The scheme details are furnished in the annexure. 3. 2 Details of the Scheme in respect of differently abled division of Social Welfare Department, Puducherry 1. Grant of Incentive for marriage between differently abled persons and normal person Benefits available: An incentive of Rs. 25,000/-(Rs. 5,000/- in cash and Rs. 20,000/- in the form of National Saving Certificate) a) Annual Income: not to exceed Rs. 35,000/- p.a b) Age: Bride: Above 18 years c) Bridegroon: Above 21 years d) Disability : 40% and above e) Other conditions: 1. Should be the first marriage 2. Marriage should have been registered 3. Should be applied within 120 days after marriage 4. Should be the resident of Union Territory of Puducherry 2. Grant of incentive for marriage between differently abled persons Benefits available: An incentive of Rs. 50,000/- (Rs. 20,000/- in cash and Rs. 30,000/- in the form of NSC) a) Annual Income not o exceed Rs. 35,000/- p.a. b) Age. Bride: above 18 years c) Bridegroon: Above 21 years d) Disability: 40% and above e) Other conditions: 1) Should be the first marriage 2) Marriage should have been registered 3) Should applied within 120 days after marriage 4) Should be the resident of Union Territory of Puducherry 3. Grant of Fuel Subsidy to differently abled person persons who are owning motorized vehicles: Benefits available: 50% of the cost of fuel subject to maximum of 25 liters a) Annual Income : not to exceed Rs. 35,000/- b) Age: No restriction c) Disability: 40% and above d) No Educational Qualification e) Residence not less than 5 years

3 f) Vehicle should be in the name of beneficiary g) The beneficiary should have valid driving licence 4. Grant of Financial assistance to differently abled person: Benefits available: Disability range : 40% - 65% Rs. 1100/pm Disability range: 66% - 85% Rs. 1400/pm Disability range: 86% - 100% Rs. 1750/pm a) Annual income not to exceed Rs. 35,000/- p. a b) Age: No restriction c) Disability: Ortho 40 and above Deaf and Dumb 40% and above Blind: 40% and above Mentally retarded: I. Q below 69 d) Residence not less than 5 years 5. Award of Scholarship to differently abled person students: Benefits available: Scholarship to differently abled person students at the following rate: I-V STD Rs. 250/- p.a VI- VIIISTD Rs. 500/- p.a IX XII STD UG Courses PG/Professional Rs. 850/- p.a Rs. 1250/- p.a Rs. 1700/- p.a a) Annual Income should be Rs. 35,000/- b) Age not less than 5 years c) Disability: 40% and above d) Residence not less than 5 years

4 6. Incentive for Eye Donors: Benefits Available: A cash incentive of Rs. 10,000/- to the nearer relative of the eye donor 1. No income limit 2. Age limit(18 years and above) 3. Residence not less 5 years 4. The Persons who is claiming the incentive for eye donation must be a close relative of the eye donor. 5. Transplantation of eye should have taken place 6. Should be apply within 90days after the transplantation 7. Reimbursement of maintenance cost of Tricycles: Benefits Available: Rs. 200/- p.a towards maintenance of Tricycles 1. Income limit Nil 2. Age No restriction 3. Disability: 40% and above 4. Residence Not less than 5 years 5. Tricyle should have been supplied/donated by the department/ngo s at free of cost 6. Should produce the receipt of repair charges bill by their name 8. Supply of sarees and dhoties to differently abled person persons Benefits available: Sarees and dhoties during deepavali/local regional festivals 1. Age 18 years and above 2. Disability 40% and above 3. Should have registered their name in the local Anganwadi centre

5 9. State Award for the Welfare of the Handicapped: Benefits Available: State awards as follows: 1. Outstanding differently abled person Govt/private employee and self employed persons Rs. 10,000/- 2. Individual serving for the cause of the differently abled person Rs. 15,0000/- 3. Institution serving for the cause of the differently abled person is Rs. 25,000/- Subject to final selection by the state level committee 1. Income limit: Nil 2. Age: No restriction 3. Disability: 40% and above 10. Supply of Prosthetic Appliances to Differently abled persons Benefits Available: Prosthetic appliances like calipers, Tricycles, Crutches, hearing aid spectacles/low vision aids, etc., on the advice of the specialists concerned attached to the Govt. General hospital Pondicherry/Karaikal Mahe/Yanam 1. Annual Income: not to exceed Rs. 24,000/- p.a. 2. Age: No restriction 3. Disability: 40% and above 4. Residence not less than 5 years 11. Issue of free Bus pass to differently abled person Benefits Available: Free Bus pass to all differently abled person persons for use within the Union Territory. 1. Annual Income: not to exceed Rs. 35,000/- p.a 2. Age No restriction 3. Disability 40% and above 4. Residence not less than 5 years

6 12. Annual Tour for differently abled persons Benefits available: Free Tour to various places yearly once. (Subject to selection) 1. Age: years 2. Disability: 40% and above 3. Should not be a Govt. servant 4. The applicant s parent should not be Govt. servant 5. Annual Income below Rs. 35,000/- 6. The applicant should not attended the tour for the past ten years 7. The applicant should not be affected by contagious diseases. 8. Drugs and alcoholic items are prohibited 9. Applicant should register his/her name in the anganwadi centre 13. International day for the differently abled person Benefits available: Celebration of International day for the differently abled person with various competitions and Programme with free lunch on 3 rd December every year. All differently abled persons may participate 14. Group Insurance for differently abled person government employees Benefits available : In case of death due to accident while in service the sum insured as follows will be given to the family of the deceased employee. Group A:.. Rs. 1,20,000/- Group B:.Rs. 60,000/- Group C:.Rs. 30,000/- Group D:.Rs. 15,000/- 1. Must be a Govt. Servant 2. Disability 40% and above

