include Intuit, Allied Waste, AutoNation, and McKesson. He specializes in the analysis of risk associated with the pricing, designing, underwriting, and reserving of benefit programs. He also works on the Medicare Part D with many clients. Prior to joining Hewitt Associates, Nicolas worked with another consultant company based in Canada with similar responsibilities in the healthcare market.

6 Nicolas is a graduate from Laval University, Quebec, with a B.A. in Actuarial Sciences, in which he has subsequently received his Fellowship with the Society of Actuaries and is a Member of the American Academy of Actuaries. Noel J. Thomas, FSA, EA, MAAA Senior GASB 45 Consultant and Actuary Noel is a Fellow of the Society of Actuaries, an Enrolled Actuary, and a Member of the American Academy of Actuaries. Noel advises public and private institutions on all aspects of retirement plans and postretirement welfare plans including design, GASB/FASB accounting, funding calculations, Medicare integration, and plan administration issues. Noel co-leads Hewitt s GASB Center of Excellence and he has worked closely with the GASB on a number of accounting issues. Noel also currently has a leadership role in assisting public entities address GASB 45 accounting, medical and LTD design issues, and he serves as a national resource for consulting on these issues. He has also worked extensively with GASB staff to respond to client issues and questions. Noel also speaks regularly on GASB accounting and retiree medical design issues. Some of Noel s recent clients include University of Michigan, University of Iowa, TIAA-CREF, and Goldman Sachs. He has been working with Hewitt Associates for 11 years. He earned a BS in Applied Mathematics and Economics from Johns Hopkins University. Kent E. Levihn, FSA, MAAA, FCA, EA Actuarial Support Kent is a Hewitt Associates Principal located in The Woodlands, Texas. He leads the West Region Health Management Actuarial Practice. Kent has 30 years of consulting experience in all phases of employee benefits including health care, retirement and financial security, time away from work benefits, and voluntary benefit programs. A qualified health care and retirement actuary, Kent is one of Hewitt s experts on retiree medical benefit issues. He joined Hewitt Associates in Kent has assisted many organizations in the development of health care and benefit program strategies. He has significant experience in the design and implementation of qualified retirement programs, health and well being programs, and executive benefit plans. He has assisted a number of organizations in the development of financial management strategies for all types of benefit programs.

Kent has a B.S. degree in Actuarial Science and Business Administration from Ball State University. Stephanie Nguyen Health Management Analyst Stephanie is a Healthcare & Benefit Analyst, working in Hewitt Associates Newport Beach office. She brings 10 years of experience in the healthcare industry. Stephanie consults in all areas of benefits including plan design, financial analysis and renewal negotiations. Stephanie s clients include: Republic Services, Inc; Loyola Marymount University; and Kaiser Foundation Health Plans. She will be consulting on vendor selection projects for medical, dental, vision, disability and life insurance. She also works closely with our healthcare actuaries to setup and develop quarterly Claims Experience Monitoring Reports for our clients. Prior to joining Hewitt Associates, Stephanie worked with Pacificare/UnitedHealth Group as an Associate Account Manager managing RFPs, renewals, & client services for Fortune 500 companies such as Boeing, Verizon Communications, Alcoa, etc. Stephanie graduated from Cal State of Fullerton, CA, with a Bachelor of Arts Degree in Business Administration Finance. Currently, she is licensed for the following states: AZ, CA, CO, NV, OK, OR, TX, & WA.

8 Hewitt s Retiree Healthcare Experience The retiree health care market is evolving rapidly, which creates significant design and strategy opportunities for organizations sponsoring retiree health care programs. This market evolution presents plan sponsors with a unique opportunity to review their retiree health care commitments to maximize design and savings opportunities while ensuring that their programs continue to support key association, human resource, and participant objectives. In light of these opportunities, we have helped many of our clients conduct comprehensive reviews of their retiree health care strategy over the last three years, and we are currently in the process of assisting a number of clients in this important area. Many of our clients have considered and implemented new and emerging Pre-65 and Post-65 strategies which better support their ongoing objectives, and these new approaches can include unique vendor partnerships. Needless to say, this is an excellent time to review your strategy! As your health care consulting partner, we will work to clearly understand your current program, culture, key benefits objectives, and member needs. This will help us to effectively support your retiree health care strategy review and we are excited to have the opportunity to partner with you on this important initiative. We have extensive experience, data, and tools which we have leveraged to support retiree health care strategy needs. Over the past three years, we have also developed new tools and databases to support specific Medicare Reform strategy analysis. We can leverage these to support this project for SDCERA. We may find that we will want to leverage a subset of our expertise to support SDCERA s specific project needs, but the following is an overview of our broader capabilities. Deep Retiree Health Care Consulting Experience Consulting on retiree health care is a core competency for Hewitt. We have been consulting with plan sponsors on active, Pre-65, and Post-65 retiree health care benefit strategy and funding issues for years and have successfully managed complex retiree health care analyses for our largest clients. Most recently, we have helped over 300 clients develop strategies in response to Medicare Reform and over 100 clients communicate changes to their Pre-65 and Post-65 retiree health care programs. Additionally, we currently manage the FAS 106 and GASB 45 valuations for nearly 400 clients and support the delivery of retiree health care benefits via our administrative platform for approximately 100 clients. We will provide SDCERA with access to our best and most experienced retiree health care consulting resources. As a firm, we have developed a multidisciplinary team of consultants with experience in the critical areas required to support effective retiree health care analysis, strategy development, strategy execution, and program implementation and ongoing management. Our broader retiree health care strategy team includes the following: Health Management Consultants who understand the issues and alternatives related to all the key constituents: the plan sponsor, the retiree and the benefit plan provider; Legal Consultants who have mastered all relevant regulatory issues; Pharmacy Consultants with extensive knowledge of the PBM market;

