1 High/Low OFO Calculation Overview An Operational Flow Order (OFO) occurs when the anticipated deliveries into SoCalGas system are greater than the maximum forecasted capacity (Net System Capacity) or less than the minimum forecasted capacity of the system for a given day. Calculations are completed to determine if there is a High or a Low OFO condition. Once declared the OFO will remain for the complete gas flow day. A notice is then posted in Envoy as required in SoCalGas Tariff, Rule 30. High OFO Navigating High OFO Calculation 1. Click on Start Menu, mouse over Home, Under Pipeline Operations; Click High OFO Calculation.

2 High OFO Declaration A High OFO is declared when SoCalGas determines that the expected total transportation quantities for a specific gas flow day exceeds its total forecasted system capacity (including storage) on that flow day. SoCalGas uses the total scheduled volumes from the latest nomination cycle to determine excess system deliveries for the OFO Calculation. Example: Net System Capacity = SUM (Forecasted Send Out, Injection Capacity, Latest Off System Scheduled)

3 Latest On System Scheduled (as follows): High OFO Tolerance During a High OFO event, customers are allowed to schedule the amount of gas they burn on that day, plus an additional tolerance (5% or 10%). Scheduled receipts that exceed the tolerance are subject to Buy Back service under Schedule G IMB. Customers may use firm storage injection rights to deliver gas into their storage accounts.

4 Calculation Timeline The High OFO status is calculated prior to each nomination cycle deadline as follows: Cycle High OFO Calculation Timeline Timely 8:00 a.m. Pacific Time one day prior to flow date Evening 3:00 p.m. one day prior to flow date Intraday 1 6:00 a.m. on the flow date Intraday 2 11:30 p.m. on the flow date Intraday 3 No OFO Calculation * *Note: SoCalGas will not declare an OFO on Intraday 3; however, if nominations exceed the Net System Capacity, will reduce nominations pro rata to maintain system integrity. 6 Low OFO Declaration A Low OFO is declared when it is forecasted that the storage withdrawal limit allocated for the balancing function will be exhausted. A calculation is performed to obtain the Forecasted Total Daily Customer. The Storage Withdrawal Capacity Limit for Balancing is derived from a percentage (10% to 15%) of the Storage Withdrawal Capacity. 7 Low OFO Stage/Tolerance During a Low OFO event, customers must schedule above the minimum percentage tolerance of the amount of gas they burn on that day. Non compliant customers will be charged a volumetric charge set by the stage. Stage: The Forecasting Group determines what stage or penalty will be enough to incentivize the market to comply with the Low OFO based on market conditions. Tolerance = Trigger/ Sendout Example: If 5% Tolerance then customers must Schedule equal to 95% or greater of expected burn to avoid non compliance charges.
