The motion carried 4-0 with Governor Goston out of the room. (The items on the Consent Agenda are of a routine nature. Approve pay for performance increases based on ratings received on FY annual performance review as follows: 0.5% for an Exceeds Expectations rating and 1% for an Outstanding rating, for Bargaining Unit Employees. Pinkoson Family Donation Resolution Staff Recommended Action: Accept the donation from Dr. and Mrs. Charles Pinkoson in the amount of $5,000.00; adopt Resolution 15-14; and authorize the Governing Board Chair to send a thank you letter to the Pinkoson Family for this generous donation. BACKGROUND The Library District s Investment Policy and Florida Statutes require that Income and Investment balances be reported to the Library Governing Board. Generally Accepted Accounting Principles (GAAP) require governments to record certain investments at fair value. The investments are recorded at fair value, and the changes in fair value for the fiscal year are reported along with the interest earned. The 2015 Alachua County Library District Investment Performance Report is attached. 13 Alachua County Clerk of Court, Florida Investment Report Quarter Ended September 30, 2015 Summary The U.S. economy continued its forward progress, but more recent economic data suggests it is slowing from the strong second quarter pace. Weakness in emerging market economies, most notably China, changed market psychology, triggering heightened volatility and significant downward pressure on equity markets worldwide. The Federal Open Market Committee (FOMC) chose not to raise the federal funds target rate at either of its two meetings during the quarter, most recently citing concern about recent global economic and financial developments. FOMC officials, however, continue to condition investors for a possible rate hike before year end. Economic Snapshot Concern over Greece s financial state last quarter was quickly resolved, only to be superseded by growth concerns emanating from emerging market economies, especially China, Russia and Brazil. A slowdown in emerging markets also negatively impacted commodity, oil, and export driven economies, such as Australia and Canada. Second quarter gross domestic product (GDP) grew at a 3.9% annualized pace, a strong rebound from the first quarter s lackluster growth. The surge was bolstered by strong consumer spending and a pickup in business investment and inventories. Job growth slowed in the second quarter averaging 167,000 new jobs per month, which was down from 231,000 per month in the prior quarter but the unemployment rate fell further to 5.1%, its lowest rate since April Wage growth remained subdued. Interest Rates Long term Treasury yields trended lower throughout the quarter, supported by low inflation, slowing global growth, and a hesitant FOMC.Theyieldonthe10 year U.S. Treasury fell 31 basis points (0.31%), ending the quarter just above 2.0%. Yields on shorter term instruments (two years and under) initially moved in the opposite direction, rising to peaks in mid September in anticipation of a near term federal funds target rate increase. After the Fed announced it would leave rates unchanged, yields retreated. Short term Treasury yields ended the quarter mostly lower by a few basis points, while money market instruments like commercial paper and bank certificates of deposit held on to most of their rate increases during the quarter. Global sovereign debt yields followed those in the U.S., with lower long term rates and fractionally lower short term yields. Sector Performance U.S. Treasury benchmark indices generated strong returns as yields ended the quarter lower, providing price appreciation in addition to yield based income. While this was true for maturities across the yield curve, longer maturities fared better due to their longer durations and more significant fall in rates. Federal Agency securities modestly outperformed comparable maturity Treasuries as yield spreads tightened modestly. Corporate yield spreads widened throughout the quarter, in some cases significantly. Returns were correlated with credit ratings. BBB rated and high yield issues performed poorly. A rated issuers modestly underperformed government securities, while higherrated issuers performed better. Mortgage backed securities (MBS) underperformed comparable duration government securities as heightened volatility negatively impacted securities with imbedded optionality. 19 Alachua County Clerk of Court, Florida Investment Report - Quarter Ended September 30, 2015 Executive Summary PORTFOLIO STRATEGY The County s Library Portfolio is of high credit quality and invested in U.S. Treasury, Federal Agency, and municipal securities, bank deposits, money market mutual funds, the Florida PRIME, and FLGIT. The Library Portfolio s quarterly total return performance of 0.33% outperformed the benchmark s performance of 0.32% by 0.01%. Over the past year, the Portfolio earned 1.20%, versus 1.17% for the benchmark. Treasury yields moved up and down in response to evolving economic conditions, tracking in part (i) the strength of global economy, (ii) the persistent low inflation environment, and (iii) the expectations for a Fed rate hike. Low inflation and tepid economic data, both in the U.S. and abroad, pushed longer-term yields lower. Yields on securities with maturities of two years or less, the part of the curve that is most dependent on Federal Reserve policy, moved up in advance of the September FOMC meeting, but quickly reversed after the no hike decision. The end result was that the quarter ended with generally lower yields and a flatter yield curve than at the beginning of the quarter. The FOMC continues to monitor economic progress towards its dual objectives of full employment and price stability. It recently added an acknowledgement that global economic instability has the potential to affect Fed policy. Because this creates a new level of uncertainty about the timing and pace of future rate hikes, our strategy may need to adapt to changing conditions throughout the fourth quarter. At present, we believe the Fed will raise rates in late 2015 or early 2016, and the subsequent pace of rate increases will likely be gradual and prolonged. If this occurs as expected, it is likely that rates on the shorter end of the curve will again rise ahead of upcoming FOMC meetings, while longer maturities will remain range bound in response to tempered global growth and dampened inflation expectations. Duration management in this environment will be particularly tricky. We started the fourth quarter with the portfolio s duration shorter and more conservative than the benchmark. We believe this is appropriate given the potential for a Fed rate hike over the next few months. PFM will continue to navigate the market environment with a keen focus on relative value sector analysis, prudent duration management, and efficient yield curve placement. While producing strong investment returns remains a priority, it is secondary to maintaining safety and liquidity, particularly