10 How do we keep on track? Every three years we review whether we have enough assets to meet our liabilities (Triennial Valuation) - can we pay all pensions due? Every three years we review our strategic asset allocation is it fit for purpose?
11 The Pensions Committee Councillor Mark Allan Chair of Pensions Committee
12 LCC is responsible for managing the Pension Fund The Pensions Committee is a regulatory Committee of the County Council, and reports to Full Council It is the decision-making body within the LGPS Membership 8 County Councillors 1 District Council representative 1 Small Scheduled Body representative 1 Employee representative
13 The Pensions Committee acts as Trustees of the Pension Fund They must exercise their powers in the best interests of present and future beneficiaries Committee members must have sufficient expertise and appropriate training to be able to evaluate critically any advice they take
14 Terms of Reference Set the investment policy for the Fund with appropriate professional advice Appoint and review performance of all Fund Managers and associated professional service providers Approve the Annual Report and Accounts and any other Fund policies Consider any other matters relevant to the management and operation of the Fund
15 What does this actually mean? We make sure the pensions are paid properly and that the Administration Service (WYPF) are doing a good job We set the investment strategy and make sure the Investments are on track, and we question underperforming managers We monitor and understand the risks of managing the Pension Fund, and ensure controls are in place to mitigate where appropriate

18 The role of the Pension Board To assist the Administering Authority with: securing compliance with regulations and requirements imposed by the Pensions Regulator; and ensuring effective and efficient governance and administration of the Scheme, including funding and investments.
19 What does this actually mean? In simple terms. We perform a scrutiny function in terms of certain decisions taken by the Pensions Committee, to ensure that it is acting in the best interests of its scheme members. We independently make sure that the Pension Fund is being managed in accordance with the regulatory requirements
20 What have we done so far? Checked compliance with the Pension Regulator s requirements across the 11 areas in its Code of Practice Received presentations from the Fund s Administrator, WYPF, to understand and assess the service and the communications to members and stakeholders Considered internal and external audit reports of the Fund
