Summary: The Executive Director of the Illinois Board of Higher Education, with the concurrence of the Chairperson, is authorized to employ and fix the compensation of such professional, clerical, and other staff (including consultants) as deemed necessary within the respective classifications and salary ranges as set by the Board. Salary ranges to be utilized for civil service personnel are subject to approval by the Universities Civil Service System. Action Requested: That the Illinois Board of Higher Education approve the staff salary ranges as set forth in this item. 57

3 Item #C-10 September 25, 2012 STATE OF ILLINOIS BOARD OF HIGHER EDUCATION STAFF SALARY RANGES The following salary ranges for staff of the Illinois Board of Higher Education were adopted at the December 9, 2008 meeting: December 2008 Exempt Staff Current Salary Ranges Executive Director Set by the Board Executive Deputy Director $105,000 - $130,000 Deputy Director $100,000 - $125,000 Senior Associate Director $ 80,000 - $105,000 Associate Director $ 65,000 - $ 98,000 Assistant Director $ 40,000 - $ 75,000 Research Associate $ 28,000 - $ 50,000 Research Assistant $ 16,000 - $ 29,000 State University Civil Service Staff Current Salary Ranges Secretary IV $ 28,000 - $ 47,000 Secretary III $ 22,000 - $ 37,000 Duplicating Machine Operator I $ 19,000 - $ 38,000 Clerical Assistant $ 21,600 - $ 30,000 Each year the State Higher Education Executive Officers (SHEEO) surveys SHEEO members nationwide to obtain information on agency functions and key staff salaries. In FY2011, the SHEEO salary survey was distributed to all 56 SHEEO member agencies, consisting of 29 coordinating boards and 27 governing boards. This salary data provides some context regarding staff salaries and can be used as a basis for comparison of IBHE staff salaries with higher education agencies in other states. The following salary information is from the FY2011 SHEEO survey. The SHEEO salary ranges reflect actual salaries reported by SHEEO agencies. 59
