Mechanisms involving, for example, surveillance of Member States' budgetary positions and draft budgets have been used as means of coercion to prevent any progressive economic policymaking in defence of free, high-quality and universal public services or in support of labour and social rights. As such, any revenue from fines entered in Article of the statement of revenue may give rise to the provision of appropriations. The system of sanctions provided for in Regulation (EU) No 1173/2011 enhances the enforcement of the preventive and corrective parts of the Stability and Growth Pact in the euro area. 5 Add: p.m. p.m. Total p.m. p.m. Programme to support Member States' economies intervened by the troika Despite the conclusion of the economic adjustment programmes, Member States that were subjected thereto face serious problems at economic and social level and are still affected by the consequences and the policies imposed by the Troika. Therefore, this programme will work as an emergency plan to support the economy of those countries that were subjected to the Troika s intervention, and for this plan to provide financial resources and the necessary exceptions to the functioning of the single market and common policies. This programme will specifically support Member States intervened by the troika, helping them to cope with the consequences of EU-IMF programmes (economic recession/stagnation, employment destruction and debt explosion). It will support economy stimulation, namely through productive investment, and job creation. EU-IMF intervention programmes had disastrous and painful consequences, leading to a significant deterioration of the economic and social situation. Intervened countries shall be compensated by the losses caused and supported, effecting the so-called cohesion principle. Thus, calls for the creation of specific support programmes for countries which consider that membership of the euro area has become unsustainable and unbearable, providing for adequate compensation for the losses caused, within the framework of a negotiated exit from the single currency for those Member States which seek to leave it. 9 Total Pilot project Study the impact of the "Digital Revolution" and "Industry 4.0" Employment in the European Union. This pilot project aims to study the impact that the so-called "Digital Revolution" and "Industry 4.0" will induce the European Union (EU) and in particular Member States, the level of employment but also, and above all, the consequences which may possibly result in unemployment by eliminating jobs in areas where technological advances eliminate. It is intended to power a general framework at EU level but also at the level of each State, in view of the potential dangers or to job creation and distribution of potential wealth generated by these instruments and strategies. Legal basis: Pilot project within the meaning of Article 54(2) of Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council of 25 October 2012 on the financial rules applicable to the general budget of the Union and repealing Council Regulation (EC, Euratom) No 1605/2002 (OJ L 298, , p. 1). If on one hand the progressive use of modern digital media can, in general, improve the quality of life of citizens, on the other hand it cannot be ignored that involves a perverse effect, in terms of loss of jobs and casualization of same, with serious social and economic consequences. The preparation of this study is at least prudent to assess the adoption of measures consequent policies to safeguard the right to employment, workers' rights and economic and social cohesion. 10 This pilot project aims to study the general framework and evolution of the Institutes and Laboratories National Research, at the level of Member States. Quantitatively it is intended to know the creation, evolution or extinction, over time, these scientific research and development structures in each Member State. Qualitatively want to know the availability of access to necessary resources (including Community financial, infrastructure, human resources and technical expertise) for the development of research and knowledge transfer to the various social and economic sectors. Legal basis: Pilot project within the meaning of Article 54(2) of Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council of 25 October 2012 on the financial rules applicable to the general budget of the Union and repealing Council Regulation (EC, Euratom) No 1605/2002 (OJ L 298, , p. 1). In many Member States there has been a prolonged and planned disinvestment, which in many cases has led to the reduction of resources and resource, if not even to extinction of institutes and National Laboratories. This puts into question the conditions of development and production of knowledge at the level of states, they lose so instruments with upgradeability and own production, first to define policies with resources for social and economic development. Draft amendment 6113 === ECON/6113 === Tabled by João Ferreira, Miguel Viegas, João Pimenta Lopes Add: Total Pilot project Study measures in the Bank Credit area - low interest rates and average terms - for SMEs. It must be remembered that the situation of SMEs is not much different in most Member States, except in countries like Norway, Sweden, France and Germany, which generally live in economic and financial good health. This pilot project aims to study measures in the bank credit area, which among other focus the parameters of interest and deadlines in order to adapt them to the needs and viability. 