Responsibilities a. All members of CPF b. Sector Management c. CPF Executive Committee d. South African Police Serves e. Gauteng Department of Community Safety 3. Aim and Mission The purpose of Pretoria North Community Police Forum Crime Prevention Team is to assist the SAPS Pretoria North crime prevention unit with crime prevention activities in Pretoria North sectors 1 to 4. The Task Team is a joint venture between CPF Pretoria North and SAPS Crime prevention Pretoria North that established a partnership between the community and the police for better crime prevention. The mission of the to reduce, deter, detect and assist SAPS Pretoria North to minimise crime relevant incidents to the residents in the Pretoria North area, it is necessary for the Pretoria North CPF Crime Prevention Team to function in partnership with SAPS Pretoria North Crime Prevention Unit 4. Eligibility All community patrollers registered with the Pretoria North CPF are eligible to serve as a member of the Crime Prevention Team. Members who wish to apply must do so using the application form (Annexure A). Potential members must a reasonable background in security related activities. This may include but is not limited to
2 Date of issue: 5 April 2016 Issue no: 1 Pages: 2 of 5 certification as a security officer, prior experience in the SAPS or other law enforcement agencies, prior or current experience in specialised military units. Prior involvement in community patrol activities and informal training will be taken into consideration on an ad hoc basis. Where appropriate, patrollers with specialised skills such as medical training may be admitted to the task team to fulfil specific roles within the team. Selection of suitable candidates is at the sole discretion of the SAPS Crime Prevention Officer and the Chairperson of the CPF Executive Committee. 5. Indemnity Members who participate in the activities of the Crime Prevention Team to so voluntarily and: In his or her personal capacity; At his or her own cost; On his or her own responsibility and accountability; With the risk associated with those tasks; and cannot hold the CPF liable for any loss to life or property, for any expense incurred, or for any damage sustained arising from taking part in any CPF task team related activities. All member will be required to sign a Code of Conduct and all relevant indemnity forms. Any member who contravenes the code of conduct will be subject to a disciplinary enquiry in accordance with the CPF Disciplinary Procedure (DCN: CPF/SOP/DP 2016). Team members may carry firearms and other weapons, but these must be handled according to the relevant legislation and regulations, especially the Firearms Control Act, 60 of CPF task team are not to divulge confidential CPF or law enforcement information to the public, other patrollers or use such information for personal gain or agenda. All members of the team will be require to sign confidentiality clause as agreed by CPF Chairperson and SAPS Crime Prevention Officer. Members of the team are not entitled to demand that the CPF or another patroller or CPF member undertakes a specific function or respond to a request associated with the functions of the CPF or SAPS crime prevention Pretoria North. 6. Operational guidelines The Crime Prevention Team will function under the direct control of the CPF Executive Committee and report to the chairperson of the committee. During operations, the team will function under the command of the Crime Prevention officer or his/or delegate.
3 Date of issue: 5 April 2016 Issue no: 1 Pages: 3 of 5 The team my not operate with any other law enforcement entity, including other SAPS units without the written consent of Crime Prevention officer and the chairperson of the CPF. Such operations will be approved as outlined in Operational Plan Template (DCN: CPF/TEMP/OPT 2015). Members of the team will be required to report for duty at the Pretoria North police station and sign on duty using the Operations Duty Register (Annexure B) and to inform the CPF radio controller and/or patrol coordinator of the sector of operations that they have reported on duty. However, sensitive information relating to planned operation may not be divulged to the public or general patrollers. The designated CPT coordinator will be responsible for completing all sections of Operations Duty Register at the end of an operation and to submit the report to the chairperson of the CPF within 7 days of the operation. A copy of the register will be kept on file in the office of the Crime Prevention Officer. 7. Crime Prevention Team Code of Conduct Members of the team is expected to: Become the eyes and ears of SAPS Crime prevention unit Confirm and adhere to instructions issued by the SAPS Crime Prevention Officer and the CPF Chairperson. Report on duty in terms of agreed procedures and at agreed controlling body Check communications and all resources before departing on crime prevention activities Be aware of and record any information shared during any team briefing session: (Keep record) Suspicious persons Vehicles as discussed during briefing session Residence where people are doing illegal activities as discussed during briefing session List of Saps Crime prevention members, SAPS members other sector patrollers on duty. All emergency numbers applicable as discussed. Wear bulletproof vest/jacket (if available or when instructed to do so) Wear an approved reflected jacket as prescribed by the CPF during general patrols executed by the task team. Display approved decals (Magnet plates on vehicle, CPF ID cards on person) Note all information during any team activity or incident for recordkeeping: Names, time & date to whom were involved during the incident and document. Pocket books need to be inspected by Crime prevention Officer and regularly updated and stored for at least two years, in case court cases originate. No patroller should act or perform any duties or take any actions without the consent of the controlling body (CPF chairperson or Crime prevention officer).

