4 CHAIRMAN S MESSAGE Welcome Members of Palliser Regional Municipal Services 2016, another year has come and gone. They are getting shorter. This year we have good news and bad news. The budget is out and we are looking for your acceptance, for the coming year. The staff has cut back expenses as much as they feel they can, and as a result the total requisition is quite comparable to last year although for some reason the formula was changed a few years ago and this budget is restored to the original formula. Some members went down while others did increase. If anyone has questions over the budget please ask. Palliser is working hard to catch up on projects that have not been completed over the last few years plus keeping up with this year s projects and I feel they are starting to win the race, but there is always more work to do. This brings up our next obligation. If the government s plan for passing the new MGA as amended this fall, goes ahead we all are going to have to complete IDP (Intermunicipal Development Plans) with all our neighbors, with naturally no funding from the government. Cynthia has prepared a chart, included in your package, showing the number of plans each of us need to complete. The costs and time needed to undertake these are something everyone will need to look into. We will have two years to get this done and many don t think it possible but we are hoping that a template can be developed for each municipality to display all shared services and agreements they have with different neighbors. This would save countless hours in the preparation of these plans. Permits are another conversation that needs to be addressed. We have signed a new contract with Superior but the cost are once again up. We will need to investigate exactly if and how much this will raise the costs of permits for the new year. It seems all costs never stay the same. Cynthia continues to show us what can be done to improve Palliser services. Her excellent leadership is showing what Palliser was meant to be. We truly believe Palliser is moving ahead and we can all be very proud. I would like to thank the board for upping their involvement in the operation of Palliser. Activity Review and Update: i) Safety Codes/Building Activity Linda Taylor, Palliser s Safety Codes Clerk provided an update of the permitting activity to date. The 2016 construction value and number of permits to date is down from last year with fewer large projects being undertaken this year. Linda encouraged the municipalities to refer to the E-site program through Municipal Affairs for the most up to date information available for tracking and scheduling permit related activities. ii) Planning, Subdivision & GIS/Mapping Activity Cynthia Cvik, Palliser s CEO reported on the upcoming MGA Bill 21 changes that are expected to be legislated, and the impact upon the member municipalities. Cynthia reminded the municipalities to inform Palliser of rezoning changes in order to keep the webmap as current as possible. She also reminded them that an RFP for Safety Code permitting services will be issued and as part of the process, we require that all of the municipal agreements are signed and returned to our office. 7. New Business Jason Buttals, Brownlee LLP Jason introduced himself and provided a power point presentation regarding municipal bylaw enforcement. Following the presentation he answered questions and offered to provide the power point to any one interested in having a copy for future information purposes. Page 11

17 CEO REPORT Hello PRMS Members and Representatives: Thank you all for taking the time to attend our Annual General Meeting! 2016 has proven to be an interesting year with many new opportunities and many new changes on the horizon! Although each community that forms part of Palliser Regional Municipal Services is unique, we must all function under the same set of rules and regulations as directed by the Province. This has always been challenging and will prove to be more so, over the next few years. Bill 21 - The Modernized Municipal Government Act is due to be approved in the Legislature prior to the next election in the fall of One of the most significant proposed changes to the Act relative to land use planning is the definition of a municipality s purpose. Bill 21 will amend the purpose of a municipality to ensure that if we are not part of a Growth Management Board, (Calgary and Edmonton environs), we are going to have to work collaboratively with neighboring municipalities to plan for growth; deliver services; and fund those services in the most economical manner possible. Once Bill 21 is enacted, each municipality will be required to: Establish Intermunicipal Collaboration Frameworks (ICF) within 2 years (Identify services provided; list shared services; and identify third party services related to transportation, water, wastewater, solid waste, emergency services and recreation services.) Adopt Intermunicipal Development Plans (IDP) within 5 years (The Plans must address transportation systems; programming and financing of infrastructure; intermunicipal programs related to the physical, social and economic development of the area; environmental issues; and all intermunicipal services and facilities.) Adopt Municipal Development Plans (MDP) within 3 years (All municipalities will now be required to have a MDP, even if there is a population of less than Identify future land use; growth patterns; shared infrastructure with other municipalities; schools; protection of agricultural land; and transportation systems.) Identify Planning and Development Policies (List policy documents that help Council s make decisions. These must be published on the municipality s website and must identify how they relate to the above noted statutory plans). As you can see, the preceding is a brief overview of what each of our member municipalities will need to plan for in the short-term future. Attached is a summary of each municipality s obligations relative to Intermunicipal Development Plans (IDP s) that will need to be researched, prepared and adopted within the next five (5) years. (As Municipal Development Plans show a greater level of detail than Intermunicipal Development Plans, they