in the current environment where we expect yields to trend higher. These new programs allowed us to attract new users and explore different venues for the Library District. For the first time, we held a Fandomonium, a Library Comic-Con, an Author Series, Learners Conference for literacy, and initiated a Sensory Storytime program. It is the sole provider of public library services within Alachua County (as established by Chapter , as amended by , Laws of Florida). The Library District and Alachua County s boundaries are congruent. a lwa y s l o o k i n g a h e a d The Alachua County Library District continues to proactively plan for changes in the scope of library services as we see how the role of 21st century public library services continues to evolve. Rather than look solely at ways to make library services better, the more relevant approach is to determine how the Library District can make our community better. In recent years, the Library District s greatest challenge to providing excellent and broad community service has been the property tax limitations imposed by the state legislature and uncertainty regarding financial support through the State Library of Florida (Library Construction Grants, Library Cooperative Grants, Library Services and Technology [LSTA] Grants, State Aid to Libraries, and Community Libraries in Caring [CLIC] Grants). The Library District continues to experience significant usage increases as more persons turn to borrowing rather than buying books, movies, music, and information. The increase in persons using egovernment services and seeking jobs results in more library visits and more demand for one-on-one time with our expert staff. 1

As a result, the Library District continues to explore other collaborative opportunities. r e s u l t s The Accomplishments Report for Fiscal Year is reflective of new services and programs we are dedicated to providing which will enrich the lives of our users and contribute to the betterment of our community. We strive to be a community necessity, not an amenity. Increased demand for our traditional services and successful partnerships are cultivating new users, service demands and supporters, and plays a major part as the Library District defines its long range community role. While we continually strive to provide new and innovative services, we remain dedicated to providing efficient, cost-effective, informed and accessible routine library services through the day-to-day management required of a public library system committed to excellence. Special thanks are extended to the entire staff for the care and attention they gave to the planning document. Good planning has allowed the Alachua County Library District to best allocate existing resources, prioritize current and new services, demonstrate accountability, and with the accomplishments report, document the completion of goals and objectives. Active staff participation in the planning process has resulted in the Alachua County Library District being the standard for public library service in Florida. BACKGROUND Ms. Gerding, Human Resources Director, will review the Performance Evaluation procedure with the Governing Board and answer questions. Attached is a copy of the procedure, as approved by the Governing Board, for the Library Director s Annual Performance Evaluation and the Performance Evaluation Form to be used by the Governing Board. Also attached is the Library Director s Self Evaluation. Each Governing Board member should use the ACLD Long Range Facilities and Service Plan Accomplishments Report (distributed at this meeting) and the Library Director s Self Evaluation (attached) to individually complete the performance review form. The Governing Board will receive the Board of Trustees recommended Library Director evaluation and salary adjustment at the January 14, 2016 Governing Board meeting. The Governing Board Chair has set a completion date of Wednesday, December 23, 2015, by which time each Governor will individually complete the performance evaluation form and return to the Governing Board Chair, via Ms. Rasch in Library Administration. RECOMMENDATION The Governing Board complete the performance evaluation form and submit to the Governing Board Chair, via Ms. Rasch in Library Administration, by Wednesday, December 23, APPROVED DENIED ADDITIONAL ACTION

59 Alachua County Library District Director Performance Evaluation PURPOSE The purpose of the Employee Performance Evaluation is to increase communication between the Board of Trustees, the Governing Board, and the Library District Director concerning the performance of the District Director in the accomplishment of his/her assigned duties and responsibilities and the establishment of specific work-related goals and objectives. PROCESS The Board of Trustees (BOT) shall conduct an annual review and evaluation of the Library District Director s work performance. The results of such evaluation shall commend areas of good performance and point out areas for improvement. The review and any recommendation for a salary increase shall be presented to the Library District Governing Board for action. Following is the timetable that will be followed: October At a BOT meeting, the annual evaluation process for the Library Director is reviewed. November The Accomplishments Report is presented to the BOT for review, discussion, and approval. The Accomplishments Report is forwarded to the GB with a recommendation for approval. The Library Director distributes the BOT version of the annual evaluation form and his/her self-evaluation. The BOT Chair sets a completion date (prior to the next BOT meeting) by which time each BOT member will individually complete the forms and return them to the BOT Chair. Each BOT member uses the Accomplishments Report and Library Director s self-evaluation to individually complete the evaluation forms. Each BOT member forwards his/her completed form to the BOT Chair by the set date. Prior to the December BOT meeting, the BOT Chair compiles the evaluations and meets with the Library Director to review the summarized evaluation. December (BOT) The BOT Chair presents the compiled annual evaluation for discussion. The BOT discusses the evaluation, recommends approval and any salary adjustment. The approved Accomplishments Report, BOT summarized evaluation, and any recommended salary adjustment are forwarded to the Governing Board. December (GB) At a GB meeting, the GB version of the annual evaluation process for the Library Director is reviewed. Also, the GB receives the BOT approved Accomplishments Report for review, discussion, and approval. January The Governing Board receives the BOT recommended Library Director evaluation and salary adjustment, and the Library Director s self-evaluation report. The GB receives their version of the Library Director s annual evaluation form. The GB Chair sets a completion date (prior to the next GB meeting) by which time each GB member will individually complete the forms and return them to the GB Chair. 1 ACLD Governing Board: August 9, 2007