9 Actuaries to develop models and support key quantitative analyses; Communication experts to maximize understanding and value to retirees and drive retiree behavior; Research Consultants who collect and analyze data and who are close to Washington and new legislative developments; and Administrative and Outsourcing Professionals who know what it takes to administer retiree benefit plans and understand the unique needs of retiree populations. Medicare Reform With respect to Medicare Reform, our multidisciplinary team of retiree health care experts has been involved from the very beginning of the federal legislative process. We have provided both insights to Congress on the potential market implications of the new Medicare legislation and comments regarding key employer issues and perspectives. We are also in ongoing discussions with the Centers for Medicare and Medicaid Services (CMS) to clarify federal guidance and ensure employer and broader market concerns are heard and addressed. As a result, we can provide valuable insights to clients interested in maximizing the opportunities created by Medicare Reform and manage the challenges that the market has experienced as it has responded to the legislation. Robust Employer Data We have two robust databases of retiree health care strategy information. These provide valuable insights into the current retiree health care market, the challenges plan sponsors are facing, and the directions in which they are likely to take their programs in the future. These databases can be used to benchmark the competitive position of a plan sponsor s current strategy relative to a targeted comparator group and understand the competitive implications of potential strategy changes. Additionally, these databases can help insurers and health care vendors understand the large plan sponsor retiree health care market and how they may position their products and services to meet their clients evolving needs. 1) Benefit SpecSelect 1 Our Benefit SpecSelect database is updated annually and contains information on the principal benefit plans for salaried employees of 950 major U.S. employers, including their current Pre-65 and Post-65 retiree health care strategies. The 2009 database includes information from 79% of the Fortune 100 and 54% of the Fortune 500 companies. 2) Kaiser/Hewitt Survey on Retiree Health Care Benefits We have been partnering with The Kaiser Family Foundation since 2001 to conduct an annual survey of large employer Pre-65 and Post-65 retiree health care programs, issues, and strategies. The survey includes one-of-a-kind comprehensive and detailed information for over 300 large private-sector companies with at least 1,000 employees that currently offer retiree health care benefits. The most recent survey focused on employer strategies in light of Healthcare Reform and includes data from 36% of the Fortune 100 and 22% of the Fortune 500 companies. In addition to using the overall results across all employers, we can develop custom data cuts by employer size, industry, etc. to develop more refined comparisons and market analysis. While this data doesn t include public sector clients, we will use the data to guide us in our evaluation of various options for your specific population. Retiree Health Care Administrative Expertise We are well known for our leadership in the active and retiree group benefits administration and customer service arena and currently support the health and welfare program administration for 90 large and complex programs providing benefits for 1.6 million retirees. 10 issues, key requirements, legislative impacts, and potential pitfalls. We will utilize these insights to assist SDCERA in selecting vendor partners best suited to meeting your administrative and financial objectives. Retiree Health Plan Election Patterns and Choicemaking Feedback Through our benefits outsourcing platform, we talk to thousands of retirees every day about the benefit programs we design, the vendors we implement, and the challenges they face. We study their decisionmaking behavior and the types of benefit choices they make, and answer their questions regarding how their benefits and vendors work. This retiree feedback collection process functions as an ongoing and robust retiree focus group. This allows us to uniquely inform our retiree health care subject matter experts who design solutions that meet plan sponsor, retiree, and vendor needs. Industry Leading Retiree Health Care Strategy Data and Analysis Tools We can offer a variety of data and tools to assist our clients with a review of Pre-65 and Post-65 retiree health care strategy and emerging market opportunities.