will have to be prepared after the adoption of the IDP s.) See page 30. Municipal Affairs has assured us that they will be preparing Regulations and a template for our use which should help in the preparation of the Intermunicipal Development Plans. However, the Regulations, which are the specific tool we will use, will not be adopted concurrently with the changes to the Act. This means that the new Municipal Government Act will tell us what we have to do, but not how to do it! As a region that already knows how to function in a collaborative manner, we have a great deal more work to do together! Palliser Regional Municipal Services is aware of the new obligations which will be required of our members and we are committed to ensuring that we continue to provide our core services in the timeliest and most efficient manner possible, in accordance with all Provincial mandates. We are here to help answer your questions and act with a regional perspective. 18 Subdivision in the Palliser Region Did You Know? Of the 26 member municipalities that form part of Palliser Regional Municipal Services, currently only two (2) municipalities retain their own Subdivision Approving Authority. Subdivisions are one of the most heavily regulated aspects of development from a Provincial perspective i.e. separation distances from agricultural operations; landfills; sour gas facilities; conformity with waste water regulations; water distribution systems; historical sites; and proximity to water bodies are all subject to other forms of Provincial legislation. Subdivisions must not only conform to Provincial regulations, they must also conform to all levels of Statutory Plans and Land Use Bylaws within any municipality. Subdivisions in PRMS are presented to Councils and Municipal Planning Commissions for their input and discussion. The responsibility to place conditions on subdivisions prior to receiving final approval is the legal obligation of PRMS. Historical Survey/Subdivision Facts The Dominion Land Survey (DLS) is the method used to divide most of Western Canada into one-square-mile (2.6 km 2 ) sections for agricultural and other purposes. It was initiated in 1871, by the Federal Government. It is the world's largest survey grid, laid down in a single integrated system. The survey was begun in 1871 and covered approximately 800,000 sq. kilometres (310,000 sq. miles). The Dominion Land Survey was enormous - around 178,000,000 acres (720,000 km 2 ) are estimated to have been subdivided into quarter sections; 27 million of which were surveyed by The amount of work undertaken between 1871 and 1930 is monumental given the technology and the resulting amount of paper work submitted: the maps, plans and memos transferred by the Canadian government to the provinces filled approximately 200 railway cars. This did not include the closed or dormant files which would be enough to fill 9000 filing cabinets, which would weigh approximately 227 tons! Page 18

19 2016 SUBDIVISION ACTIVITY Table 1 entitled Subdivision Applications by Municipality shows the total yearly subdivision activity for the previous seven years of 2009 to 2015 inclusive. The last column shows the total applications to the end of October of this current year, The numbers inside the brackets indicate the numbers of parcels or lots while the numbers in front represent the number of applications per municipality. To date PRMS has received 42 subdivision applications and of these applications there will be 82 lots or parcels created. In the preceding column for the year, 2015, the total yearly applications were 47 creating 70 parcels, meaning that only five more applications would be required to match last years total and 12 more parcels have already been applied for to date as compared for the whole total as of last year. This would indicate that the subdivision activity is pretty much in line with the numbers as last year and similar to the years 2010, 2011, 2013 and There are still two more months to go in this current calendar year for people to make applications and with past history showing that on average there could be another five to six applications received prior to years end which would bring this years total to 48 applications. This would make this years total number of applications very close to the eight year average as shown in Figure 1 where the average is 50 applications (33 Rural plus 17 Urban = 50 Total). Table III - Number of Lots per Classification by Municipality is a breakdown of the types of subdivisions being applied for, showing the number of parcels created per municipality by classification. Urban Residential type parcels (28) are the most frequent being created which is generally typical of most years and then followed by Country Residential (24) and Farmstead Separations (13). These are followed by Agricultural properties (8) being created, then Commercial (4), Industrial (3) and finally Public/ Recreational (2) lots. Eleven of the twenty-eight or 39% of the communities serviced by Palliser Regional Municipal Services have experienced subdivision activity so far to date which is an increase of three over last year and identical to 2013 and Of the four rural member communities, Starland has nine applications, followed by the Special Areas with five, and then M.D. of Acadia No. 34 and County of Paintearth; each with three applications. The M.D. of Provost, a non-member, has 10 applications as shown in Table 1I Subdivision Applications by Municipality to October 31, an increase of four applications compared to this time last year, and a total of 24% of the subdivision activity. The Town of Drumheller currently has seven applications, three more than it had last year, while the Villages of Acme, Carbon, Consort, Hussar and Linden each have one application each. Page 19

