13 Introduction This report and budget provides the following information required pursuant to Section (F), NMSA 1978 (being a section of the Public Improvement District Act): Estimated operation and maintenance expenses of the district; Cost of public improvements to be financed by the special levy; All other expenditures for public infrastructure improvements and enhanced services proposed to be paid from the special levy; and Amounts raised to pay special levy bonds. 14 I. Estimated Operation and Maintenance Expenses Generally, the Cabezon Public Improvement District (the "PID") will incur no operation and maintenance expenses with respect to public improvements. However, the PID will incur expenses in connection with the provision of certain enhanced services and administrative expenses in connection with the administration of the Special Levy Revenue Bonds, Series 2004 and the billing and collection of the special levies. 15 II. Cost of Public Improvements Financed by Special Levy The PID special levies will not directly finance public improvements. The Cabezon Public Improvement District Special Levy Revenue Bonds, Series 2005 (the "Bonds"), which are secured by the PID special levy, financed public improvements with an estimated cost of $8,667,000. 16 III. Other Expenditures for Public Improvements and Enhanced Services There are no other expenditures for public infrastructure improvements. Enhanced services to be funded by the PID include landscape maintenance for the linear park associated with the East Branch of the Black Arroyo Channel, trails, parkway, and street medians in portions of Cabezon Boulevard, Westside Boulevard, Unser Boulevard (east side), Western Hills Road, and Trailside Road. The estimated cost of the enhanced services for Fiscal Year is $301,268. Please refer to Table 3 in Section VI for additional details. 17 IV. Collections The total special levy billed for Fiscal Year was $1,126, , including $888, for Special Levy A and $238, for Special Levy B 2. As of June 30, 2014, the County had remitted $818, in Special Levy A and $216, in Special Levy B to the Trustee. As of July 11, 2014, the County Treasurer's website reports special levy collections of $835, for Special Levy A and $223, for Special Levy B 3, with 210 parcels delinquent in the payment of the either the first or second installment of the special levy for a total delinquent amount of $67, which equates to a 5.96% delinquency rate. 169 of the delinquent parcels are delinquent in the payment of both installments. Letters requesting payment of the PID special levy were sent to the delinquent property owners in mid-february, and another were mailed to the remaining delinquent property owners in mid July. A listing of the delinquent Parcel Numbers is shown in Exhibit A. 1 Includes administrative expenses and allowance for delinquencies. 2 The County has been billing and collecting Special Levy A and Special Levy B separately since FY Special levy collections are deposited into the Pledged Revenue Fund approximately on the 20 th of each month. Amounts Raised to Pay Special Levy Bonds Pursuant to the Notice of Imposition of Special Levy, maximum Annual Special Levy A revenues cannot exceed $1,102,970 and maximum Annual Special Levy B revenues cannot exceed $189,534, subject to an annual increase of ten percent (10.00%) 5. The maximum Annual Special Levy B revenues for FY are $401, The PID is projected to raise $976, in Annual Special Levy A to pay for interest, principal, and the administration of the bonds and the billing and collection of the special levies. An additional $261, in Annual Special Levy B will be raised to pay for enhanced services. A breakdown of the amounts to be raised is shown in Table 3 below. 22 VII. Apportionment of Special Levy The special levy is apportioned to each parcel in accordance with land use and development density. The maximum special levy amounts, as set forth in the Rate and Method of Apportionment of Special Levy, are as follows in Table 4 below. If additional special levies are required, the special levy is then apportioned to the remaining taxable property in the PID ("Unplatted Property"). 13 The Maximum Annual Special Levy B increased by 10.00% from FY consistent with the Rate and Method of Apportionment of Special Levy. 23 All Single-Family Residential Property and Mixed Use Property Multi-Family have been platted. The last plat of Single-Family Residential Property was recorded on March 19, The most recent plat and site plan for Mixed Use Property Multi-Family were recorded and approved in The most recent site plan for Commercial Property was approved along with a building permit on November 14, The Fiscal Year maximum and anticipated special levy amounts to be collected are shown by levy classification in Table 5 and Table 6 below. A listing of the special levy amounts by the parcel number is shown in Exhibit B.