Keep a safe distance in a situation from suspects unless Crime prevention officer give command for assistance Pay attention to firearms displayed by suspects and inform crime prevention members long gun or handgun Observe suspicious persons for a while before you request assistance Supply particulars of a suspicious vehicles: registration number, colour and description for clearance to Crime prevention unit Report any incident or any occurrence you regarded as important Use spotlights according to own discretion, do not blind people and drivers of vehicles unnecessary the use of spotlights comforts the community with the knowledge that patrols are active or task team doing an operation Drive slowly to ensure effective observation. Book off duty when done with task team activities and provide a report of your activities. Identification lamps may be fitted to vehicles but only be used when instructed by the Crime Prevention Officer or CPF chairperson. The lights include red, amber and white lamps as defined in the relevant legislation. Members of the team may not: Disobey any of the traffic laws, such as operating any vehicle in a manner that jeopardizes any bodies safety by exceeding speed limits in emergencies or operations Be under the influence of liquor, intoxicating substances or strong medication whilst on duty Drive any Vehicle without a valid driver s license Refuse to carry out instructions of the Team Commander. Pursue another vehicle or a person fleeing from a crime scene unless instructed to do so and by doing it with caution and within the law Confront a suspect or attempt to make an arrest without the presence of a Crime prevention officer (Unless it s a citizen s arrest- CPA) Citizens or CPF members who respond to emergencies or carry out a citizen arrest are expected to follow the correct procedures according to the CPA. Enter a crime scene without consent of owner or instructed to do so by Crime Prevention Officer according to set rules. Confront any member of the public or suspects at any stage Assault any member of the public or suspects during any task team operations or assault a suspects on the scene or at the SAPS station after apprehension Perform law enforcement in the absence of a Crime Prevention Officer or outside any team operations
5 Date of issue: 5 April 2016 Issue no: 1 Pages: 5 of 5 Stop and search anyone person, premises or vehicle unless requested to do so by a Crime Prevention Officer Intentionally disregard the constitution and direction provided by the Team Commander and CPF. Act on behalf of a third party and/or persons who seek to disrupt the activities of the Sectors, or prevent them from fulfilling their set objectives Act in a manner that disrupts the activities, programs and projects of the Task Team. Commit theft, fraud, insults or use of inappropriate language against members and the community. Participate in any adverse conduct, act or omission, any form of publication, utterances or any other matter which potentially has the effect of bringing the Pretoria North CPF into disrepute. Carry out any functions of the Crime Prevention Officers at any given time unless requested to assist Misuse of property of the Pretoria North CPF or SAPS Use a blue light when on duty. Blue lights (either alone or in combination with amber and red lamps) may only be fitted to police vehicles which are operated by police members or members from the EMPD, traffic officers and members of the SANDF Military Police. Transport suspects arrested to the nearest police station. Take statements from witnesses or suspects Confiscate any item or seize any property. The Crime Prevention Officer may request safe keeping of items for a short period until operations are completed. All items in the possession of a member under these circumstances must be handed over the Crime Prevention officer before the end of the shift. Perform crime prevention operations with children under eighteen years of age. Place yourself or your fellow CPF task team members or any of the SAPS Crime Prevention Officers in danger or CPF patrollers or acting in a manner that exposes members to a dangerous environment or criminals Search, vacant buildings, long grass or veld without authorisation from Crime Prevention Officer Disclose confidential information to the public, individuals or institutions without prior, written consent of the Team Commander or CPF Chairperson Falsify or embellish information relating to incidents during any Crime Prevention operation or during any CPF activities Take photos or video material during or after any Crime Prevention operation and that will include: Person Vehicle Crime scene Any evidence
6 Date of issue: 5 April 2016 Issue no: 1 Pages: 6 of 5 In anyway alter a crime scene or place additional evidence on a person or at any scene Us members of the Team to promote personal financial gain. Use the Team to advance personal and political interests. Refuse to execute tasks enabling the Pretoria North CPF to function efficiently and effectively. 8. Termination of membership Membership to the Crime Prevention Team will terminate if: The Crime Prevention Officer and/or the Chairperson of the CPF has, within reason, deemed the actions of a member to be inappropriate or in contradiction to the aim and mission of the team. A member is found guilty of Misconduct or contravention of the Code of Conduct in terms of the Disciplinary Procedure of the CPF. A member submits his/her resignation in writing to the Chairperson of the CPF. The Crime Prevention Team is dissolved by the Executive Committee of the CPF. Member will cease and desist with immediate effect from any actions or activities previously performed as a member of the team should any of the any of the point listed above apply. * * * * * *
