1 STATUS OF OLD AGENDA POINTS 5 th AGM OF VSF HELD AT NEW DELHI ON 17 MAR 13 ESM EMPLOYMENT ISSUES 1. Permanency of ESM appointed in Marine Police. 2. Job in Security Agencies for ESM in Chhattisgarh. Chilka Charter 1. The ESM are presently employed on yearly basis on contractual terms. 2. The issue is a State subject. 1. No fixed pay structure for ESM employed in Security agencies. 2. Issue taken up with RSB, Raipur. Case to be taken up with Odisha State Govt and monitored by VSF. by VSF Vizag Charter. The matter was taken up with RSB(Odisha) for in turn taking up with State Government with continuous reminders. Reply awaited. The matter has been taken up by RSB with KSB and presently pending with KSB. 3. Reservation for ESM in State Govt jobs. Chilka Charter 1. Issue is State subject. 2. Issue taken up with RSB. Issue to be monitored by VSF Vizag Charter. The matter was taken up by RSB(Odisha) with KSB. The issue was discussed by Dept of ESW / MOD and DGR has been nominated as the nodal agency to monitor implementation of job reservation in PSUs, Banks, etc. The organisations have been directed to forward regular returns on the same.
2 2 4. Regularisation of ex-naval personnel employed at Hindustan Shipyard Ltd (HSL). 5. Stay at Sainik Aaram Grah in old Delhi Railway Station. 1. Issue taken up Case to be taken up with CMD, HSL. with the MoD and be monitored by VSF 2. Need to take. up the issue with MOD. Delhi Charter 1. Point being taken up with IHQ MOD(Army)/ AG s Branch and KSB. 2. Limited accommodation available at NSB I and II. by VSF Delhi Charter. The matter was taken up with MOD and HSL. HSL intimated MOD that the case for permanent employment for these personnel would be taken up at a later stage, as taking up a separate case for only ex-naval contract employees is likely to invite strong reaction from other contract labours. 1. Case taken up with Army, which indicated that as per Army Order 57/2001/Q Mov, facilities of Sainik Aaram Grah can be granted to ESM only in the following cases:- (a) When called to appear before pension appeal board. (b) When called to appear before medical board. (c) When called to appear for interview by Senior Officers at Army/Naval/Air Command, Area and Sub Area Headquarters. 2. Notwithstanding the above, an ESM is still accommodated subject to availability of accommodation.
3 3 6. Non Availability of Sainik Rest House in Odisha. Chilka Charter 1. Fund and support is required from Odisha State Govt. 2. Issue taken up with RSB, Bhubaneswar by HQ ENC. by VSF Chilka Charter. 1. The matter has been taken up by RSB who have indicated that Rest Houses in Cuttack and Berhampur are available in Odisha. These cater for limited accommodation for officers and sailors. 2. In addition, land allotted at Bhubaneswar for construction of Rest House has not yet been taken over due to encroachment. Action initiated for removal of encroachment with the State Govt. 3. Pending with RSB Odisha. ECHS ISSUES 7. ECHS Polyclinics at Ambernath, Mumbai 8. Change of nomenclature of ECHS, Balasore. Mumbai Charter 1. Case being taken up by ECHS (Navy). Chilka Charter/ ECHS (Navy) 2. Minimum 2500 ESMs strength required. 1. The existing polyclinic is designated as a military polyclinic. VSF Mumbai Charter is to coordinate and forward proposal to the Director ECHS (Navy) before 31 Dec 13. Case to be taken up with the Central Organisation by ECHS (N). The point SOCs for opening of ECHS Polyclinics at Ambernath have been forwarded to the Central Organisation and these cases are being included in the third phase of expansion. EDC 3-5 yrs. Issue is being pursued by Stn HQ ECHS, INS Chilka. Case pending with Central Organisation ECHS, New Delhi.
