2 UNIVERSITY OF WISCONSIN TAX-SHELTERED ANNUITY 403(b) PROGRAM ANNUAL REPORT EXECUTIVE SUMMARY In the stock market continued the strong performance seen over the last several years, though not quite as strong as in. The Standard & Poor s 500-stock index showed a gain of percent for. It was the third consecutive year that the market benchmark has risen by more than 10 percent. Other market measures also ended the year on a strong note. The Dow Jones Industrial Average closed up 7.52 percent for, while the Nasdaq composite index ended up 13.4 percent. In Wisconsin, however, the economic outlook has continued to be somewhat depressed. Most University of Wisconsin employees did not receive wage increases in and although the employee-required Wisconsin Retirement System (WRS) contributions decreased slightly, health insurance costs continued to increase. This continued lack of discretionary income makes participation in the UW TSA 403(b) Program difficult, especially for those in low-to-moderate income groups. In an effort to overcome this, we increased our outreach efforts significantly in, and just looking at those employees eligible to participate in the WRS participation in the TSA program rose slightly to 9,436 up from 9,357 in. Contributions to the TSA Program increased slightly in as well, to over $69.46 million an increase of a little more than $700,000. In, Roth after-tax contributions made up over $3.79 million, or 5.47% of the overall contributions, up from 3.97% in and 2.62% in There were approximately one million dollars of additional Roth deferrals in. With the improved markets in, accumulated assets in the UW TSA Program increased by approximately $52 million to $2.1 billion. In, TIAA-CREF received almost $29.7 million in contributions in our plan, over 42.7% of the total contributions. Fidelity received the next-largest amount of contributions, slightly more than $24 million or 34.8% of contributions. T. Rowe Price received almost $9.3 million in contributions or roughly 13.3%. The two insurance companies together received 8.6% of contributions, down from 9.1% in. Dreyfus received the fewest contributions, approximately.5% of the total. During this past year the TSA Review Committee and TSA Program staff concentrated on the following issues: Ensuring that the UW TSA 403(b) Plan is fully compliant with IRS 403(b) Regulations and that all deposits into participant accounts are accurate and are remitted timely. Making sure UW TSA participants have access to the lowest-cost share classes possible. In the number of Fidelity and TIAA-CREF funds with Institutional share classes was increased dramatically. In staff negotiated with T. Rowe Price to offer the institutional share class for two of the most popular T. Rowe Price funds in the UW line-up, Equity Income and Mid-Cap Growth. This change will be implemented in Institutional class shares of mutual funds generally have the same management team and investment objectives as the respective funds in other share classes the expense ratios are just lower. Having lower expense ratios typically means that returns may be higher. This is a great advantage for our participants. Evaluating performance of our participating investment companies and recommending steps to enhance the program. At the 2104 fall TSA Review Committee meeting, the committee voted to recommend that Dreyfus be discontinued as an investment option in the 403(b) program because of the low number of participants and administrative workload involved with Dreyfus participation in the plan. Carrying out major outreach initiatives at three UW campuses, in addition to the regular educational initiatives staff puts on and coordinates. TSA staff worked with UW-La Crosse, UW-Oshkosh, and UW-Stevens Point campus benefits staff, TSARC members, and TSA companies to schedule a full range of individual counseling sessions and workshops, create posters and other marketing materials advertising the events, and send letters to UW employees not participating in the TSA Program. Letters were sent to almost 3,000 employees. In there was increased participation at these campuses.

