1 Rapid Social Response Multi-Donor Trust Fund The Bank has established a Rapid Social Response (RSR) Program within its overall crisis response framework. The objectives of the RSR Program are to safeguard lives and livelihoods during the global crisis by promoting social protection measures such as safety nets and maintaining access to basic health, education, and other vital services for communities, especially poor and vulnerable groups, in middle and lowincome countries. RSR Multi-Donor Trust Fund The MDTF funds activities under the broader themes in the RSR Program in low income countries, including: (i) country-level technical assistance and capacity building in IDA countries; (ii) Direct Grants to IDA countries for piloting promising approaches and innovations, and for scaling up program benefits; and (iii) support knowledge management activities. 3 Round 1 The Burkina Faso - Strengthening safety net response to crises aims to support the development of the transfer and public works programs that can be used to support the needs of poor and vulnerable people in Burkina. In particular, the grant will support the design and implementation of a transfer program and the feasibility study for a public works program. Cameroon - Strengthening safety net response to crises supports the design of a responsive safety net system and additional instruments, including cash transfers and public works programs. Ethiopia - Strengthening the Early Warning System aims to strengthen the safety nets systems by improving the targeting, coverage and quality of the existing Early Warning System which cannot fully capture the impact of crises, as it does not include a proper mechanism that systematically incorporates nutritional indicators. The project complements the IDA Nutrition Project (2008). Gambia - Rapid Response Nutrition Security Improvement Project supports the National Nutrition Agency in implementing priority programs aimed at mitigating the impact of the global economic crises on the nutrition security of vulnerable populations, in particular children under two and pregnant and lactating women in poor rural and urban areas. A TA project is supporting the project implementation with technical support. Kenya - Support for Social Protection supports the Government in strengthening its response to the crisis through increasing the efficiency and effectiveness of social protection interventions. Two activities are financed under the projects: Activity 1: Support to the Government of Kenya for Social Protection Programming to support the Government in increasing the efficiency and effectiveness of ongoing social protection interventions while working towards improving overall coordination and harmonization of the social protection system. The activity is also supported by the RSRC. Activity 2: Support to the Kenya Private Sector Alliance (KEPSA) to build on current efforts to provide safety nets for unemployed youth by providing additional support to the Government to more efficiently implement the IDA Kenya Youth Empowerment Project. Lesotho - Estimating the Impact of Economic Crisis on Education and Skills Development seeks to collect and analyze latest data to assist the government in better targeting its education and labor market policies towards helping youth and vulnerable groups during a time of economic crisis. Rwanda - Technical Assistance and Capacity Building to the Vision 2020 Umurenge Program (VUP) aims to enable the social protection programs to better respond to potential shocks-induced vulnerability to poor households in future, and contribute to building the social protection program capacity to scale-up interventions and absorb more funds in future crises. Malawi - Protecting Early Childhood Development (ECD) supports the Government in the design, implementation, and evaluation of strategies to increase access to and the quality of community-based child care centers. Tajikistan - Targeting and Payment of Social Assistance to the Poor helps the Government strengthen its social safety net so that it: (a) targets the poor more accurately; (b) protects the poor in times of crisis and beyond; (c) becomes a vehicle through which donors can channel benefits and services to the poor; and (d) introduces incentives to build human capital, particularly of girls. The RSR grant will complement a proposed IDA grant operation and enjoys strong cooperation with the European Union.The RSR grant will support the pilot of reform of social assistance in two districts and begin building capacity of the MLSP for a nation-wide reform. The