25 GIS / WEBMAP ACTIVITY The GIS Department of Palliser Regional Municipal Services continues to be very busy and has undertaken several projects to assist our membership in accessing and working with spatial data. Our main focus is to provide a means for our member municipalities to access, store and retrieve their data, in order to aid in municipal planning and decision making processes. Webmap Upgrades As you all know, earlier this year Palliser applied for an Alberta Community Partnership Grant. This grant was to be used for the development of new tools on the webmap that were identified as high priorities by our membership. Unfortunately this grant was not approved. However, thanks to financial contributions from several of our members we were able to fund a modified version of this project. These upgrades completely transform the way the webmap works with supplemental documents. Asset attached documentation now has the ability to be edited within the online environment, and is more easily accessed and retrieved. Based on a request from several of our members, we have also created a way where shapes and edits that a user draws onto the webmap can be saved for future use. Finally, we have made improvements to the cemetery layer and have now added a cemetery search function and are actively working with several municipalities to more fully populate this layer. All of these upgrades are now complete and are live on the webmap. Palliser would like to thank all the municipalities who contributed funds to make these upgrades possible. Webmap Training With the new webmap upgrades, we are now focusing on training. So far we have visited several of our members and have provided training, not only on the new webmap features, but also for the webmap in general. We will be making our way through the entire membership over the coming months. If you would like to book your training session, please call the office. Infrastructure Mapping As the new webmap upgrades apply directly to infrastructure, we have been actively working towards improving this layer in each of our municipalities. When the webmap was created we used the best infrastructure layers we had available. In many cases these layers are fairly accurate, however changes and upgrades that have occurred more recently may not be reflected in the dataset. We have been working with engineering firms such as MPE to consolidate all of our records and fill in the gaps that exist in each of our datasets. The result is a master infrastructure dataset that is verified and accurate and will be very useful when used in conjunction with the new webmap features. 26 GIS / WEBMAP ACTIVITY UAV Flights At the beginning of this year and early into the summer, Palliser was quite busy with UAV flights. These flights have slowed down as we prepare to enter the winter season. If there are any remaining gravel pits or stock piles that members would like to have surveyed, please let the office know immediately so we can schedule your flight in the coming Alberta Municipal Data Sharing Partnership (AMDSP) Another major project that has been undertaken this year is modifying the data for each of our members to match the new AMDSP specification. The first few municipalities proved to be quite difficult as we worked through numerous errors in developing a usable process. Now that we have completed several municipalities, the work is progressing at a faster rate. This information will assist Emergency Service vehicles to respond to emergencies in our local area, by having the civic or rural address system layered overtop of an accurate local road network, with prominent points of interest delineated. This process has also offered us the opportunity to spend some time and clean up other base mapping features for our members. Assessment Data A major function of our webmap is the ability for a user to see their assessment data and compare that data with similar properties within a municipality. This year, with working with several assessors, we are just now getting the final assessment data for submission to the webmap. While this information is still valuable, it would be more useable to have this data earlier in the year where it will be more relevant. Next year, we would like to request assistance from our membership to help us work with your assessor, to get this information in a more timely fashion. General Mapping General mapping requests are a large portion of the work undertaken by our GIS Staff. This work includes the production of paper wall maps, subdivision mapping, data conversion, and setting up systems for data capture such as weed mapping, or bridge culvert inspections. 27 2017 BUDGET AND REQUISITION CALCULATIONS Population Requisition Budget Information The Master Agreements that were signed by all of the member municipalities in 1995, each contained an appendix, which identified the funding formula to be utilized in determining the requisition figures for each municipality. The formula combines requisitions based on 50% of the requisition being derived from a percentage of the regional population and 50% of the requisition based on an equalized assessment calculation. 50% of total Municipal Requisition x % Municipal Population of total Regional Population = Requisition Equalized Assessment Requisition Mill Rate* x Municipal Equalized Assessment = Requisition *How the Mill Rate is Calculated Urban Calculation 50% Municipal Requisition x % total Urban Requisition = V (variable) V x 1000* total urban equalized = Mill Rate Rural Calculation 50% Municipal Requisitions x % total Rural Requisition = V (variable) V x 1000* total rural equalized = Mill Rate The 2017 proposed budget Equalized Assessment numbers that were used in the formula are based on the Municipal Affairs release of Equalized Assessments for 2016*. The 2017 proposed budget Population numbers that are used in the formula are based on Municipal Affairs population numbers for each community in 2015*. The original formula breakdown of 50% Equalized Assessment and 50% Per Capita was used. A $500,000 base requisition amount was used, which has been incorporated for the previous two years, (this also forms part of the formula). A 50% urban, 50% rural split was used in the formula. *These are the most recent numbers that the Province has to provide. Palliser Regional Municipal Services Board The draft budget was presented to the Board on October 19, The budget was accepted as presented, with a motion made to proceed to the Annual General Meeting utilizing the original formula to calculate requisitions from the Palliser Regional Municipal Services member municipalities.
