2 Words from Acting CEO, Ken Brickman Fiscal year 2008 saw tough times in our state and country, but through it all, the Iowa Lottery remained a valuable source of revenues for state programs that benefit all Iowans. Strong sales of instant-scratch and Powerball tickets helped the Iowa Lottery raise more than $56 million for state programs in fiscal year However, record-high fuel prices and a weakened U.S. economy along with widespread storm damage and flooding dampened lottery sales in the final months of the period. Iowans have met and overcome adversity in the past and this year was no different. In recent months, Iowans have had to make tough, real-world decisions while they battled to save their families, homes and communities from weather-related disasters. Our concerns remain with the multitude of people whose lives have been affected by this year s devastation. We will continue to do our best to raise money for state programs and in that way help Iowa recover from these hardships. The economic and weather-related hardships that impacted our state also impacted sales in Iowa s Million Dollar Raffle, the lottery s first cash-raffle game. At the same time that raffle sales began in April, parts of eastern Iowa began to experience flooding. That was followed by tornadoes and more flooding. More than 71,000 of the 120,000 $20 tickets available in the cash raffle game were sold, allowing the lottery to cover the cost of the game s prizes and clear some funds beyond that. But raffle sales did not meet the lottery s initial expectations. We will continue to investigate new game ideas to offer a variety of products to our players. Variety is a cornerstone of the entertainment we offer and that will continue to be our focus to ensure strong lottery profits for the programs that benefit all Iowans. On a more positive note during this fiscal year, the Lottery s Set For Life instant scratch game produced four $1 million winners, and the $500,000 top-prize winners of both second-chance drawings in the Midwest Millions instant-scratch game bought their tickets in Iowa. Iowa s veterans won, too. In March, Gov. Chet Culver signed legislation dedicating some lottery revenues to the Iowa Veterans Trust Fund. House File 2359 authorizes the Iowa Lottery to create two new instant-scratch and two additional pull-tab games each year, with profits generated from those games dedicated to the Iowa Veterans Trust Fund, which benefits veterans and their families. The lottery s first games to benefit the Trust Fund begin sales in July. Stars & Stripes, a $1 game, is the first instant-scratch game dedicated to veterans causes. It has a red, white and blue theme. All American is the first pull-tab game dedicated to the cause. Its $1 tickets feature artwork of several patriotic symbols including the liberty bell, Statue of Liberty and Uncle Sam. Everyone can have fun playing these games and know that the money generated from the sale of tickets is going to the Iowa Veterans Trust Fund. We have great expectations for the Iowa Lottery in the coming year and we know our players share our enthusiasm. We will continue to responsibly raise proceeds for the programs that benefit all Iowans. 2

3 Words from Board Chairperson, Mary Junge It s been an honor for me to chair the Iowa Lottery Board in the past fiscal year. We dealt with several important issues during that time. At the start of the fiscal year, Iowa Lottery CEO Dr. Ed Stanek announced that he would retire as of Oct. 31. Ed s tenure with the Iowa Lottery began at its start-up in 1985 and continued for the next 23 years. Under Ed s command, the Iowa Lottery developed into one of the most respected and innovative lotteries in the nation. The Board and I wish Ed well in retirement and thank him for his expert leadership during his years at the Iowa Lottery. The Board approved implementation of enhanced security procedures requiring that any lottery ticket in Iowa be signed before it can be checked or cashed. The Lottery also began to issue receipts for both the player and retailer showing the results of each ticket that is checked or cashed. The Lottery worked hard during the year to make sure players and retailers were familiar with the new rule, and both groups have been very cooperative in abiding by it. The Lottery issued a Request for Proposals for both its scratch and pull-tab printing contracts this fiscal year. Scientific Games of Alpharetta, Ga., and Pollard Banknote of Winnipeg, Manitoba, Canada, were approved by the Board to be given contracts to print scratch tickets. Also, the Lottery exercised the final one-year option to extend its lotto gaming system contract with Scientific Games through June 30, American Games of Council Bluffs was approved as the lottery s