4 PROJECT INFORMATION Interconnection Customer (IC) Project Name Point of Interconnection (POI) XXXXX Crowsnest Pass Waste Heat Project 60L292 approximately 0.1 km north of CNT BCH Proposed ISD 15 October 2011 IC Proposed COD 1 November 2011 Maximum Power Injection (MW) 8.5 Number of Generator Units 1 Plant Fuel Waste Heat Recovery EXECUTIVE SUMMARY XXXXX, the Interconnection Customer (IC), proposes to develop the Crowsnest Pass Waste Heat Project to deliver electric energy to BC Hydro (BCH) through the 2008 Clean Power Call (CPC). The Crowsnest Pass Waste Heat generating plant consists of one 12.5 MVA unit located approximately 15 km southeast of Natal Substation (NTL). The project will connect to the BCH Transmission System via a tap in the 69 kv transmission line 60L292 approximately 0.1 kilometers outside the Crowsnest Substation fence (CNT, a separate customer owned substation). 60L292 is a radial circuit approximately 16.5 km in length supplied by NTL. This report identifies the required system modifications for interconnecting the proposed Crowsnest Pass Waste Heat Project. These modifications are as follows: Construct flying tap connection on 60L292 including 69 kv disconnect switch. Installation of CVT at NTL. Protection and telecom work including co ordination of Class 3 leased circuit between NTL and the IPP for DTT signals. The Control Centre must update the SCADA database to reflect new alarms, controls, indication, and metering with respect to the IPP. BC Hydro environmental guidelines and procedures will be followed. 5 First Nations whose asserted rights or title are potentially impacted by the project will be consulted to ensure that the Crown s duties in this regard have been met. Consultation will be commensurate with the level of potential impact that the project is expected to have on First Nations. All consultation activities will be documented and a consultation summary prepared for inclusion in BC Hydro s Capital Plan application to the BCUC concerning implementation of the project. The maximum power injection into BCH system is 8.5 MW. The proposed Commercial Operation Date (COD) is November 1, The cost estimate, +/ 20%, for the interconnection Network Upgrades required to interconnect the proposed project to the BCH Transmission System is $1.153 M. The estimated time to construct the Network Upgrades required to interconnect the project to the BCH Transmission System is 12 months. The attached project schedule provides greater details of the construction timelines.
