5 old age pension Old Age Pension (OAP) Program Established in the State Constitution in 1937 Provides cash benefits to eligible individuals age 60 years and older Funded 100% by OAP Cash Funds (state sales, use, and excise taxes) Provides monthly grants to eligible Colorado residents Maximum OAP grant is $699 per month Average monthly caseload in FY was 23,993

7 home care allowance Home Care Allowance (HCA) A non-entitlement program for home care provider services Provides cash assistance to elderly and disabled individuals and allows clients to remain in their home settings while receiving assistance with daily living activities. Administered by county departments of social/human services responsible for the financial eligibility determination, and 23 contract agencies known as Single Entry Points (SEP) responsible for the functional assessment and case management. A time study is currently being conducted by nine SEPs to determine the actual costs of administering the HCA program.

10 aid to the needy disabled Aid to the Needy and Disabled (AND) State Only (AND-SO) program established in 1953 State Only program is funded through state General Fund (80%) and local funds (20%) Goal: to provide interim financial assistance while waiting for approval of Supplemental Security Income (SSI) Provides temporary financial assistance to residents age 18 to 59 who have at least a six month disability that precludes them from working Colorado Supplemental (AND-CS) Program provides supplemental assistance to recipients not receiving the full SSI grant

13 interim assistance reimbursements Interim Assistance Reimbursement (IAR) AND-SO Program has an IAR contract with the Social Security Administration Reimbursement to State from the client s first lump sum SSI payment for AND benefits paid while waiting for SSI approval IAR reimbursements used to offset the general fund expenditures FY the IAR reimbursements were approximately $4.7 million or 29% of the State AND expenditure.
14 ssi stabilization fund SSI Stabilization Fund In 2009, the Colorado legislature (HB ) established the SSI Stabilization Fund. This fund allows for recoveries and refunds to be kept in escrow and used to fund AND-CS and HCA expenditures. The fund is intended to stabilize the source of funding required to meet the federal requirements for maintenance of effort for the state-funded supplement to persons receiving SSI benefits. Current limit for the stabilization fund is $1.5 million and it can be rolled over to subsequent fiscal years.
