KansasGasService srequest,ifapproved,representsanetbaserateincreaseof$42.7million.kansasgasserviceis alreadyrecovering$2.9millionfromcustomersthroughthegassystemreliabilitysurcharge(gsrs),resultingina totalbaserateincreaseof$45.6million. Thisrequestwouldincreasetheaverageresidentialcustomer snaturalgasbillby$5.67permonth. Thebenefitsofthecorporateincometaxcutsassociatedwiththenewfederallegislationthatwentintoeffectearlier thisyeararealsoreflectedinthecompany sfiling. Thefilingisbasedona10.0percentreturnonequityanda62.2percentcommonequityratio. Thefilingrepresentsaratebaseof$1billion,comparedwith$947millionincludedinexistingbaseratesplus previouslyapprovedgsrs-eligibleinvestments.sincethelastgeneralratecase,kansasgasservicehasinvested $179millioninitssystemsandfacilities. Theportionofthebillassociatedwiththecostofgas,whichrepresented42percentoftheaverageresidentialbillin 2017,isnotimpactedbythisfiling.Thecostofgascontinuestobepassedthroughdirectlytothecustomerwithno markup.kansasgasservice sfilingalsoincludesarevenuenormalizationadjustmentthatisdesignedtoensure thatthecompanycollectstheamountofrevenuesetbythekccfromresidential,generalsalesandsmalltransport customers,regardlessofcustomerusage.