7 15. Insurance Scheme for person with disabilities other than the employees of Govt. of Pondicherry 2004 Benefits available: 1. In case of death due to accident an amount of Rs. 25,000/-will be provided. 2. In case of physical separation of one limp/one leg or one eye due to accident, an amount of Rs. 12,500/- will be paid. 1. Age: 5 to Disability 40% and above 3. For all disability person 4. Residence not less than 5 years 16. The Perunthalaivar Karmaveerar Kamaraj scheme for financial assistance towards funeral expenses of the differently abled persons. Benefits available: Funeral expenses to deceased differently abled person for Rs. 2,000/- 1. Disability 40% and above 2. Annual Income below 35,000/- 3. Son/daughter/spouse or any other relative under whose care and maintenance the differently abled person persons was living at time of his/her death. 4. Residence not less than 5 years 5. No age limit 17. Supply on invalid carriages (motorized tricycles) to the persons with disabilities: Benefits available : Invalid carriages (motorized tricycles) free of cost to persons with disabilities. 1. Disability: loco motor disability with effecting lower limbs not less than 65%. 2. Annual Income: below Rs.35,000/-of his/her parents or guardian s. 3. Residence not less than 5 years. 4. He/she should be certified by the Medical Authority that he/she should fit for operating the invalid carriage (Motorized Tri-cycle) 5. Should not be in receipt of Transport Allowance for conveyance from the department or from any other source.

8 18. Supply of Musical/Sports items to PH welfare associations 6. He/She should be in gainfull employee/pursue higher study. Benefits Available Eligibility Musical/Sports articles to recognized PH Welfare Associations Association should be registered one 19. Issue of Identity cards to differently abled persons: Benefits Eligibility : An identity card is being issued to all the differently abled person persons indicating their personal details for ready reference to avail the benefits of welfare schemes. : 1. Disability 40% and above 2. Income limit: below Rs. 35,000/- p.a 20. Grant of Transport Allowance to Differently abled persons Benefits Available Sum of Rs. 100/- per month through Anganwadi centres Eligibility : 1. Income: Less than Rs. 35,000/- 2. Age above 5 years 3. Disability 40% and above 4. No formal education qualification 5. Residence: Not less than 5 years 6. If they have got Free bus pass means the same should be surrendered to the Directorate of Social welfare. 7. Declaration in the application whether he/she wants to avail Free Bus Pass or Travelling Allowance should be Submitted. 21. Supply of Radio to the Blind Person: Benefits Available Eligibility : One Radio to the Blind person for recreation : 1. Income less than Rs.35,000/- 2. Disability 40% and above 3. Residence: Not less than 5 years

9 Voluntary Organisation and BC Section I. Scheme for the welfare of Children in need of care and protection: Non Governmental Organisations who are taking care of orphans children. Poor senior Citizens, handicapped street children are given in the grant to the tune of Rs. 500/- per inmate per month. II. Schemes for the backward classes: 1) Hostels for OBC Students: Due to long distance between their houses and schools. The poor students are not in a position to go to schools regularly. Therefore hostel facilities has been extended by the department to the below poverty line BC students for continuing their education. 6 BC hostels are under the control of the department of social welfare. 2) Post Matric scholarship to BC & OBC Students: For the BC students who continue their education after X STD Rs. 250 p.a. is being granted. This helps below poverty line BC students to continue their education after high school level. 3) Bicycles to IX std students: All IX STD students studying in Government and nongovernment aided schools are supplied with Bicycle and Raincoats 4) Distribution of press box, barber kits, natheswaram and thavil to poor OBCs: This scheme is to improve the economic condition of the poor washer man, barber and artisans. 5) Makkal Thalaivar Thiagi V. Subbiah Award to meritorious students: Under the scheme the OBC students who secure 1 st and 2 nd rank in the school final examination i.e., in SSLC Matriculation and Higher secondary level are given cases Prizes of Rs.5000/- respectively with a citation. This scheme encourages the OBC students to secure for more marks. 6) Thavathiru Kundrakudi Adigalar Award for communal harmony: This award is meant for general Public. Who have extended commendable service work for communal harmony and national duty integration which cashier a cash award of Rs. 10,000/- along with a citation. III. Social Defence Schemes: 1) Free distribution for blankets and foot wear to aged person: blankets and chappals are distributed every year to senior citizens above 60 years of age, belonging to families of below poverty line, old age people, who are receiving old age pension

10 from the department of W.C. welfare also eligible for the scheme. The number of beneficiaries are nearly Rs. 75,000/- 2) Drug abuse prevention: To scrutinize the youth, students, labourers and other vulnerable groups on the effects of drug abuse and alcoholism awareness programmes are being organized from time to time which includes seminars. Workshops competition indoor exhibitions conduct of state level workshop etc. Implementation of newly formulated to CSS scheme for the welfare of minorities to improve the socio-economic status of minorities: 1) Scheme of pre-matric, scholarship for students belonging to the minority communities, scholarship to the students pursuing studies from 1 to 10 from Govt. recognized private schools/institute. 2) Post matric scholarship, merit cum means based scholarship and allied coaching are conducted for the welfare of minority community students to continue their education.