objective of the Public Works Learning Forum : Social Protection South South Learning Forum 2010 (also financed by the RSR Catalytic Fund) was to share knowledge and to stimulate cross-country learning on the design and implementation of public works programs as safety net interventions. The Forum was successfully organized and completed in June, 2010 in Arusha, Tanzania. Over 220 delegates from 40 low- and middle-income countries from across the globe participated in this event. (link to the country case studies and presentations can be access at Papua New Guinea - Ensuring Effective Monitoring and Evaluation and Social Accountability for the Urban Youth Employment Project aims to provide the necessary capacity-building and oversight to ensure that the training and public works are targeted to poor applicants and monitored and evaluated rigorously, and that social accountability mechanisms perform effectively. The Grant leverages the IDA project approved in January Timor-Leste - Innovative Approaches for Developing Effectiveness of Safety Nets is designed to improve program management of MSS to implement core cash transfer programs in an efficient, reliable and transparent manner through standardizing information management and strengthening program implementation and management capacity. It will use innovative approaches to effectively attend to current needs and respond to future crisis scenarios. Haiti - Household Development Agent Pilot will test and learn lessons from new mechanisms to improve family health and nutrition practices and strengthen the capacity to deliver social services directly to families, particularly pregnant and lactating mothers and children under-two, in the pilot area. Listening to LAC (L2L) seeks to speed-up the information flow on household vulnerability for improved evidence-based policy responses to shocks in Latin America and the Caribbean. Using mobile technology to carry out self-administered surveys monthly, it can support faster and more adequate responses to crises by governments and donors by improving the data collection. Bangladesh - Piloting Conditional Cash Transfers for Human Development through Local Governments aims to protect extreme poor families in urban and rural areas from the negative effects of increases in unemployment and basic food prices. The Grant pilots a conditional cash transfer program in one urban municipality traditionally not served by safety net programs and two rural areas to test the mechanisms for delivering such transfers through local governments to improve their children s nutrition and education. Nepal - Strengthening Safety Nets in Nepal: Piloting Targeted Conditional Cash Transfers aims to improve the delivery of cash-based safety nets in pilot districts through technical assistance and capacity building to the Ministry of Local Development. Sri Lanka - Strengthening Targeting, Monitoring and Evaluation of Safety Nets finances the scaling up and evaluation of an improved targeting and MIS system that is being developed for the Samurdhi safety net program. The goal of the TA is to improve the overall institutional capacity of Samurdhi to better identify its beneficiaries and monitor and evaluate the program s performance. Monitoring the Health Outcomes and Financial Vulnerability of the Poorest aims to enhance access to health services and reduce financial vulnerability to health shocks by training of policy-makers and researchers in analysis of financial protection and equity, using ADePT Health, and producing country-specific reports on financial protection, vulnerability & equity in health sector. Round 2 The Democratic Republic of Congo - Capacity Building of the Ministry of Social Affairs to Provide Services for Vulnerable Groups aims to improve the government's capacity to protect and provide services for vulnerable groups during the actual crisis and to better prepared for future shocks. The project will target street and other vulnerable children by piloting conditional cash transfer to vulnerable families and schools. The Grant will be associated with the IDAfinanced Street Children Project. Liberia - Development of a Crisis Response Social Protection Strategy and Capacity supports the development of the Government's capacity to respond to crises and build a scalable, sustainable and equitable society protection strategy. The objective of the Mali - Piloting Effective Early Childhood Development Services is to support the government respond to crises by developing costeffective early childhood development services for vulnerable children in rural areas.