11 Thousands and thousands of SMEs are now completely stifled in the development of their activity by the fact that bank loans have high interest rates and not too short term. The harsh reality is that many thousands of SMEs go bankrupt by economic reasons and the situation in each country, compounded by lack of access to credit or them having difficulty in meeting the parameters of the required credit. Draft amendment 6114 === ECON/6114 === Tabled by João Ferreira, Miguel Viegas, João Pimenta Lopes Add: Total Pilot project Program of debureaucratisation and support to micro, small and medium enterprises This pilot project will have the following objectives: 1. A characterisation of the sector, with the identification of the constraints and threats it currently faces at the bureaucratic level; 2. Definition of proposals for solutions that promote the de-bureaucratisation of the sector; 3. The identification of EU instruments that can be directly or indirectly used by the sector; 4. The characterisation of the use of the instruments / actions / measures / financing available by the sector; 5. Assessing the adequacy of existing instruments to the needs of SMEs and drawing up proposals for their possible adaptation, in line with the evaluation carried out; 6. The implementation of concrete actions to support SMEs. According to the testimony of many micro, small and medium entrepreneurs, there has not yet been a significant economic recovery, especially in trade, catering and services. This pilot project aims to study the situation of the Renewable Energy in the European Union. It is intended him to have a clear idea of the current situation in each Member State on the effective use of these energy sources, production levels, energy dependence depending on each type of resource, the progress and / or difficulties in the implementation of the various technologies, taking into account inter alia, the availability of those resources - renewable energy sources - and / or energy poverty. The conclusion of cop21 - Climate Conference in Paris, December announced among other things, the intention of "ambitious" subscriber governments, to increase the use of sources of renewable energy in order to reduce pollution levels and CO2 emissions. Also the European Union in view of its announced strategy for the circular economy, and self-proclaimed way towards environmental sustainability, proclaims the transfer of traditional energy sources to renewable energy sources Draft amendment 6116 === ECON/6116 === Tabled by João Ferreira, Miguel Viegas, João Pimenta Lopes Item Support to organisations representing small and medium-sized enterprises (SMEs) and societal stakeholders in standardisation activities 12

13 Total This appropriation is intended to cover the running costs and activities of non-governmental European nonprofit organisations representing the interests of SMEs and consumers as well as environmental and social interests. Assistance to micro, small and medium-sized enterprises is now a vital issue in this sector, which is so important for the economies of the Member States. We therefore consider it important to create and strengthen support mechanisms for SMEs. It is, therefore, essential to increase technical support and assistance, especially at a time when the ESF programming period is ending. The ILO study "Eurozone job crisis: trends and policy responses", refers to the need to inject million euros in the period, to have an impact on the level of youth unemployment. This proposal rises the amounts to be more in line with the real needs. The European Labour Authority represents a clear interference in the autonomy of the labor authorities of the Member States, promoting the centralisation of powers and ways of supervising working conditions and safeguarding workers' rights. We must be strengthening their skills and strengths, as well as promoting spaces for dialogue, exchange and cooperation, responding to the needs and safety of workers in a context of increasingly deregulated work. Draft amendment 6127 === ECON/6127 === Tabled by João Pimenta Lopes, João Ferreira, Miguel Viegas Add: Total Pilot project Consequences of reductions in welfare benefits This pilot project aims to develop studies on the consequences of the reduction of social policies (family allowance, unemployment social subsidy, complement sickness allowance, social inclusion income) on increasing poverty, social inequality and inequalities between men and women. As EU policies tends to follow the continuing of austerity measures, it is important to distinguish, based on social indicators, models such EUROMOD and on all the EUROFUND expertise, the impacts of financial crisis and the 16

17 loss of social transfers to the social structure of the Member-States. The so-called austerity policies imposed on Member-States have resulted in rising unemployment and widespread low wages, pensions and social benefits. It is fundamental, to the consequent development of social policies, to assess the responsibility of growing inequalities and poverty: centred on the loss of "social benefits". Draft amendment 6128 === ECON/6128 === Tabled by João Pimenta Lopes, João Ferreira, Miguel Viegas Add: Total Pilot project Health and Safety Impacts of Working Conditions to airplane cabin crews In the last three decades cabin crews have gone from flying 50/55 hours/month to 95/100 hours/month. During the same period, cabin crews have gone working from 3 long-haul flights to 6. On the other hand, commercial aviation changed in a way that cabin crews are more exposed to ionising radiation, and a deplorable air quality inside the planes. This assessment, coordinated by EU-OSHA, involving the companies and the Unions and the workers' representative, should contribute to a real improvement of cabin crews working conditions; to improve safety on-board, both for crew and passengers; and to raise the sector capacity in terms of employment and reliability. These changes need to be properly assessed regarding the impact on health, on family life and safety conditions. The increased numbers of cabin crew members with cancer, infertility and teratogenicity (defects 17

