Technical approach-60 points 2. Proposed Key Personnel-20 points 3. Past experience-20 points BACKGROUND The TIS+ Program aims to promote peace and stability in Somalia by increasing the visibility of, and confidence in Government through improved service delivery, creating collaborative and strategic partnerships among government institutions, the private sector, civil society and communities. The TIS+ Program focuses on four objectives: 1. Increase confidence in governance based on equitable participation in decision making and management of community assets; 2. Empower community and government representatives to engage with private sector and development actors in collaborative process for community growth; 3. Increase Somali engagement in creating a more stable future; and 4. Support inclusive, sustainable development by reducing gender gaps in stabilization and development.

2 OBJECTIVE TIS+ is funded to operate throughout Somalia until This document is to provide a medical insurance, WIBA & GPA for TIS+ Somalia & Somaliland based permanent employees for the period covering 27 January, 2017 to 26 January, SCOPE OF WORK: The proposal to be submitted will cover permanent employees to include annual limits for the following: 1. In-patient cover - employee + dependents 2. Out-patient cover - employee + dependents 3. Dental cover - employee + dependents 4. Optical cover - employee + dependents 5. Maternity cover 6. Emergency Rescue & Evacuation (International & local) 7. Emergency Air Evacuation from Somalia or Kenya allowed subject to landing rights at the time of evacuation. The cover will take care of emergency evacuations up to the inpatient limit. 8. Work Injury Benefits Act (WIBA) 9. Group Personal Accident (GPA) DELIVERABLES The company will provide the following outputs: Proposal for medical scheme for TIS+ permanent employees both In-Patient & Out-Patient cover; scope /schedule of benefits & exclusions. Underwriter s quotation and authorization letter. Case Management duration taken to reimburse claims for incurred outside the panel List of hospitals, specialists and pharmacies Provide price schedule/quotation for the medical scheme as per table below: Bid Requirements: The bidder is required to provide the following Technical proposal on how the assignment will be conducted Financial proposal indicating the cost rates and other charges applicable. CVs of all proposed team members as needed. Past performance information similar services that were performed in the last 3 years especially in Somalia with reference letters for each relevant assignment. MINIMUM MANDATORY REQUIREMENTS a) Provide a business registration license.

3 b) Company profile. c) Membership/registration with relevant regulatory body such as AKI d) Proposed medical cover meets the stipulated limits as per table A on annex 1 below. e) Submission of resumes for proposed staff. Evaluation of proposals will consider: The selection criteria for firm undertaking this assignment will have a combination of the following sets of qualifications: Description Points Technical Approach 60 Benefits covered under the proposed limits Period taken to reimburse expenses outside the panel Approved reimbursement amount Proposed Key Personnel 20 Professional qualification, relevant experience and appropriateness of proposed personnel to the proposed approach Key staff with minimum 5 years work experience 15 5 Past Experience 20 Verification that the proposed insurance company has at least one year of relevant in-country experience providing quality services in Somalia. A list of at least 2 current and/or former clients in Somalia which your firm has provided similar services along with client s contact person, telephone number, quantities provided and dates Total Points 100 Cost Estimates to be included in the proposal: The firm is expected to quote all costs relevant to this RFP. No costs will be paid by TIS+ outside of those contained in the offeror s cost proposal. Kindly refer to the sample of cost estimation sheet under the below Annex;

4 Offer Deadline and manner of Submission: Offers must be received no later than Wednesday, 28 December hrs East African Time through only. Offers should be ed to: with the subject line of written as RFP-OPSC-NBO-RFP No other manner of submission shall be accepted other than the address. Procurement Ethics Neither payment nor preference shall be made by either the Bidder, or by any TIS+ staff, in an attempt to affect the results of the award. TIS+ treats all reports of possible fraud/abuse very seriously. Acts of fraud or corruption will not be tolerated, and T I S + employees and/or subcontractors/grantees/vendors who engage in such activities will face serious consequences. Any such practice constitutes an unethical, illegal, and corrupt practice and either the Bidder or the TIS+ staff may report violations to the ethics and compliance anonymous via to ethics@somtisplus.com. TIS+ ensures anonymity and an unbiased, serious review and treatment of the information provided. Such practice may result in the cancellation of the procurement and disqualification of the Bidder s participation in this, and all future procurements. Violators will be reported to USAID, and as a result, may be reported to the U.S. Department of Justice to be included in a Restricted Parties list, preventing them from participating in future U.S. Government business.