4 Mozambique - Developing the Building Blocks for Effective Crisis Response: Piloting a Public Works Program is designed to enhance the government's capacity to address the impact of the current economic slowdown and building blocks to be prepared for inevitable future shocks. Senegal - Preparing for the Next Crisis and Beyond: Developing a Unified and Effective Safety Net System together with the RSR Catalyst Trust Fund supports the development of a comprehensive SP system that could be used by key government institutions and their development partners to design and deliver interventions during crisis in a rapid and effective way to reach those who need it most with the right interventions in a fiscally sustainable manner. Enhancing Tanzania s Crisis Response for Most Vulnerable Children and Poor Elderly aims to enhance the design and impact of the pilot communitybased conditional cash transfers for poor and vulnerable households, one of the main crisis response mechanisms, by improving and expanding service provision to engender sustainable livelihoods and graduation out of the Community-Based Conditional Cash Transfer. Togo - Promotion of Innovative Crisis Response Social Protection Measures supports the Government in preparing a national social protection/social safety nets system capable of supporting vulnerable households during and after systemic and recurrent crises. Zimbabwe - Public Works Program is designed to help the Ministry of Labor and Social Services redesign its current public works program to make it more responsive to the needs of the poor in times of crisis. This pilot program will also help improve the livelihoods, enhance coping capacities and access to services for poor and vulnerable households in selected rural communities. The Gender-Based Violence in Post-Earthquake Haiti aims to contribute to preserving the safety of women and girls in Haiti and addressing the extreme increases in Gender-Based Violence (GBV) in post-earthquake Haiti through support for proven community-based interventions. The objective of the Crisis Module for the Nicaraguan Labor Force Survey is to develop a crisis module in the permanent labor force survey to provide frequent indicators of shocks to households in Nicaragua. This project encourages the Government's current efforts to collect data on its labor force, while also taking advantage of its coverage of both rural and urban populations and its ongoing frequency to collect information on household shocks and crises. Yemen - Targeted Delivery of Early Childhood Nutrition Interventions to Poor Households through a conditional cash transfer program in Yemen. aims to smooth the food consumption gap and deliver essential early childhood nutrition interventions to targeted poor households affected by the food crisis in Yemen, while evaluating a pilot conditional cash transfer program that will be part of an existing large-scale cash transfer program. The RSR grant leverages the IDA-financed Social Welfare Fund Institutional Support Project by supporting the second component which is the Designing and Delivery of Beneficiary Development Program (BDP). The Lessons from Successful Education Administration under Difficult Circumstances aims at capturing the lessons from the United Nations Relief and Works Agency for Palestine Refugees's success in providing education to Palestinian students in the Middle East. A common data tool will be developed, and used, to provide lessons for managing schools for displaced and refugees across the globe. The objectives of the Impact of Financial Crises on Children and Youth: Protecting Human Capital of Future Generations are to understand how systemic shocks affect the acquisition and utilization of human capital among children and youth, and identify effective evidence-based crisis-response interventions to protect children s and young people s well-being during systemic shocks, thereby minimizing the adverse impacts in the long term. The Development of the ADePT Crisis Module (software platform for economic analysis) aims to support the development of the software platform for crisis diagnostics and the design of policies for crisis prevention. The objective of the Resilience in the Face of Crisis: Multisectoral Actions to Achieve Nutrition Results is to improve the capacity of Bank and country staff across several sectors to plan and implement programs to protect and improve nutrition outcomes for the poorest and most vulnerable, to buffer at-risk populations in these countries against future shocks in times of crisis. The Maldives - Building a Common Platform for Identification of the Poor (also supported by RSRC) aims to assist the government in designing and implementing a common platform for identification of the poor. Round 3 Benin and Malawi - Enhancing Institutional Capacity to Design, Implement and Monitor Nutrition Security Programs aims to enhance incountry capacity to respond to and mitigate the nutritional impact of unpredictable economic and climatological shocks. Guinea - Strengthening Social Safety Nets in Times of Crises aims to to assist the Government in laying the foundations of a safety net system capable of effectively responding to crises and increasing people s resilience to withstand future shocks. Madagascar - Assessing Negative Impacts of the Political Crisis and Protecting Access to Essential HNP