18 in offspring), sleep disorders or social isolation shows that changes (labour and technical) in aviation degraded working conditions, but also the safety of passengers (namely frequent passengers). EUROFOUND expertise should coordinate this issue, having in consideration the raising of precariousness models of work, labour and social insecurity, the decrease of public services of social support, and the raise of poverty. The economic and social crisis in the EU and the imposed austerity policies, caused high levels of unemployment and a deterioration of working conditions, with strong growth of precariousness of employment relationships, the proliferation of atypical employment relationships (service, work the piece and the journeyman, outsourcing, temporary work), increase in working hours, the reduction in rest periods and the intensification of work rhythms. Beyond one study (out of three) on differences in insolvency laws to be launched in 2018, a particular focus in 2019 for the project going forward should lie on describing and assessing the impact that differences in bank insolvency laws have on the progress made in completing the Banking Union. The project should further assess a common set of standards for bank insolvency rules. The Pilot Project builds upon and further develops the existing pilot project of the same name. Recent bank resolution cases have highlighted that the line between resolution and insolvency and in particular the evaluation of the "nocreditor-worse-off' principle differs in line with the respective national insolvency procedure. This might in turn lead to inconsistent application of resolution tools. 26 Total Pilot project Capacity building for developing methodological milestones for the integration of environmental and climate risks in the EU banking prudential framework Environmental and climate risks carry challenges that are not appropriately taken into account by the financial sector. Between 60 and 80 per cent of the coal, oil and gas reserves of publicly listed companies are unburnable if the world is to have a chance of keeping global warming well below 2 C and as closely as possible to 1,5 C as agreed at the COP21 in Paris. This means in practice that a very substantial source of global systemic risk is currently embedded within EU and global financial markets due to such carbon stranded assets. As the Commission point out in its action plan for financing sustainable growth adopted in March 2018, The increase in weather-related natural disasters means that insurance companies need to prepare for higher costs. Banks will also be exposed to greater losses due to the lower profitability of companies most exposed to climate change or highly dependent on dwindling natural resources (...) close to 50% of the exposure of Euro area banks to risk is directly or indirectly linked to risks stemming from climate change. As a part of its action plan for financing sustainable growth the Commission announced that in the second quarter of 2018 it will propose a Regulation on the principles and scope of a EU taxonomy for climate change, environmental and socially sustainable activities. The aim is to embed the future EU sustainability taxonomy in EU law and provide the basis for using such a classification system in different legal basis such as those regarding banking prudential standards. The Commission will also set up a technical expert group on sustainable finance. The group will be asked, based on broad consultation of all relevant stakeholders, to publish a report providing a first taxonomy with a particular focus on climate change mitigation activities by the first quarter In the same context, the ECON committee adopted a report on sustainable finance asking the Commission to adopt a regulatory strategy and a roadmap aimed inter alia at measuring sustainability risks within the Basel IV prudential framework for banks. The report includes a commitment to initiate an EU pilot project within the next annual budget to start developing a methodology with that purpose as well as a call for introducing European carbon stress tests and a roadmap towards a mandatory reporting of carbon stranded assets. The proposed pilot project aims at supporting the activities of the Commission as well as of the expert group on sustainable finance by providing dedicated resources for exploring how to develop methodologies that could be used by supervisors for measuring the intensity of climate/environmental risks to which banks are exposed (including risks related to the depreciation of assets due to changes to the regulatory treatment). Such dedicated resources will also support capacity building for developing an underlying methodology for 'carbon stress tests'. The methodologies would have to be based on specific qualitative criteria and quantitative indicators and would be used by supervisors to assess (i) whether banks manage the abovementioned risks properly and (ii) whether the overall business strategy and investment policy of a bank is aligned with the Paris targets and EU related Environmental, Social and Governance (ESG) goals. The project would be expected to build on the EU taxonomy to be laid down by the Expert Group and further developed by the Platform to be set up by the Commission. Legal basis: 26

If at individual level this is expressed in the increased likelihood to break the cycle of poverty, at country's level education promotes more development and economic growth. Pre-school and primary education are the levels with a higher attendance rate among the poorest children, being the most relevant education levels to ensure future learning. This line intends to support greater involvement, scrutiny and control by the social organisations and in particular the structures and organisations representing workers on the use of EU funds, especially (but not exclusively) from the Structural Funds associated with cohesion policies.
