2 Overview The Ofwat PR19 WACC not only matters for the water industry, but has implications for allowed returns across all UK regulated infrastructure Given the importance of the WACC, there is a need to balance wider policy considerations including legitimacy, value for money, investment incentives, operational incentives, and an appropriate balance of risk and reward within the price control package 17 October