Services is to assess the impact of the political crisis on the delivery of essential health, nutrition and population services and contribute to protecting the health of the population in the short and medium term. Nigeria - Strengthening Social Safety Net brings global good practice to bear on supporting the definition of, and improvement in the design of different components of the government s financed Social Safety Net including youth employment, public works and cash transfer safety net interventions and enhance the capacity and knowledge of operators and policy makers on SSN. Sierra Leone - Social Safety Net Support aims to provide a diagnostic of the key sources of poverty, vulnerabilities, and shocks for households in Sierra Leone, based on existing information and analysis; review the performance of the major safety net interventions; and make recommendations to improve the design, effectiveness, and sustainability of the safety net system in terms of moving from an ad hoc emergency focus to a focus on systems and graduation and building increased ability to respond to shocks. Cash Transfers and Conditional Cash Transfers in Africa Community of Practitioners for Tanzania, Kenya, Ghana, Nigeria, Ethiopia, and Niger is designed to build a community of practice for cash transfers and conditional cash transfers (CCT) interventions within Sub-Saharan African countries. Kyrgyz - Enhancement of the Targeted Social Assistance Program aims to allow rapid expansion, improved administration and better coverage/protection of the poor during periods of economic volatility. - Policy Levers to Protect Health and Enhance Financial Protection aims to protect access to health services and reduce household financial vulnerability in times of crisis by improving the capacity of governments, Bank staff and the international community to monitor the health outcomes of the poor and their vulnerability to health shocks, and also to better design health systems and policies in such a way as to provide protection during future crises. - The South- South Learning Forum Building Resilient Safety Nets in Low Income Countries and Fragile States is part of the Bank s Social Protection South-South Learning Series. The Forum will focus on promoting resilient safety nets in particular, following the recent wave of food, fuel and financial crises and natural disasters which have had significant impact on poor populations. - Preparing Social Protection Systems for Natural Disasters and Climate Change aims to enhance the capacity of officials and practitioners in client countries and Bank task teams to improve the ability of safety net programs to respond to natural disasters and climate change impacts. Improving LAC Country Responses to Protect the Nutritional Status of the Poorest and Most Vulnerable in Times of Crises and Emergencies focuses on improving LAC IDA country (Bolivia, Dominica, El Salvador, Grenada, Guyana, Haiti, Honduras, Nicaragua, St Lucia, St Vincent) capacity to protect the nutritional status of the poorest and most vulnerable in the face of emergencies and crisis, particularly against food price volatility.

5 Nicaragua - Expansion of the Family and Community Based Social Welfare Model with Cash Transfers aims to: (i) improve the basic conditions of welfare and social well-being of extremely poor families with children through supporting the expansion of the family and communitybased social welfare Model and cash transfers; and (ii) strengthen the capacity of MIFAN to implement the Model. Bangladesh - Improving the Payment and Monitoring System for the Employment Generation Program for the Poorest aims to make the beneficiary payment and record keeping mechanisms for the Employment Generation Program for the Poorest more efficient. Maldives - Technical Assistance to National Social Protection Agency (NSPA) for the National Health Insurance Scheme (Madhana) aims to strengthen the capacity of NSPA in improving the design of the Madhana; develop NSPA s implementation capabilities and build a robust Monitoring and Evaluation system for the scheme to enhance the efficiency and effectiveness of the nascent social health insurance system in the country. Pakistan - Financial Inclusion and Literacy Outcomes of Cash Transfers through the Banking System aims to study the virtuous cycle of cash transfer programs and their effects on financial literacy and safety net graduation of beneficiaries. It aims at improving the design and implementation of the payment side of cash transfer programs in Pakistan and beyond. Sri Lanka - Skills Development for Unemployed Youth will examine the impact of the economic crisis on vulnerable groups, especially unemployed or underemployed youth both in the formal and informal labor markets; provide the Government with analysis of critical policy issues on skills development; and engage policy makers in an informed dialogue on policy options for skills development strategies that lead to employment creation and economic growth. Round 4 Cote d Ivoire - Assessing the impact of crises on human capital in Cote d Ivoire and laying the foundations for an effective social safety net system to jump-start the delivery of basic social services and meet the immediate needs of poor and vulnerable groups. Restoring social order, while concomitantly achieving more equitable and inclusive development is one