1 From the 5th December 2016 a NEIS jobseeker s income support status (ie whether or not receiving a Centrelink payment) is NO longer part of the NEIS eligibility check What is NEIS? The NEIS or New Enterprise Incentive Scheme program assists eligible unemployed people to start new, viable small es. NEIS is a program delivered by NEIS providers offering individualised assistance for jobseekers to become self-employed owners. The program consists of: Training During the training component of the program you will develop a NEIS Business Plan for your, which will need to be approved by your NEIS organisation before you start your. If approved to operate your NEIS, you will receive NEIS Assistance which includes: NEIS Allowance Jobseekers currently receiving a Centrelink Allowance Job seekers participating in NEIS and currently receiving an eligible allowance from Centrelink will receive NEIS Allowance for 39 weeks of operation. The NEIS Allowance is equivalent to the single, 22 or over, no children rate of Newstart Allowance, and is paid fortnightly in arrears, subject to a NEIS participant meeting the obligations under their NEIS Participant Agreement. The amount of NEIS Allowance that a job seeker receives will not be affected by income from their NEIS. Job seekers can receive income from outside their (such as from investments or other work) while participating in NEIS. However, NEIS providers will ensure that the NEIS is their primary, full-time activity. If a job seeker s external income is greater than twice the basic rate of NEIS Allowance in a given financial quarter, it may affect the amount of their NEIS Allowance. Jobseekers not currently receiving a Centrelink Allowance Jobseekers not receiving an eligible allowance from Centrelink will be entitled to all NEIS services but will not be eligible for NEIS financial support. NEIS Rental Assistance NEIS participants may also be able to receive NEIS Rental Assistance. This is a fixed rate payment for a period of 26 weeks from the date you first receive NEIS Allowance. Mentoring and Support NEIS Business Mentoring and support for the first year of operation of your consisting of a mentor visit in the first month of and then one per quarter following. The mentor provides regular contact to ensure support and advice and to see that the is operating according to the plan.
2 What is involved in the training? The RMIT NEIS program offers the BSB40415: Certificate IV in Small Business Management. As such you are expected to attend the training component of the program which usually requires face to face attendance 2 to 3 days a week over a 9 to 10 week period as well as researching and developing your plan during the scheduled planning days for the remainder of the week. Qualification packaging rules require the completion of 10 units of competency. 3 What is a Business Plan As a condition of the NEIS training and eligibility for income support post training, all NEIS participants are required to complete a NEIS Business Plan. Once completed, the plan should reflect a viable strategy and cover market analysis, marketing, promotional strategies, financial planning and financial projections, legal and regulatory requirements and operational management. The plan is provided to all participants in the form of a template and is completed across the duration of training. Assessment There will be assessment activities for this program the major assessment will be in the form of the plan. This plan will be used as a major part of the assessment method for the qualification and will be assessed by a NEIS Advisory Committee to determine the viability of your proposed as well as your readiness to commence your. Who is eligible? A job seeker can participate in NEIS if they: are fully eligible for jobactive or are a Disability Employment Services participant in the Employment Assistance Phase are participating in jobactive as a Volunteer and commence in NEIS Assistance before the end of their period of service Job seekers must also: be at least 18 years of age at the time they start NEIS From the 5 th December 2016 a jobseeker s income support status (ie whether or not receiving a Centrelink payment) is NO longer part of the NEIS eligibility check be receiving an eligible income support payment such as Newstart Allowance, Parenting Payment, Carer Payment, Disability Support Pension or Youth Allowance (Other) not convert to the Age Pension before or during participation in NEIS be available to participate in NEIS training (if relevant) and work full time in the proposed NEIS not be an undischarged bankrupt not have, at any time, received NEIS Assistance for a similar activity not have received NEIS Assistance in the previous three years Recipients of Disability Support Pension, Carers Payment, Parenting Payment (Single) and some Department of Veterans Affairs pensions can choose to remain on these payments while participating in NEIS.
4 What sort of is allowed? If a job seeker is eligible, the NEIS provider will assess the idea to make sure it meets the eligibility criteria. This means the proposed NEIS : cannot already be operating on a commercial basis will be independent is lawful and capable of withstanding public scrutiny has been assessed as commercially viable by the NEIS provider is not based on the purchase or takeover of an existing will not compete directly with existing es unless it can be demonstrated that there is an unsatisfied demand for the product or service, or the product or service is to be provided in a new way will be established, located and operated solely within Australia will be structured so the job seeker has and will maintain a controlling interest over the NEIS for the duration of the job seeker s time in NEIS will not be a not-for-profit unless otherwise agreed to by the Department of Employment How long does the program go for? The program initially consists of 9 to 10 weeks of face to face training at an allocated venue. Once the training componant has been completed, successful participants then move onto NEIS support. This includes 9 months of financial assistance and 12 months of mentor support. What obligations do NEIS participants have? Participants are required to undertake NEIS training and operate their NEIS in accordance with their NEIS Business Plan, and meet all the terms of their NEIS Participant Agreement. If for any reason a participant wants to change the way their operates (such as location or hours of operation), they must discuss these changes with their NEIS provider before they take any action. If a participant makes any changes to their operating arrangements without approval, their NEIS Allowance payments may be suspended. Is the course accredited? Yes, the course is accredited to the nationally recognised qualification listed below: BSB40415: Certificate IV in Small Business Management
5 How do you apply? To apply for the RMIT NEIS program you need to complete the following documents: NEIS Application form This is a Government form that asks for personal details, jobseeker ID number, jobactive details ect NEIS Business Proposal form This is an RMIT NEIS Program requirement that asks, through a series of questions, to provide an overview of your proposed venture, including, type, proposed customer base, costings and sales projections and finances required.
