W## + (! + H) H0:.I O6 4 Talks on bandwidth export to Bhutan to start soon The Dailystar The government is set to start discussions on exporting internet bandwidth to Bhutan through India, officials said. Bhutan plans to import bandwidth from Bangladesh's Rangpur and through India's Guwahati border. Page 4 of 19
5 We have gotten the green signal from India to use their territory, said Monwar Hossain, managing director of Bangladesh Submarine Cable Company Ltd, who is heading a three-member panel on the matter. A Bhutanese expert team will visit Bangladesh this month to initiate the discussion, he said. The development comes after a high-powered delegation headed by Tarana Halim, state minister for telecom, recently visited Bhutan and India, along with the BSCCL chief, to discuss the issue. All the issues related to exporting bandwidth will be discussed when the Bhutanese expert team visits Dhaka, Hossain said. Bhutan introduced internet only in 1999, after years of deliberate policy of isolation fearing outside influences would undermine its absolute monarchy, freedom and culture. Bangladesh has been exporting 10gbps bandwidth to India's Tripura since February this year at a price of $100,000 per month. If the demand increases, Bharat Sanchar Nigam Ltd (BSNL), India's state-owned telecom company, will avail up to 40gbps bandwidth using the same infrastructure, according to the Economic Times. During her visit to India in July, Tarana received the first cheque of $275,000 from BSNL as the bandwidth export price. Bangladesh has a 200gbps bandwidth with the submarine cable thanks to its connection to the South East Asia Middle East Western Europe 4 (SEA-ME-WE4). It will also be connected to a second submarine cable, SEA-ME-WE 5, in January next year, which will give another 1,300gbps to the country. The country's domestic consumption accounts for about 130gbps. Hossain said 1,300gbps will give a huge increase in capacity for Bangladesh. If BSCCL can not export it will face huge financial loss, he said. Apart from Tripura, there is also demand for internet bandwidth in India's other north-eastern states, including Meghalaya, Manipur, Nagachal and Mizoram, he said. After Bhutan, Bangladesh will seek to export bandwidth to Nepal, said a senior official of BSCCL. 5 New pipeline to carry gas from India The Dailystar New Delhi plans to lay a 6,900-km gas pipeline linking Bangladesh, India and Myanmar. As part of the Hydrocarbon Vision 2030 for the north-eastern region, India would lay the pipeline connecting Sitwe in Myanmar, Chittagong in Bangladesh, and most north-eastern states and West Bengal in India, SC Soni, executive director of India's state-run oil company ONGC, told reporters in Agartala on Saturday. 6 Talking to reporters in West Bengal on Sunday, Indian Petroleum and Natural Gas Minister Dharmendra Pradhan said his country's Petroleum and Natural Gas Regulatory Board started the process of laying the pipeline from Contai in West Bengal via Haldia to Duttapulia on the India- Bangladesh border for supplying gas. "We have discussed with our Bangladesh friends and have agreed to take the pipeline to Bangladesh. There are also talks to bring the pipeline back to India through Siliguri," he said, according to a report of The Statesman newspaper. Energy cooperation between Dhaka and New Delhi reached a new level in recent years. Bangladesh now imports 600 megawatt of electricity from its neighbour, with discussions to bring in more are underway. In March, India sent its first shipment of diesel to Bangladesh through rail route. Pradhan said, We have started supplying diesel there are plans to supply natural gas as well. The two countries have plans to install a 135-kilometre cross-border pipeline to help Bangladesh import 10 lakh tonnes of diesel from India a year. Pradhan said he had a very fruitful discussion on energy cooperation with Bangladesh Prime Minister Sheikh Hasina during his Bangladesh visit in April. Thirteen routes with a total length of about 6,900 km of pipelines have been proposed for the purpose, reported The Economic Times. Soni said the first high-level meeting was held in Guwahati last week to finalise the laying of the pipeline to carry gas, LPG and diesel. The second one is scheduled in Agartala later this year. Currently, large quantities of gas are burned in India's north-eastern region because those cannot be piped to consumers, he added. In April last year, Numaligarh Refinery Ltd of India and Bangladesh Petroleum Corporation (BPC) agreed to form a joint venture to set up a Indo-Bangla Friendship Pipeline from NRL's Siliguri marketing terminal in West Bengal to BPC's Parbatipur petroleum product storage depot. The BPC and Indian Oil Corporation also signed an agreement in April this year to jointly set up a liquefied petroleum gas terminal plant in Chittagong city which will help pipe gas to India's northeastern states. The plan to establish a gas pipeline between Bangladesh and India was first spelled out during Indian PM Narendra Modi's visit to Bangladesh in June last year. Pradhan said Bangladesh State Minister for Energy Nasrul Hamid would visit India before the Bangladesh premier tours the country later this year. Together we will create the ground for more energy cooperation so that the prime ministers of both India and Bangladesh can ink more deals," added Pradhan. Talking to The Daily Star yesterday, Hamid said India's move to lay the pipeline was a new development in energy cooperation between the two countries. He, however, didn't give any details. 7 Bangladesh has been facing gas crunch for long. Amid dwindling gas reserves, the government has not given new gas connections, particularly to households, in the last six years. But demands for new connections are growing in different parts of the country. Bangladesh now produces 2,750 million cubic feet of gas per day, with a shortage of more than 500mmcfd, according to Petrobangla. At the current pace of consumption, the country's trillion cubic feet of proven and probable gas reserves would last till On the other hand, Myanmar has about 10 trillion cubic feet of proven gas reserves. The country exports gas to Thailand and China, according to the Myanmar Times. India holds at least 91 trillion cubic feet of recoverable gas reserves. On top of conventional gas reserves, India holds an estimated 63 trillion cubic feet of recoverable shale gas, according to an estimate by Quartz, a New York-based business news outlet. 