of the key objectives of the new administration. Lesotho - Social Safety Net Review s upport the improvement of the existing safety net system to better protect the poor and vulnerable under crisis. Liberia - Improving Employment of Vulnerable Youth aims to provide analytical advice to the Government on the prioritization and sequencing of employment programs targeting vulnerable youth, taking into consideration supply and demand side constraints. Togo - Support to SSN Development aimed at developing a cash transfer program, improving the design of existing programs and moving toward a more integrated national system. Madagascar - Development of tools to monitor and mitigate the effect of crises on out-of-school children supports the development and use of tools by the Government and Partners to diagnose the effects of economic and political crises on out-of-school children and devise appropriate mechanisms to protect access to basic education services by vulnerable children. Implementing Social Protection Programs: Asia Learning Forum will focus on implementation of social protection programs. It aims at assisting the low and middle income countries of Asia to enhance their capacity to deliver effective support to the poor, and to respond to various shocks Tajikistan - Protecting and Promoting Access to Maternal and Neonatal Health Services assesses the feasibility of: (i) a conditional cash transfer program, (ii) in-kind conditional transfer program, or (iii) combined cash and in-kind transfer program to protect access for the poor to basic Maternal and Child Health services in selected rayons (districts) of Soghd Oblast ECA and - The Health Sector and the Poor in a Financial Crises: Identifying and Managing Risks ensure that important operational lessons are not only captured but shared with the global health community through two Flagship reports currently under preparation as well as through established and innovative World Bank Institute capacity building and knowledge sharing instruments. Honduras, Nicaragua and Haiti - Education Sector Rapid Response and Protection of Youth Vulnerable to Violence and Conflict helps Central America and Caribbean countries experiencing a violence and crime crisis to translate existing knowledge on youth and organized violence into relevant data for policy setting, planning and program design in the education sector, to address rapid response and timely protection for youth. South-South Learning Forum Labor Market Policy Response to the Jobs Crisis will focus on Labor and Social Protection policies during the crisis and the recovery to bolster effective policy making in the area of labor markets and social protection in response to economic crises. The learning forum aims to contribute to a better understanding of the role of policies and institutions in developing countries in response to an economic slowdown that destroys jobs. Honduras - Improving Nutritional Monitoring and Targeted Response to the Crisis to improve the identification of vulnerable groups during global crises and strengthen the response through social programs to address identified needs. OECS - Enhanced Crisis Resilience Project aims to strengthen the OECS secretariat s capacity to support and guide national crisis responses on the social protection front by promoting evidence-based policy making. The rationale for the project is based on the region s lack of data and policy instruments to respond to the crowding out of social protection and safety net quality at the national levels in the aftermath of the global financial crisis as well as preparing country-specific and regional systems to tackle the luring global systemic crises and other external shocks. - Food Crisis Monitoring System aims to develop a simple framework that defines, identifies and monitors food security crises at the national level caused by shocks and factors that are not attributed to a given country. The framework will capture for each IDA country both exposure to a shock and capacity to react to its effects. Afghanistan - Results-Oriented Approach in the Pro-poor Program Design and Implementation aims to strengthen institutional capacity in the monitoring and evaluation of the Government programs and mechanisms of the benefit delivery to make the poverty oriented interventions in Afghanistan more effective, efficient, and able to rapidly respond to crises Pakistan - Health Shocks to the Poor aims to increase resilience of the population against health shock because of natural disasters through increasing the knowledge base and the preparation of a comprehensive health sector response to the health expenditure shocks on the population due to the recent crises of floods in Sindh and Punjab India - Strengthening monitoring and evaluation system of selected SP programs in the State of Rajasthan aims to assist the Government of Rajasthan in strengthening and integrating systems for monitoring and evaluation of selected social protection programs. Development of MIS for social protection a ims to develop a high quality, reliable Client Registry System will also allow Bank to design and deliver the better-performing systems of Social Protection in a timely manner. This, in turn, will allow Bank and its clients to deploy systems of social protection that could be expanded and changed in response to changing conditions and/or crisis