pull-tab ticket printer. The Board also voted to extend the Lottery s advertising service contracts with Integer Group Midwest and Strategic America, both of which operate in the Des Moines area. The Board approved the Iowa s Million Dollar Raffle game concept, plus an amendment to the retailer bonus system to allow those retailers that sold first- and second-prizewinning tickets to receive bonuses of $1,000 and $100 respectively. All Board members were pleased to hear of the adoption of legislation directing the Lottery to issue games in support of veterans causes, with proceeds going to the Iowa Veterans Fund. We said goodbye to Tim Clausen, who left the Iowa Lottery Board after eight years. We thank Tim for his leadership and guidance on a number of high-profile issues during his time on the Board. We also welcomed Brad Schroeder, an attorney from Pleasant Hill, who began his term on the Board in May. In a year when Iowans faced widespread weather-related hardships, the Board was proud to oversee the Lottery efforts that raised more than $56 million for state programs. Kimberly Edwards of rural Pleasant Hill claimed the $1 million top prize in the Iowa Lottery s first cash raffle game in June. She said she had two-wheeled transportation in mind for part of her winnings in Iowa s Million Dollar Raffle. I m going to get a bigger Harley! Edwards said with a laugh as she claimed her prize at lottery headquarters in Des Moines. Edwards said she already has a Harley Davidson motorcycle, but has been eyeing a new bike. It just might have my name on it. We ll see! she said. Edwards, who works as a utility operator on a natural gas repair crew for MidAmerican Energy, said her husband, Steve, also just bought a new motorcycle, so they can have fun riding. She also plans to do some financial planning, but did not have anything specific in mind. The winning numbers in Iowa s Million Dollar Raffle were drawn June 17. The lottery selected Edwards ticket bearing the number as the winner of the game s top prize of $1 million. Edwards said she bought just two tickets in the game. She purchased the winning ticket at Kum & Go, 620 S. Downey in West Branch, when she and her husband stopped to buy gasoline while on their way to a weekend getaway in Chicago. John Warner of Polk City claimed the game s second prize of $100,000. He bought his ticket at Kum & Go, 303 W. Broadway, Polk City. Warner, who works as an electrician for the U.S. Department of Agriculture in Ames, was calm but happy when he claimed his prize. He said he didn t claim the prize right away because he left for a fishing trip with his sons in Wisconsin. The Kum & Go locations that sold the game s top two prizes received bonuses from the lottery for selling those tickets. The West Branch store received a $1,000 bonus while the Polk City store received a $100 bonus. Sales began April 13, 2008, in the raffle game and continued through June 14 via the lottery s sales and validations terminals in retail locations across the state. Each $20 raffle ticket was printed with a unique number. In addition to the first and second prizes, 10 Iowa s Million Dollar Raffle players won $5,000 prizes and 100 players numbers were worth $500. The Lottery sold more than 71,000 tickets in the game.

Players can win up to $1 million on the Set For Life scratch ticket, which sells for $20. The $1 million grand prize is paid as an annuity at the rate of $40,000 per year for a period of 25 years for a total of $1 million, or the winner may choose to receive a lump sum of $650,000 in cash in lieu of the annuity. 'Deal Or No Deal'' Second Chance Offers $1 Million Prize Several second-chance drawings are being held in conjunction with the Iowa Lottery s Deal Or No Deal scratch game. Players have been entering their nonwinning tickets via the lottery s Web site since the game s debut in October 2007 to be eligible for the drawings. In February 2008 the Iowa Lottery held its first Deal or No Deal secondchance drawing for a trip for four to Hollywood. Joyce Eitel of Newton, Marlene Henning of Leland and Melissa Sidney of Shenandoah each won a trip valued at over $13,500. In Hollywood in April these winners participated in a drawing for cash prizes and attended a taping of the Deal or No Deal television show. They also had a chance to be chosen to be on a non-broadcast version of the show. Henning won $15,000 cash, Sidney won $25,000 cash and Eitel was chosen to participate in a non-broadcast show and won $100,000 total. In August, three Iowa Lottery players entries will be drawn as semifinalists for the final $1 million drawing. In September, one player s name will be drawn from all the semifinalists of the participating state lotteries in this promotion as the winner of the $1 million.