4 4 9. Opening of polyclinic at Cuttack. 10. ECHS facilities at Chhattisgarh. Chilka Charter/ECHS (Navy) Vizag Charter/ECHS (Navy) 2. Redesignation will permit appointment of personnel by ECHS. 1. Expansion plan for ECHS in Odisha envisages 09 polyclinic, but Cuttack not included in the list. 2. Case will be taken up through RSB for new polyclinic. 1. Two ECHS polyclinics are included in the expansion plan. 2. Case to be taken up through RSB. is to be monitored by VSF Chilka Charter. Secretary VSF Chilka Charter to examine the case and forward a proposal through ZSB/RSB/HQENC to ECHS (N) by 31 Dec 13 and VSF Vizag Charter to monitor the case. Secretary VSF Vizag Charter to examine the case and forward a proposal through ZSB/RSB/HQENC to Central Organisation ECHS/ ECHS (N) by 31 Dec Stn HQ Chilka has proposed new ECHS at the following places:- Cuttack, Keonjhar, Rourkela, Baripada and Bhadrak. 2. Proposal recommended and forwarded to Central Organisation ECHS vide Regional Charter Vizag letter ECHS 4109/Est dated 03 Jun 13. RSB(CG) vide letter 608/DSW/WEL/2013/504 dated 08 Apr 13 intimated that the matter has been taken up with Headquarters Chhattisgarh Odisha Sub Area (HQ COSA). CANTEEN ISSUES 11. Canteen facility in Chhattisgarh. 1. Minimum strength of 5000 ESM required for new Canteen. Request for opening of new canteens to be taken up with respective ZSB/RSB RSB (CG) vide letter 608/DSW/WEL/2013/504 dated 08 Apr 13 intimated that the matter has been taken up with Headquarters
5 5 2. Budget restrictions do not permit CSD to open a new canteen outlet. by VSF through HQENC. Chhattisgarh Odisha Sub Area (HQ COSA). 12. Opening of new canteen counter in Andhra Pradesh. 3. Case to be routed through RSB. 1. Minimum strength of 5000 ESM required for new Canteen. 2. Budget restrictions do not permit CSD to open a new canteen outlet. 3. Case to be routed through RSB. The case for opening an CSD outlet at Srikakulam has been received at IHQ MoD(N) from HQENC and is being processed. Hence, the Chairman directed that the point to be monitored by VSF. MS INCCB intimated that canteen is not feasible as strength of ESM in Vizianagaram and Parvathipuram area is less than MISC ISSUES 13. Non allotment of land to landless JCO and equivalent in Odisha. Chilka Charter 1. Issue is based on policies of State Govt. 2. Need to take up with State Govt. by VSF Chilka Charter for discussion in RSB meeting with a feedback to VSF. The case taken up with RSB with KSB. State Govt has recently taken a decision to give money in lieu of land as presently land for development purposes is not available. Odisha Govt Order 7390 dated 19 Feb 14 is relevant.
6 6 14. Non allotment of defence quota by Technical college. 15. Provision of accommodation by State Govt for Widows. 16. Amendment of Land Act for ESM. 17. Exemption of House Tax in UP State. Kolkata Charter 1. Increase seats from existing Point to be taken up by Command HQs and NOICs with State Govt. Kolkata Charter 1. Similar provisions exists in Kerala. 2. Issue need to be taken up with State Govt. 1. Issue taken up by HQ ENC with RSB Raipur. 2. Issue being taken up for next RSB meeting. Delhi Charter 1. No exemption of house tax for ESMs and Widows. 2. Case to be taken up through RSB. by VSF Kolkata Charter. by VSF Kolkata charter and followed up with KSB/ZSB. and followed up with KSB/ZSB by VSF. Case to be taken up with RSB Lucknow and point may be included in the meeting of RSBs. VSF Delhi Charter to monitor the case. 12 seats earmarked for Defence personnel in various Govt. engineering colleges in West Bengal. The case taken up by RSB for increasing the number of seats. The matter has been taken up with RSB, West Bengal. The matter was taken up with RSB(CG). RSB(CG) intimated that the matter has been included to be taken during this year RSB meeting with State officials. The case has been taken up by RSB (UP) and case is pending with Govt.
7 7 NEW AGENDA POINTS FOR 6 th AGM OF VSF AT MUMBAI ON 21 SEP 14 ESM EMPLOYMENT ISSUES 1. Employment Opportunities. Re-employment opportunities by DGR to be discussed and new opportunities may be explored. 2. Employment of ESMs. A monitoring body is required for regular monitoring of employment of ESM as per Govt rules. If ESM is not selected in the quota, the vacancy should not surrendered to General category but carried forwarded for filling up in the next recruitment. 3. Trade Certificate with NCO code. Navy has issued Trade Certificate which includes Assistant Engineer. Three year diploma is required for the post of Assistance Engineering civil. Govt/ Public sector employers have mentioned in their notification that ESM will have to certify from authority that Trade Certificate is equivalent to civil certificate. It is proposed that Navy should certify Trade certificate NCO code to civil equivalent certificate, ITI or Diploma, against NCO codes. In addition, online application to be amended as per trade certificate of ESM with nil marks and percentage. 4. Recognition of Naval Certificate by Civil Authorities. The professional competency certificate issued by Navy is not recognised by civil authorities for getting civil job. It is requested that mechanism for the same may please be instituted. PENSION ISSUES 5. Pension Calculation for pre-1983 Retirees. As per table no. 102 of the GoI MoD letter No. 1(2)/98/D(pern/sers) dated 14 Jul 98 those PBORs who retired before Jul 83 are not eligible for half-year service for pension calculation even if ESM has put in 179 days service in addition to completed service (15 yrs or more). Those who retired after Jul 83 need to complete 90 days or more to get the half-year counted. This issue may be taken up for favourable decision with the government. 