It covers in particular: the cost of the acquisition, development, maintenance, operation and quality control of Union components of European information systems. The Union components of the European information systems are: (1) IT assets such as the hardware, the software and the network connections of the systems including the associated data infrastructure; (2) IT services necessary to support the development, maintenance, improvement and operation of the systems; and (3) any other elements which, for reasons of efficiency, security and rationalisation, are identified by the Commission as common to participating countries, 5

6 expenses related to seminars, workshops, project groups, working visits, monitoring activities, expert teams, administration capacity building and supporting actions, studies, and communication projects, the costs related to implementation of provisions for common training actions, expenses pertaining to preparatory, monitoring, control, audit and evaluation activities, required for the management of the programme and the achievement of its objectives, the costs of any other activity in support of the objectives and activity areas of the programme. Any revenue from the contributions from acceding countries, candidate countries, potential candidates benefiting from a pre-accession strategy and, partner countries under the European neighbourhood policy, provided they reached a sufficient level of approximation of the relevant legislation and administrative methods to those of the Union for participating in Union programmes entered in Item of the statement of revenue, may give rise to the provision of additional appropriations in accordance with points (e) and (f) of Article 21(2) of the Financial Regulation. Any revenue from the participation of third countries, other than candidate countries and Western Balkan potential candidates, in customs cooperation agreements entered in Item of the statement of revenue will give rise to the provision of additional appropriations to be entered in this article in accordance with points (e) and (f) of Article 21(2) of the Financial Regulation. Legal basis: Delete following text: Regulation (EU) No 1294/2013 of the European Parliament and of the Council of 11 December 2013 establishing an action programme for customs in the European Union for the period (Customs 2020) and repealing Decision No 624/2007/EC (OJ L 347, , p. 209), and in particular Article 5 thereof. As the UK is leaving the EU there will need to be budgetary readjustments from the loss of revenue. Money can be saved from this project. 9 Article Implementation and development of the internal market Total The budget line finances tax-policy related activities (studies, evaluations, meetings of experts, information, communication and publications in the area of customs and taxation policy) which cannot be financed by the Customs 2020 and Fiscalis 2020 programmes, but are nonetheless instrumental to the EU s priorities in the field of taxation policy. Therefore, the Commission figures should be restored. The main objective of the EAFH is to ensure that the rules applicable are adequately implemented to avoid tax evasion, to ensure confidence in the system as a whole while providing the adequate protection for the European citizens. The necessary appropriations shall be made available to cover the establishment of the European Authority for fiscal harmonisation staff and administrative expenditure (Titles 1 and 2) and operational expenditure relating to the work programme (Title 3). The European Authority for Fiscal Harmonisation must inform the European Parliament and the Council about transfers of appropriations between operational and administrative expenditure. The EU would greatly benefit from the establishment of an authority responsible to propose and implement measures allowing greater fiscal harmonisation within the Union. The main objective of the EAFTT is to ensure that the rules applicable are adequately implemented to ensure confidence in the system as a whole, guaranteeing the due and proper taxation of the financial, securities and banking sectors, to avoid tax evasion and providing the adequate protection for the European citizens. The necessary appropriations shall be made available to cover the establishment of the European Authority for the Financial Transaction Tax staff and administrative expenditure (Titles 1 and 2) and operational expenditure relating to the work programme (Title 3). The European Authority for the Financial Transaction Tax must inform the European Parliament and the Council about transfers of appropriations between operational and administrative expenditure. The EU would greatly benefit from the setting up of an authority responsible for establishing and managing the European Financial Transaction Tax, proceeds of which would constitute one of the new Own Resources 11

The contributions from the EFTA States pursuant to the Agreement on the European Economic Area, and in particular Article 82 thereof and Protocol 32 thereto, must be added to the appropriations entered in this item. By way of information, these amounts derive from contributions from the EFTA States entered against Article of the statement of revenue, which constitute assigned revenue in accordance with points (e), (f) and (g) of Article 21(2) of the Financial Regulation; they give rise to the provision of corresponding appropriations and to implementation under the European Economic Area Annex to this part of the statement of expenditure in this section, which forms an integral part of the general budget. Any revenue from the contributions from candidate countries and, if applicable, the Western Balkan potential candidates for participating in Union programmes as entered in Item of the statement of revenue may give rise to the provision of additional appropriations, according to the same ratio as between the amount authorised for expenditure on administrative management and the total appropriations entered for the programme, in accordance with points (e), (f) and (g) of Article 21(2) of the Financial Regulation. Any revenue from the contributions from the countries of the European neighbourhood area in accordance with the procedures defined with those countries following the framework Agreements providing for their participation in Union programmes as entered in Item of the statement of revenue may give rise to the provision of additional appropriations, according to the same ratio as between the amount authorised for expenditure on administrative management and the total appropriations entered for the programme, in accordance with points (e), (f) and (g) of Article 21(2) of the Financial Regulation. Any revenue from the contribution from the Swiss Confederation for participating in Union programmes entered in Item of the statement of revenue may give rise to the provision of additional appropriations, according to the same ratio as between the amount authorised for expenditure on administrative management and the total appropriations entered for the programme, in accordance with points (e), (f) and (g) of Article 21(2) of the Financial Regulation.