6 Regulator moves to prop up secondary market The Dailystar Stock brokers and dealers with minimum paid-up capital of Tk 50 crore will be allowed to play the role of a market maker -- an effort to keep the secondary market stable. A market maker is a person or a licensed firm that is always ready to buy and sell securities to provide liquidity as well as stocks to the markets. After receiving the regulatory permission, one can act as a market maker for a maximum of three authorised securities, according to a draft of market-maker rules recently approved by Bangladesh Securities and Exchange Commission. The stockmarket regulator has sought public opinion on the draft rules. The regulator will finalise the rules after scrutinising the public opinion that would have to be submitted to the commission by August 21. The BSEC has formulated the draft rules by amending the existing market maker rules, which was enacted in 2000, as none of the stakeholders in the last 16 years expressed their interest in becoming a market marker. Updated market-maker rules are vital to make the trading of exchange-traded funds functional, as the stockmarket regulator finalised exchange traded fund rules in June, paving the way for entities like the stock exchanges to run index-based funds. Those with more than Tk 50 crore in paid-up capital can act as a market marker for more than three authorised securities, according to the draft rules. And a maximum of five market makers will be allowed for each authorised securities. However, the net portfolio investment of a market maker can never exceed five times its net worth, according to the proposed rules. A significant part of the draft rules is that a market maker will be allowed to go for short sale of shares, Page 7 of 19
8 which is now prohibited by the regulator. Short selling is the practice of selling securities that have been borrowed from a third party with the intention of buying back identical assets later to return to the lender. A market maker can make short-selling up to 20 percent of its total sales on particular securities on a day, according to the draft rules. No market maker will be allowed to borrow 10 percent or more shares from the issuer, employee or other shareholders of the authorised securities. The stocks exchanges will set procedures for automatic settlement and execution of short selling of securities done by the market makers. The licensing period for a market will be one year, and it can be renewed every year upon fulfilling the regulatory requirements. The regulator can also scrap or suspend the licence of a market maker anytime on legal grounds. 7 Sales of savings tools hit record The Dailystar Net sales of savings instruments hit a record high in fiscal , as investors were lured in by interest rates which are 5 percentage points higher than those offered by commercial banks on term deposits. The amount was more than double the target set by the government for the fiscal year: it stood at Tk 33,688.6 crore -- the highest in the country's history -- against the target of Tk 15,000 crore. The high interest rates are the main reason for this surge in sales in recent years, said Ayezuddin Ahmed, director of administration and public relations at the National Savings Directorate. People, be it government employees, private service holders, businessmen or housewives, are running to invest their savings in these tools because of the returns, which are beyond any market rate. Currently, banks offer a maximum of 7 percent interest rate for term deposits and it is a minimum of 11 percent for investments in savings schemes, said the official. The government sold Tk 28, crore worth of savings instruments in fiscal , while the amount was Tk 11,707 crore the year before. In fiscal , the total sales of the instruments were a meagre Tk crore. The high yields are not only creating a heavy burden on the government but are also distorting the interest rate market, economists and bankers said. Page 8 of 19
9 If the trend continues, money will flow out of bank deposits and end up in savings schemes, shooting the government's interest liability up, said a senior Bangladesh Bank official. In May last year, the government slashed deposit rates on savings instruments by up to 2 percentage points. But still it is higher than the others. The interest rate on the five-year family savings certificates has been brought down to percent from percent, according to a notice of the Internal Resources Division. The five-year pensioner savings schemes saw its interest rate slashed to percent from percent. The interest rate on the three-year post office savings certificates came down to percent from percent. For Bangladesh Savings Certificates, the rate is fixed at percent from percent. The three-year profit-based savings certificates saw their deposit rates go down to percent from percent. On the other hand, commercial banks offer percent for term deposits and the average return on fiveyear bonds is 6.5 percent. The call money rate has come down to around 3.5 percent in recent days. The capital market is not lucrative for investors either. A senior commercial banker said the rates on government savings schemes are distorting the market in different ways. The government set the target to borrow Tk 15,000 crore from savings scheme last fiscal year, but it got more than double the sum. Consequently, the government's interest liability will shoot up. On the other hand, the target to borrow from commercial banks remained hugely unachieved, so the banks would get demoralised as their excess liquidity would be soaring, he said. Bangladesh Bank data also supports the observation. The government borrowed only around Tk 4,000 crore from the banking system against the target of Tk 38,523 crore for fiscal , meaning the banks were sitting on excess liquidity. For the current fiscal year, the government has planned to borrow Tk 43,000 crore from the banking sector to meet its budget deficit. We are in trouble as the BB is not buying the banks' money. The repo and reverse repo are totally inactive, said a frustrated managing director of a private commercial bank requesting not to be named. Presently, an individual can invest up to Tk 30 lakh in five-year term certificates and three-month profitbearing certificates. Page 9 of 19
10 An adult female can purchase up to Tk 45 lakh in savings instruments under Paribar (family) Sanchayapatra, and the relatively rich take advantage of this by investing a big sum in the savings schemes. Khandker Golam Moazzem, additional research director of the Centre for Policy Dialogue, advised the government to properly identify and target the beneficiaries of savings certificates. The benefits of the schemes are not meant for high income groups such as top bureaucrats or corporate executives. It should be given to the middle and lower income groups.