3 Meeting with all TSA investment companies each year to thoroughly review plan investment performance, customer service, educational opportunities for participants, expenses, and revenue generated by participant investments and negotiate with TSA companies to provide a revenue account for the benefit of our plan participants. Fidelity, TIAA-CREF, and T. Rowe Price provide the UW with administrative budgets to offset plan expenses. Suspending participant fees. With the introduction of revenue accounts beginning in 2012, the TSA Review Committee was able to reduce the participant fee in and, in, was able to eliminate it. This has removed one of the potential roadblocks to participating in the plan. The TSARC will continue to monitor the financial health of the TSA Program and make adjustments to the participant fee if ever needed. Education Program staff, company representatives, and TSARC members participated in campus presentations, as well as many benefits fairs. Earning statement messages to all employees, including most student hourlies, appeared twice during the year. UW TSA Program staff and benefits staff at the campuses organized TSA events and made arrangements for presentations by UW System staff and TSA companies. TSARC members Kevin Bahr, Bob Kunkel, Mike Stifter, and Rob Wolf made TSA presentations at their institutions. TSA workshops reached 411 employees. T. Rowe Price offered live and recorded webinars, a cost-effective means of providing participant education that was well received; these webinars reached 71 employees. TSA investment companies continued to offer very popular individual counseling sessions. In counseling was provided at all the UW institutions, reaching more than 4,000 employees. Combined outreach events reached over 4,482 employees. Contribution Patterns Slightly less than 27% of all permanent employees participated in the Program in. Although almost 32% of those between age 50 and 59 participate, those who begin to save for retirement too late may not be able to save enough to be adequately prepared. On average, participants contributed 10.2% of salary; however, there were differences among groups of contributors. Classified employees contributed 8.1% of salary, whereas unclassified staff contributed 10% on average. Asset Allocation The UW TSA Program offers a wide array of investment options. Most contributions go to a relatively small number of funds, but the variety ensures that employees are able to select the type of investment they want. In, the top ten funds accounted for over 32% of all contributions, and the top 50 funds for almost 66% of contributions. The top fund every year is the TIAA-CREF Traditional Fund that provides a guaranteed return of at least 3% every year; the number two spot every year goes to TIAA-CREF Stock fund. CREF Social Choice has come in third again this year, although contributions are down slightly. This year eighteen of the top 50 funds are Target Retirement Date funds, diversified investments that grow more conservative as the participant gets closer to retirement. In, TSA participants once again decreased the amount of contributions to large-cap funds. Large-cap stock funds attracted 25.89% of current contributions compared to 26.02% in and 25.47% in This is quite a shift from the pre-2008 levels: 34.44% in 2007, 34.71% in 2006, 38.36% in 2005, and 41.21% in Contributions to specialty or sector funds decreased slightly in. Real Estate funds continue to be the most popular specialty fund, but contributions to these funds went down from last year. Other popular sector funds include heath funds and natural resources funds. In, contributions to both fixed annuities and to money market funds together made up 14.58% of contributions a decrease from. Assets in these very conservative investments have decreased from as well and represent 23.3% of assets. Contributions to bond funds have decreased, accounting for 8.19% of contributions compared with 8.33% in and 9.3% in Target date funds, also referred to as lifecycle funds, have shown a steady increase in contributions over the years, with 22.74% of all contributions in versus19.82% of all contributions in.

15 Educational Initiatives In TSA Program staff continued to promote education efforts by providing support and resources for benefits staff at our institutions, working with our investment companies, updating our written informational pieces, and making information available to employees on our website. Achievements include the following: Encouraging investment company participation in educational efforts. Individual counseling sessions continued to be popular. In TIAA-CREF held 632one-on-one counseling sessions; Fidelity held 482; Lincoln held 722 and Ameriprise (RiverSource) held 2,018. Dreyfus counseled at least 11 participants via phone, and T. Rowe Price counseled 7 employees at one-on-one counseling sessions; phone sessions were not tracked. In investment companies reached approximately 4,000 employees. Facilitating TSA investment companies participation in campus benefits fairs: Fidelity and TIAA-CREF had representatives at all 13 benefits fairs at 4-year campuses; T. Rowe Price at 12. Ameriprise and Lincoln attended 7. Facilitating Fidelity s Building a Portfolio for Any Weather workshop at the UW-Madison benefits fair. Lincoln presented Understanding Your Investment Instincts to Better Overcome Market Mistakes at the Milwaukee benefits fair; TIAA-CREF presented Tomorrow in Focus: Saving for Your Ideal Retirement at the Oshkosh benefits fair. TIAA-CREF, Fidelity and T. Rowe Price participated in the April UW-Stout wellness fair; Fidelity presented Guidance and Strategies to Make Better Investment Decisions, and T. Rowe Price presented Retirement Saving Options/Tax-Deferred or After-Tax (Roth). Coordinating the spring outreach campaigns at La Crosse, Oshkosh, and Stevens Point. A letter was sent to home addresses of employees without a TSA deduction, encouraging them to save for their future retirement. Enclosed were a flyer of TSA events, the Quick Guide to the TSA Program, and a Salary Reduction Agreement. Facilitating the T. Rowe Price live webinars, Retirement Investing from Beginning to End in April and Roth Contributions in November, with a total of 45 employees participating. Recorded webinars Retirement Investing from Beginning to End, Roth Contributions and Financial Priorities for Women were viewed by 26 employees. Other recorded T. Rowe Price webinars for its educational institution clients were also made available to UW employees. Coordinating TSA messages on earning statements. Student hourlies and classified employees received a message on their March 20 and November 13 paychecks. Unclassified employees received a message on their April 1 and December 1 paychecks.