6 Iowa Tickets Lucky for Midwest Millions Winners! Midwest Millions was the first instant-scratch game to be sold jointly by two U.S. lotteries. The Kansas and Iowa lotteries began selling the game in September Players in both states bought tickets and competed for prizes as part of an effort to test the Powerball concept that has proven so successful in lotto games. The Kansas and Iowa Lotteries worked together to hold two secondchance drawings in conjunction with the ticket, each with a top prize of $500,000. A railroad worker who bought a Midwest Millions instant-scratch ticket while working in southwest Iowa claimed the grand prize of $500,000 in the game s first drawing. Ralph Kuwamoto, 50, of Lincoln, Neb., joked that while he always thought he would win the lottery someday, he assumed it would happen in Nebraska. I figured I d be standing in Lincoln (at the Nebraska Lottery). But this is a good moment! he said. I ll take it. Kuwamoto bought his winning-entry ticket at Eddy s, 1200 Locust St. in Glenwood. Stephen Zabel, 55, of Conesville made plans with his wife to buy a new recreational vehicle and do some traveling after he claimed the grand prize of $500,000 in the final drawing of the Midwest Millions lottery game. Zabel joked that he s become a lucky charm in his town, a community of about 500 in Muscatine County. Everybody keeps rubbing my shoulder for luck, he said with a laugh. Word keeps spreading all the time and now it s been in the paper and everything. I had a lot of people if I m outside, they drive by and honk the horn and wave. Zabel and his wife, Diana, both work at Tyson Fresh Meats, a pork-processing plant in Columbus Junction. Zabel s entry was drawn on April 18, 2008, by officials of the Kansas and Iowa lotteries in downtown Des Moines. Fifty winners of $1,000 prizes also were selected in each drawing. 7 Iowa Veterans Will Win With New Veterans Tickets Governor Chet Culver signed into law in March 2008 a proposal authorizing new lottery games to strengthen the Iowa Veterans Trust Fund. The governor was joined by state legislators, government officials and veterans from around the state as he signed House File 2359 during a ceremony at the State Capitol. House File 2359 authorizes the Iowa Lottery to create two new instant-scratch and two additional pull-tab games each year. Profits generated from those games will be dedicated to the Iowa Veterans Trust Fund. The lottery s first games to benefit the Trust Fund will be available starting in July. Stars & Stripes, a $1 game, will be the first instant-scratch game dedicated to veterans causes. It will have a red, white and blue theme and will begin sales on July 14. All American will be the first pull-tab game dedicated to the cause. The $1 tickets will begin sales July 21 and will feature artwork of several patriotic symbols including the liberty bell, Statue of Liberty, Uncle Sam and the U.S. flag. Players Win Extra Cash With Power Play 10X In April 2008 Powerball players got more bang for their buck playing Powerball with a chance to win 10 times their prize by choosing the Power Play! During the promotion period, one of the four 5 s on the Power Play wheel was substituted with a 10. If the number 10 was drawn during a Power Play drawing, all Power Play prizes were multiplied by 10 for eligible players who purchased the Power Play option. That means, if a player won the $200,000 second-tier prize with the Power Play on their ticket and the 10 came up on the Power Play wheel, they d win $2 million! Jackpot prizes are not eligible for Power Play. During this year s promotion the 10 came up on the wheel in two drawings, and Iowa Lottery players won $404,580 when they multiplied their prize by 10 with the Power Play. One player multiplied a $10,000 prize to $100,000! 8

8 Hot Lotto Sizzler Welcomed With Basketball Ticket Giveaway Players who tried the new Hot Lotto Sizzler feature in January 2008 had the chance to win a trip to Kansas City to watch some exciting basketball games! Russell Wright of Stuart won a trip to see the men s Conference Basketball Tournament and Gerald McCarthy of Moline, Ill., won a trip to see the women s Conference Basketball Tournament - both were in Kansas City in March The men s trip package included: four tickets for all tournament games, four nights hotel accommodations, $250 travel allowance and $500 cash (valued at over $2,850); the women s trip package included: four tickets for all tournament games, five nights hotel accommodations, $250 travel allowance and $500 cash (valued at over $1,900). Players entered the Cyclone Sizzler promotion via the lottery s Web site with a nonwinning Hot Lotto Sizzler ticket. The Hot Lotto Sizzler is a multiplier feature in the Hot Lotto game that enables players to triple any non-jackpot prize for an extra $1 per play. It was added to the Hot Lotto game in January. 'Set For Life' Could Be Ticket to New Hybrid SUV One lucky Iowa Lottery player will be making fewer trips to the gas pump driving a brand new 2008 fourwheel drive Chevy Tahoe Hybrid that is the top prize in an Iowa Lottery promotion. The Tahoe Hybrid was named Green Car of the Year by the Green Car Journal. The Set of Wheels promotion began May 23, Players may enter the Set of Wheels second-chance drawing with the serial number from a nonwinning Set For Life scratch ticket from the Iowa Lottery through its Web site at Entries will be accepted through July 13. A drawing will be held for eight semifinalists who will participate in a final reverse drawing event on Aug. 7 at the Iowa State Fair, where one of them will win the Chevy Tahoe Hybrid! The prize package is valued at more than $79,000, including withholding taxes paid.

