2 MESSAGE FROM THE PRESIDENT OF THE BOARD OF DIRECTORS AND THE EXECUTIVE DIRECTOR For the past several months, there has been much talk about the new government wanting to present a bill which restructures the health institutions within a difficult budgetary context. Over the summer, the bill was submitted and it proved to be more extensive than we had expected. In Montreal, there will be five groups of institutions that will be called CISSS (centres intégrés de santé et de services sociaux) as well as four institutions which, for the moment, will remain autonomous. In all other Quebec regions, there will likely be one CISSS and the Agences de la santé et des services sociaux will be abolished. This year, we are investing in an initiative on organizational climate in order to support our staff in this period of significant change that is at our doors. Client services will be maintained to the greatest extent possible, but we cannot predict with any sort of precision, what the ministerial priorities will be in the coming years. Whatever the orientations will be, we remain focused on client services and believe that we have the potential to become the best CISSS in Montreal. We will approach this transformation with the hope that it will create a better continuum of services for the public. At CSSS Cavendish, we will go through a phase of consolidating our missions and teams, as we have completed the third wave of integrations (first the two CLSCs, Richardson Hospital and the Henri-Bradet Residential Centre, then the Father-Dowd, St-Margaret and St-Andrew Residential Centres, and finally, Catherine-Booth Hospital). The duration of this period will probably be short, because if the bill is adopted according to the proposed timeline, as of April 1, 2015, we will be part of the CISSS du Centre-Ouest de l Île-de-Montréal along with other short-term, long-term and rehabilitation institutions. 7 ADDRESSING YOUR CONCERNS T he satisfaction of our clientele is one of our main priorities. However, there are times when some clients feel that they did not receive the services required or expected. A mechanism is in place to enable them to discuss their concerns with the staff or head of the service involved or to file a complaint with the Local Service Quality and Complaints Commissioner. In , the Complaints Commissioner treated 198 complaints concerning 168 different people, and seven complaints were referred to the medical examiner. Formal complaint files were opened for 58 cases, 81 were treated as requests for assistance, 11 were treated as interventions and 11 were treated as consultations. Treatment of the complaints led to 83 recommendations, of which 40 were individual in scope and 43 were collective in scope. Reasons for complaints: 46 concerned accessibility, 6 concerned rights, 29 concerned organization of the environment, 82 concerned care and services, 27 concerned interpersonal relations, 5 concerned financial services.
