2 What is the difference between Equity and Equality?

3 What is GESI? Gender equality is about transforming the distribution of opportunities, choices and resources available to women and men so that they have equal power to shape their lives and participate in the process. Gender Equity is the process of allocating resources, programs, and decision making fairly to both males and females without any discrimination on the basis of sex and addressing any imbalances in the benefits available to males and females.

7 Project Outcomes 1. Strengthened national and sub-national WASH systems with government able to implement and sustain inclusive output-based aid WASH approaches in rural Vietnam 2. Strengthened private sector ability to operate sustainably and reach poor and GESI communities in rural Vietnam 3. Improved access to and use of equitable WASH services, especially among marginalised community members 4. Improved gender empowerment outcomes in households and communities 5. Increased use of evidence and innovation in gender and inclusive WASH in Vietnam 10/9/2018 7

8 Project profile 1. Donor funding for beneficiaries and implementing partners: 31.7 billion VND 2. Co-financing committed by local government: 10.5 billion VND 3. Project duration: September 2018 October Project areas: Hoa Binh, Thanh Hoa, Nghe An, Ha Tinh & Ben Tre 5. Specific outputs: 8,000 poor, near poor and GESI households connect to piped water schemes; Improve access to hygienic sanitation in rural communities, with latrines constructed by 3,000 GESI households, 15,000 poor and near poor households and 2,000 non-poor households. 10/9/2018 8

16 Project Objective Water component 1. Competitive OBA Smart subsidy Fund for rural water enterprises to target GESI and poor households in their existing service areas and considerably expanding to reach them. 2. Subsidy range: million VND/connection 3. Empower women in water supply by engaging WU s members to conduct customer satisfaction surveys, public awareness raising, demand creation and support to access to loan 4. Increased capacity of government partners to deliver OBA approaches that explicitly benefit marginalized groups 5. Improved service offerings and sustainability of private WASH enterprises while targeting marginalized groups. 10/9/