9 How More Than $1 Billion In Profits Have Helped Iowa $170,318,439 Iowa Plan The Iowa Plan was a long-term economic development program. The Iowa Plan was divided into four basic areas: a Jobs Now program designed to put people to work; government construction programs; community and economic betterment; and educational and agricultural research. Lottery profits were dedicated to the Iowa Plan from fiscal year 1986 through fiscal year $35,894,355 CLEAN Fund The CLEAN Fund stood for Committing the Lottery to Environment, Agriculture and Natural Resources. The program dedicated money to environmental and cultural causes. Lottery profits were dedicated to the CLEAN Fund during fiscal year $895,703,116 General Fund Within the state budget, the general fund provides money to a variety of vital projects in Iowa. Some of the programs that receive money from the general fund include education, natural resources, health and family services and public safety. The Governor and the Iowa Legislature allocate money from the general fund based on where they believe those funds are needed most. Since 1992, a majority of Iowa Lottery proceeds have been directed to the General Fund. $14,513,071 Iowa Gamblers Treatment Fund The Iowa Lottery is committed to responsible play and helping to address the issue of compulsive gambling. The state Gambling Treatment Program provides treatment, counseling and outreach programs as well as the BETSOFF helpline. A portion of lottery profits are dedicated to the Gambling Treatment Program each year. $13,773,572 Special Appropriations A portion of lottery profits have been earmarked for specific purposes within the state budget. 10 Lottery Raises More Than $56 Million For State in FY '08 Strong sales of instant-scratch and Powerball tickets helped the Iowa Lottery raise more than $56 million for state programs in its latest financial year, but record-high fuel prices along with widespread storm damage and flooding dampened lottery sales in the final months of the period. Lottery sales totaled $249.2 million in fiscal year That mark is the highest combined sales total for lotto, instant-scratch and pull-tab games since the lottery s start in 1985 and is a 6 percent increase from FY 2007 s lottery sales total of $235 million. The lottery raised more than $56.5 million in profits for state programs during FY 2008, down about 2.8 percent from the lottery s profits total in the year before. A large portion of lottery profits in its latest fiscal year came from instant-scratch games, which have smaller profit margins than lotto games. Lotto games had accounted for a greater percentage of lottery sales in FY 2007 than in FY 2008, resulting in higher profits in the earlier period. Sales of instant-scratch tickets rose 10 percent to a record $137.9 million in FY The lottery s previous record for instant-scratch sales had been set in FY 2007, when $125.1 million in scratch tickets were sold. Powerball sales continued at a strong rate in the lottery s latest year, increasing 3.6 percent to a total of $63.8 million. Hot Lotto sales, however, fell nearly 19 percent to $11.7 million for the year. Sales in Hot Lotto had been driven in FY 2007 by a $19.97 million jackpot, the largest ever offered in the game since its start in That jackpot was claimed February 2007 by John Hall, a small-business owner from Indianola. Sales of pull-tab tickets, another big sales category for the lottery, rose 1.7 percent to $21.4 million for FY Record fuel prices and storm and flood damage across much of the state also impacted lottery sales in the final months of FY Driven by strong performances from Powerball and instant-scratch tickets, lottery sales had jumped out to an 18 percent lead over the previous year s total by early September. But as the fiscal year continued, the pace of lottery sales slackened, particularly in June, when more than 80 of the state s counties had been declared disaster areas and the average price of mid-grade ethanol-blended gasoline had risen to $3.86 in Iowa. Five of the lottery s products, including the Powerball and Hot Lotto games, saw sales decreases in June compared to the same month a year earlier. The weather extremes and spiking fuel prices in particular impacted sales in Iowa s Million Dollar Raffle, the lottery s first cash-raffle game.
