3 About Maharashtra Area 308,000 sq. km. Population million (There are only 10 countries in the world having more population than Maharashtra) Economically advanced having highest Gross State Domestic Product and second highest per capita income among major states

4 About Maharashtra Mumbai which is the international economic center and financial capital of the country is the State s capital There are 35 districts, population ranges from to 11 million in Thane District to merely 0.8 million in Nandurbar district Geographical diversity coast line, hills, plateau

5 About Maharashtra Disparities (social, regional, gender) Income Highest per capita income (Rs. 151,608) to as low as (Rs. 46, 156 i.e. less than one third of the highest one) Health IMR (highest in Nandurbar district (75) and lowest in Kolhapur district (13) Education 13 blocks (sub-district) having female literacy lower than national average Social 70 kms. Away from Mumbai is a tribal pocket with low levels of attainments.

6 State HDR As per India HDR, 2011, Maharashtra ranks 3 rd among the major States in the country with HDI value The first HDR of Maharashtra State was published in 2002 According to this report, the average HDI of all the districts in the State was 0.58 HDI of 25 districts in the State was below State HDI (0.58)

7 State HDR After 10 years the Govt. has taken an initiative to prepare new SHDR in 2012; this will be released in the next one month (already gone for printing) Accordingly Yashada, the Apex Training Institute of the State is nominated as a nodal agency to prepare SHDR The draft report is prepared by Yashada, after having a series of consultations, workshops, seminars on various issues of HD

8 State HDR to HD outcomes UNDP has given a technical support in preparation of this SHDR As per the first SHDR, large scale variations were observed among the districts within the State The Tata Institute of Social Sciences was given a special study of the Bottom HDI districts

9 State HDR to HD outcomes Accordingly, 25 blocks of 12 districts (having very low HDI i.e. below 0.43) were identified In these 25 blocks special schemes related to HD were implemented with a special focus to improve HDI of these districts The Govt. of Maharashtra has established Manav Vikas Mission for implementation of these schemes

10 State HDR to HD outcomes During 4 years span of , the Govt. has spent more than Rs. 2.3 billion for implementation of these schemes Apart from this govt. is implementing vaious HD based schemes to improve the overall HDI of the State During , the Govt. has decided a formula for distribution of District Plan Funds in which, 20 per cent weightage is given to HDI of that district (Total District Plan funds are about Rs. 52 billion)

11 State HDR to HD outcomes A special emphasis is given on Human Development oriented schemes in the guidelines of Preparation of District and State Annual Plan Simultaneously, the State is also investing heavily in Capacity development Strengthening statistical system to ensure availability of block level data

12 State HDR to HD outcomes Six blocks (talukas) from six regions were selected in to implement Bottom-up Planning approach on the basis HD needs in those blocks These six blocks (sub-districts) are Mhasala, Chandgad, Akkalkua, Mukhed, Dharani and Jiwati

13 State HDR to HD outcomes The study of Bottom of Planning process is given to Yashada This perspective plan is being prepared by considering the basic needs of each & every village for next 10 years and priorotise them This would be road map for future process of district planning thereby ensuring that district plans have HD focus and budget allocation at that level is accordingly done.

14 State HDR to HD outcomes In , the Govt. has taken a decision to widen the scope of Human Development Programme by considering Taluka instead of District as a unit for development Accordingly, 125 most backward Talukas were selected from 22 districts of the state on the basis of following 2 criteria; Percentage of Rural Female Literacy (As per Census, 2001) Percentage of Rural BPL Families (As per BPL Census, 2002)

15 State HDR to HD outcomes 14 different schemes are being implemented in these selected 125 backward Talukas Budget of more than Rs. 3 billion is kept every year for this programme During Planning Commission has sanctioned One Time Central Assistance (OCTA) for Human Development Programme The Hon. CM has instructed to prepare new Five Year Plan i.e. 13 th FYP on the basis of SHDR
