1 C4 COMMITTEE ON COMPENSATION For Meeting of November 20, 2008 INFORMATION ITEM BI-MONTHLY TRANSACTION MONITORING REPORT NOVEMBER 2008 At the September 2008 Regents meeting the Board of Regents approved the item Compensation Approval Authority and Governance for Those Positions Slotted in the Senior Leadership Compensation Group Salary Range Structure and Other Specified Employees. Included in this item under (2) is language calling for a bi-monthly transaction monitoring report as a key component of this governance model. This report will display all compensation actions, including exceptions under current policy or actions not expressly stated in policy, for the population described in the item as: (a) Senior Management Group (SMG) employees, until such time as the new SMG salary Policy becomes effective. (b) Other Specified employees (OSE), as designated by the Office of the President Human Resources, such as Athletic Directors and Coaches. (c) Non-SMG employees whose positions have been slotted in the Senior Leadership Compensation Group salary Range Structure, and (d) Non-SMG employees not subject, exclusively, to the provisions of the Academic Personnel Manual. Attached is the first Bi-Monthly Transaction Monitoring Report as called for by the Regents. This bi-monthly report will include actions taken locally by the chancellors and laboratory director and by the President on behalf of the locations over a two-month period of time prior to each Regents meeting. To meet the internal deadlines required to collect information and present it to the Regents, each reporting period will end approximately one month prior to the date of the Regents meeting at which the report will be presented. Hence, this first report covers the period September 18, 2008 (date of the Regents approval) through October 14, 2008 (approximately one month prior to the November Regents meeting) and includes all actions approved by the chancellors, laboratory director or the President since September 18, 2008 and through October 14, This report is comprised of individual actions, such as appointments and stipends, and group actions, such as Treasurer s Annual Incentive Plan payout. The report is organized by location. For each location that reported there is a report of actions and behind that an addendum of footnotes with additional information on any action that the location believes needs additional clarification or requires more details than appear on the report itself. Gregory Barrett UCSD Associate Vice Chancellor Development, Health Sciences Compensation Element Amount Campus Comments Base Salary Bonuses/Incentives Relocation Allowance Mortgage Origination Program Moving Reimbursement Temporary Housing $220,000 $33,000 $20, % Up to $1602 Salary is over the SLCG 106 midpoint, however the campus will be requesting a reslotting of the position due to a reorganization and increased responsibility. MSP level Development Officers at the San Diego campus are eligible to participate in the Development Officer Variable Pay Plan, which allows for annual incentives up to 15% of base salary. For fiscal year , the incentive potential will be pro-rated for the eight months of service, with a maximum bonus in the first year of $22,000. The entire amount is to be paid upon hire, subject to a repayment plan if employee resigns within the first four years of employment. This additional compensation was determined to be necessary to secure the candidate's acceptance given the 16% higher cost of living in San Diego as compared to Chicago. Since this individual is not a member of the eligible population as defined by MOP policy, a request has been submitted to the President for approval of standard of up to $1.3 million. The high cost of housing, which is 30% more expensive in San Diego as compared to Chicago, was a concern in securing the candidate's acceptance. As an exception to policy, 100% of allowable moving expenses. Policy allows for 50 percent reimbursement. Following a difficult recruitment effort lasting over two years, this exception was determined to be warranted to assist in securing the candidate's acceptance. In addition, per policy, one coach fare house-hunting trip was approved. Per policy, the candidate was offered 30 days of rent-free housing in UCSD's La Jolla Del Sol apartment complex to ease the transition with his relocation from Chicago to San Diego. Page 1 0[2