8 8 6. Sanction of Pension for sailors who served for 10 years. An ex-naval sailor who has put UA Doss, up 10 years of active service from 1974 to 1984 and was kept on 10 years as Fleet Reservist from 1984 to According to regulation No. 92 of Navy Pension Regulation Act 1964, he ex-lemp, No F was entitled to draw the Pension. Reservist Pension. Implementation of the judgment delivered by the Hon ble AFT Chennai Varghese Mathew, ex- POLER, in OA 83/2012 on Reservist Pension issue. No H 7. Reduction of Age Limit from 80 yrs to 70 yrs for Additional Pension. Additional pension granted to ESM at the age of 80 years as per VI th CPC recommendations be considered for revision for the age of 70 years. WELFARE ISSUES 8. Education Allowance. Education allowance to be provided to all ranks of PBOR not only NCO s because a JCO grade pay in 4200 and many NCO s who have served for 08 years as a rank of PO also comes in 4200 grade pay and they are getting education allowance. 9. Entitlement of Family Accommodation in Sainik Aaramgah at Howrah. Duty personnel of Sainik Aaramgah at Howrah station told that Ex-Servicemen are not entitled to get Sainik Aaramgah facility. The policy may be reviewed. 10. Old Age Home Facilities. Old age home facilities may be provided in all major cities for Awadhesh Pratap Singh, Ex-LRO(Tel), No R VSF Goa Sachidanand Singh, ex-scpo NO Y Santanu Panda, Ex-POELP and Vijay Kumar Sen, Ex- POME VSF Goa veteran sailors. 11. Toll Tax Exemption. Ex-Servicemen should also be exempted from toll tax. VSF Mumbai/ BK Sharma, ex-h/slt, No K 12. Special Priority for Children of Widows and Disabled Sailors.It is proposed that special priority to the children of widows and disabled sailors (akin to disability which is attributable to service) should be given for enrolment in the Navy. 13. Financial Assistance to Widow not in Receipt of Pension. Grant of financial assistance to the widows of sailors not in receipt of pension may be considered.
9 9 14. Financial Assistance to Bed-ridden Widows. It is proposed that feasibility of providing periodic financial assistance to bed-ridden widows (pensioners/non-pensioners) may be examined. However, providing one time grant is not advisable as the grant may be misused by blood relation. 15. Financial Assistance to Non Pensioner. Sailors who took part in Naval mutiny in 1947 against British rule be granted one time grant of Rs one lac in lines with 1971 war heroes who were paid Rs One Lac by Army authorities. These sailors are non-pensioners and do not VSF Chennai receive any financial help from post war Indian Govt like War Widow pension paid to civilians. 16. Extending of NGIS to ESM. NGIS should be extended similar to ESM of Army and Air Force where the scheme is extended upto 75 years of age or death. Some amount is being deducted from their pension for facilitating the extension of scheme for life. This facility may be extended VSF Kadamba to Naval Veteran Sailors also. 17. INBA grant on death of Naval pensioner. INBA grant on death of Naval pensioner may be increased from Rs to VSF Chennai CANTEEN ISSUES 18. Increase in Canteen Quota. (a) Canteen items purchase amount quota required to be increased from existing limit, due to inflation. (b) ESMs may be allowed to purchase two/three month quota at one time for those who are staying in remote areas/far areas. 19. Opening of CSD Depot at Odisha. There are 4-5 major defence establishments in Odisha. The canteens in these organisations are dependent on CSD Depot Visakhapatnam and Kolkata which are located at a distance of Kms. Therefore, the feasibility of opening of a CSD Depot in Odisha may be considered. 20. Non-Issue of Liquor at Bangalore Military Canteen. Military canteens are not entertaining to issue the entitled liquor quota. They need the NOC from where the ESM card is issued. The source of card issued (CABS), are reluctant in issuing the NOC. 10 10 MISC ISSUES 21. Representation of Naval Veteran in ZSB/RSB. Representation of Naval veterans should be in Zila Sainik Board/ Rajya Sainik Boards in all the states. 22. VSF Activities by Charters. Following activities can be conducted by VSF:- Chennai (a) Get Together of VSF Member. rotation at all charters. Conduct of get together of VSF members half yearly in (b) Grant for Organising VSF/ NRS Get Together/ Interactions. The income in VSF fund is only through VSF membership which is Rs 300/- for CPOs & above and Rs 200/- for POs & below. This income is considered inadequate for organising regular interactions/get together. It is proposed that an annual grant of Rs. 20,000/- to each Regional Charters be allocated for meetings/interactions/get together. VSF Goa (c) Participation of VSF Member With Local Police Authorities. member with local police authorities in maintaining Law & Order. Participation of VSF (d) Celebration of Navy Day in Charters. Celebration of Navy Day in all charters. 23. Abolition of Residential/ Domiciles Certificates. The requirement of residential/domicile certificates by Educational Institutions for seeking admission of their wards may be waived off. 24. Establishment of ZSB. There is no Zilla Sainik Board in Daman area. The Daman & Diu Gazette notification published on 06 Dec 2000 had indicated that a ZSB needs to be established. VSF Goa VSF Mumbai Charter
